IV TRIENNIAL CONFERENCE OF NOIP HELD AT AGRA FROM 7TH TO 9TH MARCH 2025

The IVth Triennial Conference of NOIP was held from 7th to 9th March 2025 at Maharaja Agrasen Bhawan,

Loha Mandi, Agra.

Following is the detailed report of the Conference from the run up to what unfolded during the event.

BACKGROUND

NOIP entrusts its different Units to hold various events such as Secretariat Meeting, CC Meeting and

Triennial Conference of NOIP to enhance their organizational capabilities. Accordingly, Bhubaneshwar Unit

was asked to explore hosting the IV Triennial Conference sometime in first quarter of 2025.

Alternately, Sh. Ashwani Kumar Sharma ji AI Sec was asked to explore possibility of hosting IV Triennial Conf

at Agra.

During the Secretariat Meeting held on 13th &14th Sept 2024 Sh. Ashwani Kr Sharma ji informed that Agra

Unit is willing host the Conference. Thus, Agra was finalized as the Venue and dates ware also finalized as

7

th to 9th March 2025.

Agra’s organizational abilities are well known, earlier they had successfully hosted DOs’ Conference.

Agra being an important Tourist Destination there was tremendous excitement among the Members to

attend. Considering the overall Membership strength which was closing in on to 10000, it was decided to

have participation of about 500 delegates including spouses.

In the previous Conferences the participation was as under:

Delegates were asked to report before evening of 7th March, but arrangements were in place from the

morning of 7th March itself. Delegates who were Members of Secretariat and Central Committee were

asked to plan their arrival in such a way that they will attend Secretariat Meeting scheduled at 3pm and CC

Meeting Scheduled at 5-30 pm on 7th March.

The preparations for the Conf had started after Secretariat Meeting in Sept 24. The overall responsibility

was vested in Sh. Ashwani Kr Sharma AI Sec. Sh. Akhil Kishore Agarwal, President, Agra Unit, Sh.R ajendra

Desai, Secr Pune Unit and Sh. Hemant Deshmukh Pune Unit had prepared an Excel sheet of all the

delegates complete with their travel details.

232 rooms were booked in 8 hotels and available 31 rooms at Conference venue. In a meeting held on 6th

March with Agra Team in presence of General Secretary Ashok Joshi and others Sh.Ashwani Kr Sharma ji

Chairman Conf Comm informed that 7 UPSRTC electric buses were hired to ferry delegates from Railway

stations of Agra Cant/Raja Ki Mandi etc and also the buses will ferry delegates from hotels to Conf Venue

and back as arrangements of Breakfast/Lunch and Dinner etc were at Conf Venue only. Apart from this he

informed that there are number of Agra Activists with their personal cars for any kind of need. There were

different committees such as Transport, Reception, Food, Stage and Accommodation Committee to manage

different things. The Agra team was highly enthusiastic though they had been working tirelessly for many

days to ensure everything was in place.

Delegates in fact started arriving from early hours of 7th itself, for such arrivals a few rooms were booked in

advance to accommodate them. Secretariat Members were accommodated in available 31 rooms in Conf

Venue itself.

The Conf Venue was decorated that befitted a marriage ceremony. The hall had enough seating

arrangement for over 500 delegates with a huge stage that sported a large NOIP Banner. An adjacent hall

almost equally large served as dining hall with buffet arrangement and adequate seating. The main

Conference hall was named after Late Sh.Vilas Purkar ji and the adjacent Dining hall was named after Late

Sh. Kalele ji (both former GSs)in their honor. A banner with their photographs was hung above the

entrance doors. The entry to the venue sported the welcome banner with photographs of incumbent

President Sh. T.C.Gunesh Kumar ji and General Secretary Sh. Ashok Joshi ji. There was also a beautifully

made selfie point. Hats off to the imagination of Agra Organizers.

More than 300 delegates had arrived by around 11 am on 7th March. By lunch the arrival of delegates had

crossed 400 mark. At around 1:30 pm a successful Press Conference was arranged by Agra team in which

GS Sh. Ashok Joshi ji briefed the press about the purpose of Conference and ongoing struggle of Insurance

Pensioners to secure Pension revision. He also answered several questions posed to him by the reporters. A

large number of reporters from local press had participated in the press conference. On the following day ie

th March a number of News Papers carried the news prominently, some on their front page with picture

highlighting the plight of Insurance Pensioners.

As scheduled the Secretariat Meeting took place in an adjacent building at about 3 pm.

GS Sh.Ashok Joshi ji briefed about the conference and how Agra came forward to host the same.

Sh.Ashwani Kr Sharma explained in detail the preparations that have gone into to make the conference a

grand success. He informed about the Inaugural session to last day concluding celebrations with “ Phoolo ki

Holi”.

Sh.Rajiv Kumar Sharma CCM updated on liaison with BMS and DFS regarding Pension Revision and other

issues.

GS Sh.Ashok Joshi ji dwelt on the need to prepare next generation Office Bearers for NOIP and need to pass

on the baton. He said he himself is stepping down from active role and expected all 70+ in age are expected

to do so. He then went on to explain how the process of identifying right persons for right job was made

and how increasing responsibilities are entrusted upon leaders who prove their worth at various levels. He

then went on to read the next set of Committee Members and OBs. The Secretariat lauded in approval.

President Sh.Gunesh Kumar ji summed up the meeting by praising Sh.Ashok Joshi ji for his meticulous

planning and execution. He applauded Sh.Ashwani kr Sharma and Agra Team for accepting to host the Conf

and making extraordinary arrangements.

The Secretariat Meeting concluded with felicitation of all the Secretariat Members.

After “High Tea” the scheduled Central Committee Meeting started with a Shramik Geet beautifully

rendered by Treasurer Sh Ram Dhumane ji.

Much of what transpired in just concluded Secretariat Meeting found their mention again for the benefit

and information of CC Members. GS Sh.Ashok Joshi ji narrated about the resolutions for amendments to

constitution and other issues and the steps followed to their passing. Since the Secretariat had already

approved, CCM gave its approval by applause.

He then dwelt on the spectacular growth of NOIP Membership from 1st conf to present one and

congratulated everyone for their contribution. He then went on to justify his call for 20K Membership, a

vision statement made at Goa Secretariat Meeting ie double the current one by next conf in 2028. He

specially complimented Goa and Raipur Units for their outstanding contribution despite being nascent and

small Units. Also, reference was made about the Kanpur unit for crossing 100 after their AGM. He also

explained how he envisioned growth in NZ, NCZ, CZ, EZ, ECZ etc which otherwise was concentrated only in

Maharashtra, Karnataka and other Southern States. Kolkata Unit came in for special mention for their

spectacular growth. He made special mention of how senior officers like ED, ZM, RM and SDMs are working

like foot soldiers in Kolkata and elsewhere. He also explained about the real time information sharing in

NOIP and how NOIP Circulars get circulated across the globe with lightning speed. He said the issue of

Pension revision and other issues will be pursued further with all seriousness.

He then justified passing on the baton to next set of OBs and Committees and read out the Names. The

CCM applauded in approval.

President Sh. Gunesh Kumar ji in his familiar style started summing up with appropriate “Subhashita” in

Sanskrit. He congratulated Agra Team for spectacular arrangements. He gratefully remembered past

leaders who laid foundation and lead growth. He made mention of OMOP as the take away of previous

team. Talking of the present team he said Enhancement of Family Pension was an achievement and hailed

the team for Digitization of our operations as the biggest take away.

