Re: Meeting with Shri.Mukesh Kumar Bansal, Joint Secretary (Insurance)
You are already aware that the undersigned decided to camp in Delhi for pursuing the pension related
matters with DFS and arrived in Delhi yesterday, on 11th. Immediately visited the BMS office with our
office bearers in Delhi. Contacted Shri.Girish Aryaji and Shri.Aryaji sought an appointment with Joint
Secretary (Insc), which was confirmed today and scheduled at 3 PM today itself. The delegation was led
by Shri.Girish Aryaji, Secretary & In Charge of financial sector unions of BMS and accompanied by S/Shri.
Ashok Joshi, GS, S K Saini, VP, Arvind Mittimani, Org Secr and Rajiv Kumar Sharma, Central Committee
Member. As already informed earlier, S/Shri.Suchindra Mishra, Addl Secr (Insc) and Saurabh Mishra,
Joint Secretary (Insc) are transferred out of DFS. Shri.Mukesh Kumar Bansal has taken charge as Jt.Secr
(Insc) recently.
Shri.Aryaji introduced the delegates to the Jt Secr. At the outset he thanked Shri.Bansalji, for latter’s
quick action in facilitating FSEs to be called for ADO’s interview, who were not allowed (after being
called) to attend the interview on flimsy grounds. Initiating the discussions on pending pension related
issues, Shri.Aryaji expressed his anguish over the inordinate delay in notifying family pension
enhancement notification and also of other pension related issues (including OMOP to the left over 80-
90 persons) recommended by the LIC. Shri.Aryaji further told that when there is no liability on the
exchequer (self-sufficiency of pension fund with LIC), the delay on the part of DFS is not understandable.
The undesigned again handed over the letter dtd.25-2-2023 addressed to the FM, for his ready
reference, about the 8 issues related to pension, out of which 5 issues have been recommended by LIC.
It is also brought to his notice that more than 95% family pensioners are ladies, most of whom are
getting a pittance as FP. When Modiji’s govt has been striving to help the women folk to come out of
their plight, why the LIC’s family pensioners are being denied their rightful enhanced FP, we asked.
Shri.Bansal ji had a quick reading of our letter to FM and confirmed that he is aware of our issues and
also got a brief from the Under Secretary. He agreed that there is a delay in DFS which could have been
avoided and that the movement of file was not paced up due to so many reasons. He sincerely agreed
that the movement of file could have had been geared up; and that soon after taking charge, he is
seized of the urgency of the matter and already submitted a brief note to the ministry. He equally
shared our concern and assured that he would take up the matter to a logical conclusion at the earliest
possible time. On a pointed query by the undersigned as to whether any clarification/further input is
pending from LIC, he clearly told that nothing is pending at LIC’ s level.
He was quite candid and more assuring. We were impressed by his sincerity and concern about our
pending issues and we hope that he would deliver the goods in a reasonable time frame without
allowing the matter to be stretched unduly, any further. Undersigned also made it a point that we
should not be compelled to meet the finance minister imploring her intervention, for which he assured
that the situation does not warrant, for he would take care.
Shri.Aryaji has assured us that he would try to meet the Secretary, DFS after a week and that he would
pursue the matter vigourously till the notification is issued. We will be in constant touch with Shri.Aryaji,
who has taken up our case with all the seriousness.
After seeing off Shri.Aryaji, we met Smt.Pratibha Singh, ED (Liaison) who is a liaison between LIC and DFS
and who is well versed with our issues, since she was the Chief (Per), CO. She was also part of our
discussions when we met Shri.Patnaikji, MD, on 19-10-2022 at CO. We discussed with her all-pending
issues at DFS and LIC for almost 45 minutes and she was kind enough to explain the continuous efforts
made by her in following up the pending issues at DFS.
We are sanguine that there may not be undue delay henceforth and expect the file to move swiftly,
taking the matter to a logical end at the earliest possible time.
It was my intuition and your strength which guided me to immediately visit Delhi for follow up at DFS.
Sincere thanks to BMS and to Shri.Aryaji for arranging the meeting with DFS within 24 hours. Our
meeting at this crucial juncture created considerable pressure on the DFS which gave the impetus for
the forward moving of the file.
We assure you that we will be in constant touch with the BMS to ensure a constant follow up and to get
the desired outcome at the earliest.