He praised GS Sh.Ashok Joshi ji for his leadership and excellent knowledge. He lauded his ability to address

extempore and remember facts and figures in chronological order. He talked about top three units

Mumbai, Kolkata and Bangalore and complimented them for their spectacular growth. He applauded Smt.

Nagamani madam for her extraordinary reach out to Family Pensioners and resolving their problems. Her

stellar performance of enrolling more than 150 FPs was lauded.

He then talked about his own contribution and said but for his health issues he could have done better. He

pointed out that out of 54k regular pensioners and 25k Family Pensioners we have only 9k and 1k

respectively as our members, thus brought out immense opportunity to attract more Membership to NOIP.

He concluded with best wishes.

By then the conference hall had been filled to the full. Sh.Ashwani Kr Sharma AI Sec and Chairman Agra

Conf Comm spoke and gave briefing about next two days and requested for maintaining discipline and

adhere to time table to make the conf a grand success.

Sh.Rajiv Sharma ji CCM gave an account of developments at DFS and BMS regarding the Pension revision

and other pending issues. He gave a detailed account of efforts being made by Delhi Activists to meet and

press for an early resolution of the same.

After this there was arrangement for Karaoke Singing in which many singers took part including

GS Sh.Ashok Joshi ji, while simultaneously dinner was being served in the adjacent Dining Hall.

Day 2- 8

th March 2025.

Inaugural Session

The day began with melodious Shehnai Vadan arranged by the Agra team specially for the purpose. This

was indeed a fantastic idea and lent the whole atmosphere an auspicious aura.

From 9:30 onwards Shramik Geets were sung by Sh.Ram Dhumane ji Treasurer and others

At 9:45 am the BMS flag was hoisted atop the Conf Venue by the President Shri.Gunesh Kumar ji in the

presence of Chief Guest Sh.Girish Chandra Arya Secretary and In charge for Financial Sector, BMS and

Sh.Somesh Biswas Dy In charge for Insurance Sector, leaders and delegates. BMS Zindabad, NOIP Zindabad

and Bharat Mata Ki Jai lent the air.

This was followed by lighting of lamp and photo pujan of Bhagwan Viswakarma, Bharat Mata and

Shraddheya Late Dattopant Thengadi ji.

Sh.Ashwani Kr Sharma ji, AI Sec and Chairman Agra Conf Comm welcomed the Chief Guest, Dignitaries on

dais and Invitees from sister unions.

It may be mentioned here that Sh.S.P.Singh Baghel Hon’ble Central Minister of State and MP from Agra

constituency was to attend the inaugural session, so were Sh. Yogendra Upadhyay Hon’ble Cabinet Minister

UP Govt, Smt.Hemlata Divakar Kushwaha Hon’ble Mayor Agra City Corporation and Sh.Purushottam

Khandelwal Hon’ble MLA from Agra, but could not, due to the visit to Agra city by the Hon’ble Chief

Minister of UP Sh. Yogi Aditya Nath ji, however only Sh.Khandelwal ji later attended the session.

Invocation of Goddess Saraswati was melodiously rendered by Smt. Srilatha, Bengaluru.

This was followed by welcoming the dignitaries on dais Chief Guest Sh.Girish Chandra Arya ji, Secretary & In

charger Financial Sector, BMS, Sh.Somesh Biswas Dy In charge Insurance Sector, Sh.T Gunesh Kumar ji

President NOIP, Sh.Ashok Joshi ji General Secretary NOIP, Sh. Bhupendra Singh Rana Vice President, UP

State BMS, with shawl and flower bouquet.

GS Sh.Ashok Joshi ji in his introductory address complimented Sh.Girish Arya ji and said Pensioners’ much

expected resolution of issues, is in the hands of Sh.Girish Arya ji, the house applauded and Sh.Girish Arya ji

acknowledged with folded hands.

Sh.Joshi ji said NOIP got registered under Trade Union Act only in 2017 till then from 2004 it had no legal

status. He then remembered Sh.Kalele ji, the founder General Secretary of NOIP and his humble beginning

with just about 300+ Members till 2010. Then he complimented Sh.S.L.Burman ji founder President who

was present in the hall and who steered the NOIP as President for continuous 12 years.

He then traced the journey of NOIP and said when 1st Conference took place in 2016 in Nashik the

Membership strength was just about 1000. At the 2nd Conference in Delhi in 2019 the Membership strength

had doubled to about 2000. Here it was resolved to double the Membership strength by the next Triennial

Conference.

In 3rd Triennial Conference at Surat the Membership strength had more than doubled to about 4300.

Encouraged by this a new and ambitious target of reaching 10000 was set for next conference. Which was

not only achieved but the net Membership strength as on date is 9900, he announced from dais.

He made reference to Goa Secretariat Meeting held in Sept-24 and the decision taken for OBs to get down

from major posts on reaching 70+ age and make way for younger leaders to take charge. He underscored

the present leadership’s responsibility to develop 2

nd line of leaders at all levels so that transition of

responsibility is passed on smoothly.

He made reference to various achievers from across the country who made stellar contributions in various

areas.

Referring to the pending issues taken up at DFS level he talked about detailed justifications submitted on

each of the issue to DFS and how it is like a holy text, Koran, Bible and Shrimad Bhagavadgita giving all

information needed. He asked everyone to keep a printout of it for ready reference. Pointing at Sh.Girish

Arya ji he said it is very difficult to get his presence, he is here and he will give you all the information you

are all waiting to hear.

He said the new Office Bearers are experienced and dedicated and expressed confidence in their ability to

take NOIP forward.

He concluded his address with a call to achieve 20K Membership strength by next Triennial Conference in

2028.

Next Sh,Girish Arya ji addressed, he called Sh.Ashok Joshi ji 70+ year young leader and lauded his

leadership. He compared two types of siblings one who utilizes the edifice and builds on it and the other

who uses up all and wait for some miracle to happen. He compared Sh.Joshi ji to the first kind and said he

has lead the Organization to its present level and he has vast knowledge of insurance industry. Dismissing

that his availability is difficult, he said he is always available for NOIP to take up their issues at DFS.

Making reference to the 23rd January agitation by Bank Pensioners at Jantar Mantar Delhi, he said the Govt

is keen on finding solution and hoped some positive developments sooner than later.

He told how BMS gained the confidence of Banking Unions with allegiance to leftists, and challenges faced

in convincing the Govt about pension updation. He also referred about OMOP which was once considered

an impossible issue, was clinched by BMS.

th March being International Women’s Day Sh.Girish Arya ji referred about worship of “Stree” in our

tradition. He then went on to talk about empowerment of women in our tradition, referring to:

Shakti (strength)-Ma Durga

Shiksha (Education)-Ma Saraswati

Sampath (Wealth)- Ma Lakshmi

And said, women are always held in high respect and are worshipped and celebrated every day.

He made reference to BMS philosophy of truth, justice and change, he mentioned about Dattopant

Thengadi Research Foundation and called upon knowledgeable youngsters to associate with it.

He mentioned about ILO’s alignment with BMS principles and India’s emerging global leadership and how

the concept of Vasudhaiva Kutumbakam is appealing to the world. He also talked about formation of an

organization on the lines of ILO under the leadership of India with east and southeast Asian countries.

He brought out the stark differences between leftist union meetings and those of BMS where right from

sloganeering the positive atmosphere prevails. This was truly an eye opener.

Talking about Insurance Pensione’s issues he said the DFS had sought some clarifications from LIC and that

the issues are being looked into. He promised he will pursue the issues further with DFS for an early

solution. He concluded his address with an assurance of further efforts on our pending issues.

Around this time the local MLA Sh. Purushottam Khandelwal ji arrived. He was greeted with a shawl and

flower bouquet. Local corporators who had accompanied him were also greeted with shawl and flower

bouquet.

In his speech MLA Sh.Khandelwal ji said he was also a Karyakarta and Activist of BMS, before entering into

active politics. He said he subscribes to BMS philosophy and is guided by its principles.

In his summing up of Inaugural session President Sh.T.C.Gunesh Kumar ji began in his customary style by

quoting in Sanskrit ‘Na Matu Para Devata” meaning there is no divinity bigger than Mother thus greeting

Esteemed Women on International Women’s day, he said every day is a day of respect for women.

Further quoting an instance from Ramayana- after killing Ravana and winning Lanka, Lakshmana suggested

Rama to stay put in Lanka because it’s a golden city, to which Rama replies

“api swarnamayi lanka na me Lakshmana rochate , Janani janma bhoomischa swargadapi gariyasee”.

Meaning that golden Lanka doesn’t interest me o Lakshmana, mother and motherland are greater- to drive

home his point that we should be in sync with BMS principle of Nation First.

He complimented Sh.Girish Arya ji for taking time to attend our Conf despite being very busy and keeping

not so good health.

He then went on to make comparison of Sh.Girish Araya ji and GS Sh.Ashok Joshi ji saying

1.Both work over 8-10 hours daily

2.Both travel extensively across India

3.Both are excellent orators and highly knowledgeable

Then he quotes another Sanskrit Subhashita meaning “knowledge is the true ornament: all other

adornments fade with time and said we are truly blessed to have these two most knowledgeable as our

leaders.

He then paid gratitude to BMS for success of OMOP and upgradation of Family Pension. He also hoped that

Pension Upgradation as the next major achievement. Which will be a Hatrick. He requested Sh. Somesh

Biswas, Dy In charge Insurance, to push for Pension updation.

He then went on to talk about the growth and reach of NOIP with its presence from Kashmir to

Kanyakumari and Kutch to Kolkata. He concluded his address with the hope that by next Triennial Conf

NOIP will surely surpass the target of 20K Membership.

Sh.Akhil Kishore Agarwal ji President Agra Unit did the vote of thanks.

With this the Inaugural Session concluded. Tea Break

Post tea break , the session began with GS Sh. Ashok Joshi ji taking up Agenda items:

Agenda No.1 To report NOIP activities since last Surat Conference & Agenda No 4 pending issues- Since

the detailed report was already shared in the file, he requested the delegates to go through the same. At

the outset he remembered all those who have left us for heavenly abode. Specifically, he referred to the

untimely and sudden death of 2 stalwart leaders viz WP Late Shri. Vilas Purkar ji & Late Shri. K T Hemanna

ji, Chairman of P&IR committee for their yeomen services. 2 minutes’ silence was observed by the house in

memory of departed souls praying Sadgati for their Aatmas. He also dealt in detail the developments in the

financial sector regarding updation of pension, chronologically and exuding confidence that these positive

developments suggest the probability of updation of pension both in banking and insurance sectors any

time sooner.

The house gave approval to the GS report. There was a break for lunch.

After the lunch break the house re-assembled.

Agenda No.2 To approve statement of accounts of NOIP From Sept-2022 to 31-12-2024.

Sh.Ram Dhumane ji Treasurer, took to stage to present statement of accounts. He read out the statement

from Surat conference up to 31-12-2024 and on pointing out corrected one typing mistake. He thanked all

the units for having made the NOIP financially self-sufficient. He further said that the external auditor has

already audited the accounts and given his approval. The house applauded and gave its approval.

Agenda no 6- TE for attending AGMs of divisional units

Though this matter was discussed in the Mysuru CCM, decision was left to be taken by the 4th triennial

conference. Shri. Ashok Joshi, GS announced the proposal of HQs saying that all the delegates attending

divisional AGMs from mofussil centres will be paid TE subject to- 1) Distance is more than 50 kms and 2)

Express bus fare or train sleeper class fare less senior citizen concession if any, will be reimbursed. The

house gave its approval for the proposal.

The house was given a tea break.

After reassembling, on the occasion of International Women’s Day all the lady delegates were called to the

stage and honored with a ‘Rose Bud’ each. Later a group photograph was taken with Sh.Girish Arya and NOIP leadership. Noteworthy was, all the lady delegates from Mumbai/Thane Unit had sported orange

color saree for the occasion. There was mood of celebration all around.

Post this few select Lady Activists from across the country were specially honored symbolically for their

extra ordinary contribution who fulfilled the criteria for honour. They were:

2. Smt. Nita Phuria- Mumbai

3. Smt. Abha Joshi- Mumbai

4. Smt. Shruti Shrotriya- Mumbai

5. Smt. Vijayalakshmi Sondur- Pune

6. Smt.Jyoti Kale- Pune

7. Smt. Pradnya Dharap, FPM- Pune

After honoring the ladies Sh.Girish Arya ji wanted to leave as he was to go for another meeting. He was

honoured with a Memento. Before leaving he complimented NOIP for spectacular conf and thanked for

inviting him for the occasion.

Agenda No.3 To receive reporting of activities by Divisional Units

GS Sh. Ashok Joshi ji announced that the Organizing Secretaries and Area In charges will initiate

reporting by Units and individual Unit Secretary/Representative will report as per given format.

It started with All India Organizing Secretary Sh.Prabir Mazumdar ji, he talked about the prevailing

situation in Eastern Zone particularly in Kolkata and how difficult it is to work for BMS philosophy.

Kolkata’s achievement was highly applauded by the house.

A number of Activists from Kolkata were called on stage and honored. Sh.Udayan Chakraborty was

specially felicitated with his spouse for single handedly enrolling more than 150 Members. GS Sh.Ashok

Joshi ji informed the house that many very senior officers like ED, ZM, RM, Chief Engineers etc in

Kolkata (and elsewhere in the country too), are working as foot soldiers to which the house gave huge

round of applause.

This was followed by reporting by Sh.Ranendu Biswas from Silchar Unit.

Sh. Mazumder mentioned about the terrain and other adverse conditions prevailing there and

complimented Silchar Unit for achieving half century mark calling it equal to 500 elsewhere. GS also

praised Silchar’s efforts.

Next Sh.Sujit Kumar Saha reported from Guwahati Unit.

From Bongaigaon Shri.Patgiri reported.

Sh.Partha Chaterjee AIVP briefed about North Eastern Units and ongoing efforts to ensure growth and

opening new Units.

Sh.Srikant Mohapatra reported from Bhubaneshwar.

Break for High Tea.

After tea break session continued with a beautiful song by Smt. Srilatha, Bengaluru in Kannada.

Here it must be worth mentioning about the highly imaginative ideas of Conf Organizers of Agra, on the

occasion of Int Women’s Day, a special Chat Counter with “Pani Puri”, Aloo Tikki” and “Dahi Bhalla

Papdi” were arranged which we all know is very popular with women. Everyone thoroughly enjoyed

and appreciated the special gesture.

The next session started with rendition of a self- composed song on NOIP by Sh.Ashok Gogte ji from

Mumbai/Thane Unit “kyon hai hum”.

Next Shri. Sarat Chandra Patra, Cuttack reported and promised to reach 200 mark by 2028.

Next Sh.Mahendra Kr Samantaray from Behrampur set a target of 50 for 2028.

From Sambhalpur Sh.Umesh Mohanty ji reported.

From Patna Unit Sh. P.C Sharma ji reported and promised significant contribution to 20 K target.

Sh.Gangadhar Malshetty Sec Bal’ore and Spl Invitee to Secretariat reported the progress made by

Bangalore Unit. He said Bangalore’s Membership strength had more than doubled since Surat Conf.

Sh.G.L.Bhat AI Organizing Secretary narrated the progress made in SZ and SCZ areas.

Sh.Siddegowda Sec Mysuru reported for Mysuru Unit

Sh.Shashidhar Turamari reported for Dharwad Unit. He informed that “Mahila Sahay Vani” was

conceived by them and they also translated Mediclaim Document to Kannada language, got it printed

and circulated among Members.

Sh.Prakash Karjol reported for Belagavi Unit.

Sh.H.N.Krishnamurty reported for Shimoga Unit and said they will enroll more than 50% of eligible

Pensioners in the Division and double the Membership before next Conf.

For Raichur Division Sh.Mahesh Chillapur reported.

For Kottayam Sh.M P C Nair reported.

For Telugu States Sh.H.S.Ramesh ji AIVP called upon and assured doubling of Membership by next two

years.

For Goa Sh.Vivekanand Nadkarni reported and said before their next AGM in Sep 25 they will reach 200

mark. GS here appreciated Goa’s spectacular growth and their highly successful conducting of

Secretariat Meeting in Sept-24.

With these the day’s proceedings were concluded. After this there was arrangement for Karaoke singing

in which a number of participants from across the country took part and enjoyed. In the adjacent hall

sumptuous dinner was being served.

Talking about food arrangement its worth mentioning here that the arrangements were extra ordinary

with wide variety to choose from. Be it vegetables, dals, breads and sweets there were many choices.

Noteworthy is availability of ‘Khichdi” and Dahi (curd)in all meals to those looking for something light.

The massive hall with adequate seating was just right to enjoy a sumptuous and heartful meal.

Another highlight is availability of Tea/Coffee. It was available from early morning to post dinner. This is

something that cannot get better. This imaginative initiative by Agra Organizers obviously drew high

appreciation.

The day started with couple of Shramik geets.

Sh.Namboodiri from Kozhikode did the reporting.

This was followed by Sh.Joy Scaria In charge for Kerala state. He narrated the conditions prevailing in

Kerala and how they are trying to grow in all parts. He thanked GS for deputing two AIOSs for Kottayam

in May-24 saying how much importance he attached to Kerala state.

Next Sh.Satyanarana Reddy reported for Hyderabad

Sh.Ravi Shankar reported for Vishakhapatnam

Sh. Suryanarayana reported for Machalipatnam

Sh.H.S.Ramesh AIVP summed up for other Divisions of Telugu State like Rajmundry, Nellore and Kadapa.

Next it was the turn of Sh.Dilip Mapara ji AIOS, he briefly explained the Membership position of

Mumbai/Thane Unit and other Division of Maharashtra etc. He also talked about the Donation

especially about Mumbai/Thane being Number one in the country with collection of more than 25

Lakhs in Donation.

Smt.Abha Joshi Sec Mumbai/Thane Unit reported and highlighted about Membership position and

Donation collection. Sh.Manohar was the highest donor with Rs.33303 and Smt.Shruti donated Rs.25k.

She said there are many who donated more than 20k,15k.

Kanpur: Sh.Sudhakar Mishra dressed immaculately as always in his inimitable style quoted a shayari. He

expressed confidence of crossing 200 mark soon and set a target of 500 before next conference. GS

complimented Sh.Mishra for his excellent work.

Lucknow: Sh.V.N.Pandey President, promised good growth in coming days

Agra: Sh.Akhil Kishore Agarwal said retirees from Agra Division have only NOIP on their minds, said they

had just crossed 300 mark.

Ayodhya: Sh.A.B.Tripathi President said current strength is 40 and will reach 50 shortly. Said have target

of 100 by 2026.

Varanasi: Sh.Ajay Kumar President said they have 57 Members.

Gorakhpur: Sh.Ravi Prakash Srivastava

Summing up for the above GS said after the 5 Division tour by him in Nov-24 these units have picked up

activities and there is good growth. He said there is huge potential and hoped momentum will be

maintained by them.

Northern Zone Reporting was led by Sh.Arvind Mittimani AIOS

He briefly talked about the influence of non-BMS ideology in Delhi and NZ. Despite that the Delhi Unit

had done well since Surat Conf. He informed about formation of Units in Karnal and Srinagar/Jammu.

He expressed concern about Divisions in Rajasthan as there has been no activity since long and will be a

priority area for future.

Sh.R.K.Dhiman Jt.Secretary did the reporting for Delhi Unit. Sh.Arun Gambhir who had enrolled more

than 50 Members including 14 FPs along with other delegates were honored on stage.

For Karnal Division Sh.Jai Bhagwan Bansal President did the reporting. Sh.Ramesh Singla and

Sh.Rajendra Bhat both Activists who wished to say something were called on the stage and honored.

They were highly impressed by the deliberations and atmosphere and promised to work hard for NOIP.

Summing up for NZ Sh.Arvind Mittimani said efforts are on to form Units in Rohtak, Amritsar,

Chandigad, Shimla and Ludhiana.

Agenda No.8 Address by outgoing GS and President

General Secretary Sh.Ashok Joshi ji spoke first. He briefly traced the journey of NOIP since formation

and credited many who had worked selflessly like Late Sh.Kalele ji and Late Sh.Vilas Purkar ji. He

complimented Sh.S.L.Burman ji the first President who was present in the Conf. He also thanked all

Divisional Units who had responded brilliantly to achieve the target of 10000 net Membership strength.

He justified the affiliation of NOIP with BMS and said the philosophy of BMS is reflected in the working

of NOIP. Saying BMS as the Numero Uno trade union of the country with more than 8000 unions

affiliated to it and more than 2 crore Membership, its responsibility is huge. He recollected his days with

BMS founder Shraddheya Dattopant Thengadi ji and said that what Thengadiji had prophesized in

Hyderabad BMS conference in 1984 about the quality of karyakartas is becoming true after 41 years.

He said people are after PAD (position) our Pratistha [post and prestige] rather than service. Waving” Sui Generis” a booklet containing the famous speech of BMS founder he said we need to have it handy

and keep on reading it again and again to realign our thoughts and actions with that of BMS philosophy.

He said he had got the booklet printed and has been distributing to people on many occasions and in

NOIP study camps.

Talking about the need for making way for next generation leaders he said it is the duty of incumbent

leader to prepare next line of leadership for smooth transition of responsibilities. He then justified his

own decision to relinquish the post of General Secretary as he had crossed 70 years of age and said he

expected others to do so. He said he is only leaving the post not the responsibility. He said he would

work for NOIP till his last breath to a thunderous applause from house

He then justified the selection of new set of OBs who are younger and experienced to take on the

responsibilities. He explained the careful selection done based on merit. He cautioned against the

demand for high posts soon after retirement and joining NOIP. He said before expecting high post one

should work as an activist at Unit levels and prove one’s worth. He said such people will be naturally

noticed and given appropriate responsibilities without having asked for it. He said a lot of hard work

and sacrifice has to be done to run an organization smoothly. He expressed confidence in the new team

and wished them best of luck.

He justified his call for 20 k Membership strength by next Conf in 2028, he said NOIP needs to reach out

to all those areas where Units have not been formed. He said the pace at which we are enrolling new

Members now, maintaining it, then the target of 20k is comfortably achievable.

He recounted the achievements of NOIP such as OMOP and upgradation of Family Pension and said the

revision of pension is definitely going to come and NOIP will not rest until it is achieved. He concluded

his address by thanking all for the cooperation he got in discharge of his duties as General Secretary. He

also complimented Sh.Ashwani Kumar Sharma and his Agra Team for hosting a historic and spectacular

Conference.

At this point the Agra Conference team took to stage to felicitate GS Sh.Ashok Joshi ji on behalf of Agra

unit. They honored him with a shawl and huge 6 feet garland and a memento. The entire team had

achieved the highest membership enrolments. Her efforts have also ensured that family and senior

pensioners receive ex-gratia payments and assistance with certificate submissions.

Agenda No.5 Amendment to constitution & Agenda 7 Resolutions of Units could not be taken up due

to paucity of time. Since they have been given in the file, GS requested for the approval of house with

one amendment suggested by Shri. Sarkar ji. The house was magnanimous in giving the approval.

Agenda No.9 Election of new Team of OBs/CCMs 

Founder President Sh.S.L.Burman ji was nominated as Returning Officer.

Sh.Burman ji said in BMS usually elections do not take place instead a consensus panel of OBs is proposed

and presented for the approval of the house. Shri.C T Joshi ji proposed the panel of OBs. Sh.Deepak

Edlabadkar ji seconded the same. Sh.Burman then asked if there is any other panel of OBs from anybody

else, as there was no other panel he asked Sh.Deepak Edlabadkar to read out the names of new OBs.

Then he declared that they are elected unanimously.

The said list has already been circulated along with new Central Committee Members from all the units.

Agenda No.10 Any other matter with permission of Chair

There was no matter raised.

Agenda No.11 Valedictory function

The valedictory function was presided over by the new President Sh.Prabir Kumar Mazumdar, on the dais

were Sh.Somesh Biswas, new Working President Sh.Arvind Mittimani and new General Secretary Sh.Rajiv

Kumar Sharma.

First, Working President Sh.Arvind Mittimani addressed and thanked for reposing faith in him. He said he

will put in his best efforts to realize the objectives set for the new Team.

Next General Secretary Sh.Rajiv Kumar Sharma ji addressed,

Means I neither desire post or State, nor do I want heaven, neither rebirth to enjoy worldly wealth. Only

one desire to dedicate my life for help to needy in sorrow and grief and serve our fellow colleagues at the

time of their need and to be able to assuage their feelings and wellbeing.

He thanked Secretariat body, CCM and General body for having faith and selected new office bearers.

Further he assured that issues like, Pension Updation, OMOP to leftover Ex Servicemen, Engineers and

VRS optees of less than 55 yrs age, Full family pension upto 67 yrs age, ADO ship to be taken into count

for benefit calculation, and a host of other demands like interim relief to all age retirees etc. are being

taken up with DFS with the help of BMS at the highest level and our patience shall bring in results.

He further explained the big achievements gained by previous and current teams including OMOP and

30% FP with a host of benefits in Mediclaim and Group insurance to retirees. Then he praised the saint

like and full of wisdom and witty Shri Gunesh Kumar ji and his impact on us.

Lastly he paid rich indebtedness towards Shri Ashok Joshi ji for his utmost dedication and devotion and

urge to prepare next generation to shoulder the responsibility to serve the NOIP with honesty and

devotion

He completed the address by dedicating Kabir ji Doha Sab samundr ki asi karoo

Sab jungle lekhani karoo

To bhi guru gun likha na jaaye

Means All earth as paper, all seas as ink, all jungle as pen shall be short if I describe the greatness of

Joshi Sir- our Guru.

Sh.Somesh Biswas Ji BMS Dy Incharge for Insurance, who was in attendance throughout the conference

for full 2 days, addressed next. He complimented NOIP for highly successful conduct of Triennial

Conference. He also hailed excellent growth of NOIP [of which he is also a member]. He then went on

to talk about BMS ideology and its contribution to Trade Union Movement in India. He concluded his

address by wishing the new OBs Team all success.

President Sh.Prabir Kumar Mazumder ji in his address expressed thankfulness for his Election as

President and sincerely appreciated the confidence placed in him for the same. The new Team he said,

is highly skilled and professional who are ready to address key pending issues with the FM/DFS/LIC.

He thanked and expressed heartfelt gratitude to the outgoing All India OBs led by Shri.Gunesh Kumar

Deekshith and Honorable General Secretary Shri.Ashok Rao Joshi ji and the team of esteemed leaders

for their wonderful performance that witnessed among others, a remarkable achievement of Enhancing

Family Pension from 15% to 30% and NOIP’s phenomenal growth from 4341 in 2022 Surat Conference

to almost touching 10,000 net Membership today.

He listed out key decisions that will prove game changers:

- Strategic decision of having ‘speed driven growth’ for pan India expansion

- Digital Transformation for efficiency

- Introduction of Consultative Committee

- Introduction of Deputy General Secretary post

- BMS system Education for sustainability of Ecosystem

- A meticulous leadership selection process.

He ended with hearty congratulation to Agra team with huge thanks, gratitude and indebtedness for

ensuring seamless unfoldment of 4th Triennial Conference almost with the clinical precision.

Before conclusion Sh.Deepak Edlabadkar ji who anchored the valedictory function called the entire Agra

Team who hosted the conference on the stage and were honored with gamcha and rose bud and

several rounds of applause and standing ovation was given. The level of minute planning, scale of

arrangement, imaginative thinking is hard to match, said Sh.Deepak ji.

The conference concluded with rendering of “Vande Mataram” by Shri. L N Sharma ji, Bengaluru while

all were standing in respect.

There was visible satisfaction on everybody’s face on the successful conclusion of the Conference in

such a grand manner. Even as the delegates were leaving for high tea, some of them could be seen taking group photographs with out- going GS and President, some with the huge NOIP banner as

background.

Post High Tea Newly formed Secretariat held its 1st meeting in an adjacent building. The meeting was

presided over by the newly elected President Sh.Prabir Kumar Mazumder. The meeting discussed

broadly the agenda items. The meeting intended to highlight the immediate task ahead.

As part of concluding cultural progra the Agra Team had arranged “PHOOLON KI HOLI” a traditional Holi

dance in which Holi is celebrated with flower petals to traditional tunes. This type of Holi is very popular

in Vrindavan areas. Delegates danced heartfully and played Holi with flower petals. The celebrations

went on for a long time even as the dinner was going on in adjacent Dining hall.

Some unique highlights of Agra Conference:

1. Grand decoration of Venue, the venue was decorated that befitted a marriage ceremony

2. Selfie point, a selfie point with full decoration was a true attraction

3. Tourist Information Desk: professional tour operator was stationed at venue for advising and

offering affordable tour options for non- delegate spouses etc

4. Shoe counter: Agra is famous for leather goods, a counter was setup by a famous manufacturer who

supplies to Internationally famed Hush Puppy etc who offered shoes, slippers, purse etc at

affordable rates.

5. Panchi Pethta Counter: Agra is famous for Petha a traditional sweet. Panchi petha is the oldest and

most authentic, who normally does not sell outside his shop, he was roped in to set up a counter at

venue.

6. Shehnai vadan: In an outstanding and thoughtful initiative melodious Shehnai Vadan was arranged

on the morning of 8th before Inaugural session.

7. Remembering the stalwarts: in a unique gesture the entrances of main hall and dining hall sported

the banner with photograph of Late Sh.Vilas Purkar ji and Late Sh.Kalele ji both former GSs.

8. Tea/Coffee any time: In a unique arrangement the tea/coffee was available any time, it was in fact

available from early morning to post dinner.

9. Serving water: water was served in paper tumblers during the sessions

10. Arrangement of UPSRTC buses: Electric buses were hired for ferrying delegates from railway station

to hotel and hotel to conf venue and back

11. City Sight-seeing: Non delegate ladies were taken on a city tour in bus.

Re: Huge recovery in terminal benefits of Ex-Servicemen consequent upon CO Circular Ref: CO/PER/ER￾A/147/2017 dtd. 08/01/2027.

We are perplexed, rather pained to note the contents of the captioned circular that has a devastating

effect on the ex-servicemen serving and retired as well, for so many wrong reasons depicted here below-

➢ Circular is dated 08-01-2017 but retrospectively sought to be implemented for those who are re￾employed in LIC on or after 01-01-2006. This is illogical, obnoxious, punitive and bad in law and

does not stand the scrutiny of any justifiable reasoning.

➢ This is taken on the dotted lines decided by the IBA for ex-servicemen re-employed in PSU banks.

➢ It is stated that the said circular is issued under the instructions of DFS! We are equally concerned

to know, as to how the DFS gave such instructions, blatantly violating all the norms of equity,

reasonableness and fairness. (we are separately taking up the issue with DFS through Bharatiya

Mazdoor Sangh).

➢ It is reported to us that in no banks, the so-called guidelines prepared by the IBA, are so far

implemented. This being the fact, why the LIC has jumped into the immediate action mode, by

calling for the excess amount to be remitted and by starting monthly recovery in salary of in￾service employees and lumpsum recovery from the terminal benefits in respect of those who have

since retired, after the issue of captioned circular.

➢ Retrospectively implementing the said circular and going back by almost 11 years, violates the

contract of employment and conditions thereof. Not only that, this is a big financial blow on the

ex-servicemen who have guarded the borders of our motherland. Really, this circular is in a very

bad taste and worth condemnation.

➢ We are dealing with one such case of our member Shri. Nikhil Chandra Sarkar, Retired Assistant,

S R No 356613 of Howrah Division, who has since retired and his terminal benefits are withheld

despite the stay granted by the Calcutta H C.

➢ Nikhil Chandra Sarkar is a co-petitioner in WPA 29350 of 2017 of Calcutta H C, which has given the

stay order for recovery. This Stay Order continues since 2017 on the impugned Circular of LICI not

only in Calcutta H. C. but in different High Courts of India, till date. The Hon'ble Supreme Court in

para 12 of the Order of a land mark judgement in the context of similar nature of more than 100

SLPs, have given Order on 18.12.2014, which is followed as Judicial Precedent in all the Courts of

India in similar nature of cases since then. Para 12 of the same specifies categorically, in which type of cases, financial recoveries from employees are Impermissible and Illegal and can't be done

at all. Nikhil Chandra Sarkar is fully covered under those clauses.

In view of the above facts and submissions, we implore upon you￾1) To withdraw the captioned circular forthwith,

2) If you are so insistent, fresh circular can be issued giving prospective effect on or after

08-01-2017.

3) To advise the SDM, Howrah Division to release all the terminal benefits in respect of Shri.

Nikhil Chandra Sarkar and also to advise accordingly all other operating offices, where such

cases have arisen.

We fervently hope that your erudite self would immediately issue necessary instructions and

oblige.

Dear Sir,

Re: Mediclaim/TPA related issues.

This is further to our letter dated 22.1.2025, suggesting improvements/additions in Group

MediClaim policy for the year 2025-26.

It has come to our knowledge that the meeting of all TPAs and NIA Ltd (our insurer) is scheduled

to be held in Mumbai on 7th February, to discuss the issues faced by the insured regarding claim

settlement etc. NOIP has been writing to you regarding various issues faced by our members

regarding claim settlement etc. It would have been proper to call our representative also to put

forth our views. We regret that, even the said information is not shared with us, the stake

holders, who are most concerned with the very topic. However, we deem it our bounden duty

to give our feedback, (though we were kept in darkness) keeping in view the service to 80000

pensioners.

We are now placing some important points about TPAs’ ACTION TURNING TO GRIEVANCE.

1. GIPSA PPN IS NOT APPLICABLE TO OUR MEDICLAIM POLICY. BUT TPAs PROCESS THE CLAIM AS

PER GIPSA PPN, RESULTING IN WRONG SETTLEMENTS.

2. TPAs provide GIPSA NON-MEDICAL LIST for Non-medical Items to their NETWORK HOSPITALS,

which is less favorable than our NON MEDICAL LIST, provided in ANNEXTURE II of master policy

conditions, resulting in recovery of excess amount under NON MEDICAL.

3. In case of Cashless Reimbursement in TPA's NETWORK HOSPITAL, prior approval is about 50%

of the claim amount. The hospital demands balance 50% from the insured. This defeats the very

object of CASHLESS TREATMENT FACILITY.

4. It is observed that TPAs’ MEDICAL TEAM is far less qualified than the treating doctor

(specialist or doctorate or highly qualified), and this results in the wrong settlement of claim. We

have come across several times that those doctors cannot even understand the nature of

disease and treatment. Many a times we talked to those doctors of TPA and arranged for

conference call with the treating doctors, for getting the claim settled.

5. The cost of all medicines prescribed at the time of discharge should be paid/reimbursed,

irrespective of the disease for which hospitalization was necessary.

6. For some patients, especially of cancer, each month claim would be preferred. Each month,

TPA asks for KYC documents. It should be stopped. Moreover, payment will be released by the

respective Divl office of LIC who have our KYC documents.

7. In many cases, settlement will be finalised deducting bills of medicines on the ground that

original bills not submitted. This harassment is experienced by many, though original bills were

submitted. After threatening by the claimant, TPAs made the payment.

8. Even when a cashless claim is passed, TPA asks for ID proof and e card for settlement of pre

and post hospitalisation claim, this is unwarranted, causes unnecessary delay. This is avoidable

and should be avoided.

9. Delay occurs from the TPA side for sanction of the remaining part of the bill in case of a

cashless claim. This causes a delay in discharge; this should be taken care of.

10. Claim of Family pensioners and super aged pensioners should be sympathetically

considered, delay to be avoided, unnecessary queries to be avoided; so as to avoid mental

harassment.

Sir, shortly discussions may start at your end with the New India Assurance company

Ltd/Insurers, for renewal of our MediClaim policy wef 01.04.2025. We vehemently appeal to you

to consider our above issues and discuss with the insurer/TPAs to achieve a zero grievance claim

settlement.

Sub: Long pending issues of pensioners of L I C of India

At the outset, we extend our hearty greetings on your having adorned the important portfolio of

MOS, Finance and heading the financial sector, the back bone of Indian economy.

We, the hapless pensioners of LICI, look forward to you, seeking your immediate intervention to

resolve the decades long pending issues of ours. In a nut shell, the same are narrated here

below as bullet points-

➢ We are happy that the Modi Govt gave OROP to defence personnel; set to update the

pension of central govt pensioners as on 1-1-2026; notified the UPS (Unified Pension

Scheme) for 30 lakhs pensioners of GOI; updated pension of RBI pensioners/family

pensioners as on 2017 wage revision and learn that increased pension for EPF

pensioners is on the cards.

➢ But, unfortunately the pension of LIC pensioners/family pensioners is not updated since

the last 38 years, though ours is a funded scheme; since the entire contribution of PF by

employer has been forgone by the pension optees in LIC. This amount was transferred

to the LIC pension fund along with interest accruals thereon. Whereas for central govt

pensioners, pension is being paid, by debiting the consolidated fund of India.

➢ The joint delegation of insurance sector unions affiliated to BMS, met the FM Smt. Nirmala

Sitharaman ji on 10-10-2024 under the leadership of S/Shri. Surendran ji, Organising

Secretary, BMS & Girish Arya ji, Secretary and In Charge, financial sector unions of BMS.

The discussions lasted for about 80 minutes and the undersigned narrated in detail the

pension related issues pending for decades. Madam heard with all seriousness and gave

positive indications duly getting confirmed the details of issues with the Secretary, DFS,

Shri. M. Nagaraju, who was present throughout the meeting.

➢ As a follow-up action, Shri. Arya ji met Shri. M Nagaraju, Secretary, DFS on 21-10-2024 and

the latter confirmed that necessary instructions are passed down the line regarding the

issues raised with the FM.

➢ Again on 10-01-2025, Shri. Somesh Biswas, Dy In Charge, Insurance sector unions of BMS,

met the Joint Secretary, Insurance, Dr. Prashant Goyal for follow up and had a detailed

discussion. The latter informed that the issues are being looked into.

➢ After the meeting with the FM, the undersigned met the Joint Director/Under Secretary,

DFS on 4-5 occasions as a matter of follow up.

➢ In addition to the pension updation, the following issues are also pending for resolution.

➢ One more pension option to the left-over ex-servicemen and directly recruited

Superintending/Executive engineers and resigned employees (whose total number is in

hundreds).

➢ Increased pension to 80+ seniors.

➢ Double the family pension up to age 67 in case pensioner dies before age 67.

➢ Computation of pension at 50% of last pay drawn or 50% of last 10 months’ average pay,

whichever is favourable to the retiree.

➢ Full pension for service of 20 years or more.

➢ One time ex gratia to pensioners aged 60 to 69 (who were left over while granting the

same in May 2024).

➢ Reduction in commutation period to 10 years.

➢ Grant of NGI to the retiring employee if it falls due on the very next day of retirement.

(say after midnight on the last date of retirement).

➢ 100% DR (Dearness Relief) neutralization to the pre 8/97 retirees, as was granted to such

bank retirees, those who retired prior to 11/2002.

We have written to Joint Director, Insurance vide our letter dtd. 23-01-2025, giving justifications for our

demands, which is enclosed here with for your kind knowledge.

We request you to advise the Secretary, DFS to take immediate steps to resolve our issues without any

further loss of time.

We also request you to provide us an opportunity to meet you in person to explain the issues in detail.

Re : Pension Revision and allied matters in respect of pensioners of LIC of India

Madam, I was anxious to meet you personally and came thrice to your office. But to my ill luck, you were

out from office on various assignments. This is further to the meeting with you by our office bearers Shri.

Rajiv Sharma and Shri. Arvind Mittimani on the 21st instant. I here below give the details of pending issues,

which we have been following up with DFS since a decade.

The Pension Rules for LIC Employees were Notified on 28-06-1995 and were made effective from

01-11-1993 to those who have retired on or after 01-01-1986. These LICEPR, 1995 were based on the

then prevailing CCS Pension Rules, 1972 & CCS (Commutation of Pension Rules, 1983).

We would like to bring to your kind consideration the following few points expecting positive outcome at

the earliest.

I) PENSION REVISION WITH EVERY WAGE REVISION IN LIC :

Ever since the implementation of LIC Employees’ Pension, Rules 1995, the Basic Pension of the

Pensioner/Family pensioner has NOT UNDERGONE UPWARD REVISION even once in these 39 years.

Pension Revision is the need of the hour now, for the following reasons.

Justification i) The Pension Revision for Central Govt Pensioners came only with the

recommendations of V CPC submitted in 1997 and accepted by the Central Govt. So, with effect

from 01-01-1996 Revision in Pension was done for C G Pensioners by means of OM.

Justification ii) Since LICEPR, 1995 were based on CCS Pension Rules, 1972 and were notified prior

to the implementation of V CPC recommendations, provision for Pension Revision to LIC

Pensioners was not incorporated.

Justification iii) It is only in CCS Pension Rules, 2021 that provision for Pension Revision was

incorporated in the form of Rule 66.

Justification iv) LIC Pensioners are still in IV CPC mode, deprived of Revision for 39 years.

Justification v) The effect of this, is that a Pensioner retired prior to 31-07-1992 in Executive

Director cadre draws lesser pension than the present-day retiree Pensioner in Driver cadre. This is

the greatest anomaly on the earth and a great humiliation being suffered by the Super Senior

Pensioners.

Justification vi) In RBI, in 2019, their pensioners were given pension up dation as on 2012 wage

revision. And again in 2023, revision was made up to 2017 wage revision & both these pension

revisions were made applicable to family pensioners also.

Hence, there is an urgent need to revise the pension at the current wage revision level.

We are very much thankful to the present Govt, for enhancing the Family Pension to uniform 30% wef

11-09-2023. However, we appeal to you to Revise Family Pension also in the same proportion, when

Pension Revision is effected to Retiree Pensioners of LIC.

II) ONE MORE PENSION OPTION TO THE LEFT OUT EMPLOYEES:

We are very much grateful to Late Sri Arun Jaitley ji for giving OMOP (One More Pension Option) to LIC

employees in 2019. However, the following categories of Employees were left out in the option

notification. DFS notification did not allow them to exercise the option. All 3 categories put together; their

number is less than 200. Hence, they too may please be offered an option to join LIC Pension Scheme.

1. Directly Recruited Superintending and Executive Engineers:

Justification i) There are only about five directly recruited Superintending Engineers and Executive

Engineers (in single digit) who were recruited in 1996 or so.

Justification ii) Out of their sheer ignorance they opted for PF. They were denied the option to join

in 2019 notification.

Justification iii) They stand on the same footing as 28000 odd PF optees, who were given an

opportunity to join pension scheme. (because these 28000 employees also had opted PF in 1995

after the pension notification).

Justification iv) Total outlay is highly insignificant.

Justification v) LIC has already recommended this to DFS. Hence, please allow these engineers

(who are in single digit) to re-exercise option to join the Pension Scheme.

2. Ex-Servicemen joining LIC during 1996-97 :

Justification i) There are only about 80 such employees who belong to ex-servicemen category

who opted for PF.

Justification ii) There was a valid reason for them to opt for PF, as there was only ONE Family

Pension allowed for them that time. Either they were required to choose Military Family Pension

or LIC Family pension. Hence, they opted for PF in LIC.

Justification iii) However, this restriction was subsequently removed by Central Govt in 2013.

With this, the family of an Ex- serviceman will be eligible to get both Family Pensions.

Justification iv) Total outlay is highly insignificant.

Justification v) They too stand on the same footing as 28000 odd PF optees, who were given an

opportunity to join pension scheme. (because these 28000 employees also had opted PF in 1995

after the pension notification).

Justification vi) LIC has already recommended this to DFS.

Justification vii) Modiji, PM, has shown a lot of favour to ex-servicemen by offering OROP. These

people have guarded our borders during their defense services. A little favour to these

minuscule ex-servicemen of LIC would be a most welcome step.

Hence, they may please be allowed to opt for LIC Pension Scheme of 1995, now.

3. Resigned Employees: Justification i) There are less than 200 lady (majority) employees who opted for VRS for their

family commitments (not going to greener pasture) and who were PF Optees.

Justification ii) Though they have completed more than 20 years and up to 35 years of service,

their VRS was treated as resignation and not VRS, quoting Rule 19-§(2A) (a) of the LIC Staff Rules,

1960 and thus pension option was denied to them.

Justification iii) This is the most draconian Rule, which deprived them from getting Pension.

Because as per pension rules, one is permitted to opt for VRS if 20 years’ service is completed. For

your ready reference the Rule 19-§(2A) (a) is quoted below:

“Notwithstanding what is stated in sub-rules (1) and (2) above, an employee may be permitted to

retire at any time on completion of age 55 after giving three months’ notice in writing to the

appointing authority of his intention to retire.”

Justification iv) However, after introduction of LICEPR, 1995 one can opt for VRS after 20 years of

service without any age restriction.

So, this harsh & draconian Rule 19-§(2A) (a) should be deleted from LIC Staff Rules, 1960 and all

such Resignees be given One More Option to join LICEPR, 1995.

Justification v) There was a similar draconian provision in Bank Staff Rules also. Such resignees

were denied pension option in 2010. However, IBA allowed such employees who were treated as

Resignees to opt for Pension in the 12th BPS between IBA and UFBU in 2023 and as on date, it

stands implemented in all the Banks.

III) PENSION FIXATION ON LAST PAY DRAWN WHERE IT IS BENEFICIAL:

In LICEPR, 1995, on Retirement (whether superannuation/VRS) the Basic Pension gets fixed by taking into

account last 10 months’ average pay. This has led to a great anomaly in case of those who retire during

the wage revision period. For eg there was a wage revision in LIC effective from 1-8-2022. One who retires

in August 2022 to April 2023, comes under this anomaly. Suppose for the one who retires on 31-8-2022,

10 months’ counting back starts from August 2022 to November 2021. For August 2022, new revised basic

pay is taken. For other 9 months pre-revised old basic is counted with old DA for 9 months. Effectively, his

basic pension comes down, and over and above, reduced new DA rate is applied. Hence, after wage

revision, his gross pension will be reduced hugely.

Justification i) The 6th CPC recommended and GOI accepted to change the method of Pension

fixation at 50% of 10 months’ average OR 50% of last pay drawn, whichever is beneficial to the

retiring employee.

Justification ii) Even many State Governments too implemented this recommendation taking cue

from the 6th CPC.

Justification iii) Taking average of 10 months for fixation affects adversely – a) those who get their

Normal Grade Increment/Stagnation increment released within the last 10 months, b) those who

are placed on higher Scale (in lieu of Promotion) within the last 10 months etc.

Justification iv) LIC has recommended to DFS to grant both the options whichever is beneficial to

the retiring employee.

Hence, the Pension fixation be done on Last pay drawn OR last 10 months’ average, whichever is beneficial

to the employee.

ALL EARLIER CASES TO BE REOPENED AND PENSION BE REFIXED, EVEN THOUGH NO ARREARS ARE PAID.

IV) FULL PENSION (@50%) AFTER COMPLETION OF 20 YEARS OF SERVICE:

At present full Pension is payable on completion of 33 years of service. If service is less than 33 years, then

Pension is reduced proportionately.

This affects adversely the following categories of employees:

Justification i) Ex-Servicemen join LIC service at a higher age after retirement from Defense

service. So, they do not complete 33 years of service. Hence get proportionately lesser Pension.

Justification ii) Ex Emergency commissioned officers who join LIC, also cannot complete 33 years’

service. Neither they get pension from the Defense Dept nor their service in Defense services is

counted while fixing the pension in LIC. On both the counts they are losers.

Justification iii) The SC/ST/OBC persons join LIC service at a higher age, because of age

concession to them. They also do not complete 33 years of service. Hence get proportionately

lesser Pension.

Justification iv) Those who are directly recruited to higher cadres– like Chartered Accountants,

Engineers, Actuaries etc, do not complete 33 years of service. Hence suffer loss in monthly

pension.

Justification v) Development Officers recruited from Agent’s category also do not complete 33

years of service. Hence do not get full Pension.

Justification vi) The 6th CPC recommended and GOI accepted Full Pension ie 50% after completion

of 20 years of Service. Many State Govts followed the suit.

Justification vii) For Reserve Bank of India employees the period for getting Full Pension ie 50%

got reduced from 33 years to 20 years vide Circular dated 7th December 2012.

Hence, it is a dire necessity that LIC Pension Rules, 1995 be amended to give effect to Full Pension after

20 years of Service.

V) FAMILY PENSION at 50% TO FAMILY PENSIONERS UPTO AGE 67 YEARS:

Justification i) In 1995, the retirement age was 58 years. So, in case of the unfortunate death of

an Employee or Pensioner before age 65, the Family Pensioners were paid double the normal

family pension rate for 7 years OR till age 65 years whichever is earlier.

Justification ii) However, the retirement age got increased to 60 years on the recommendation of

th CPC and accepted by GOI and OM dated 30th May, 1998 was issued. The same was applicable

from 1st May, 1998. The GOI accepted recommendation of 5th CPC and vide OM ref: P&PW(E)

dated 02-02-1999, extended family Pension at 50% up to age 67 years.

Justification iii) LIC has recommended this to DFS for consideration.

In LIC the same would have been implemented in 1999 itself. But despite several attempts to get it done,

no positive result emerged.

At least now we hope, this would see the light of the day.

It is a different matter that at present in some cases Family Pension is paid at 50% for 10 years, where the

employee dies while in service.

VI) ADDITIONAL PENSION TO RETIREE PENSIONERS & FAMILY PENSIONERS AFTER ATTAINING AGE 80:

Justification i) The 6th CPC recommended and GOI accepted the recommendation of Additional

Pension to Retiree Pensioners and Family Pensioners at the rate of 20%, 30%, 40%, 50% and 100%

of Basic Pension on attaining the age of 80, 85, 90, 95 and 100 years respectively vide OM ref

38/37/08–P&PW(A) dated 02-09-2008.

Justification ii) Almost all State Govts also extended this benefit to their super senior pensioners.

Justification iii) LIC has already recommended this to DFS.

Even after lapse of 19 years, LIC Pensioners have been deprived of this benefit.

The reason given by 6th CPC for granting Additional Pension holds good in case of LIC Pensioners

as well.

Hence this benefit also be extended to LIC Pensioners.

VII) REDUCTION IN PERIOD FOR RECOVERY OF COMMUTATION AMOUNT:

The recovery period of Commutation Amount is 15 years, as per LICEPR, 1995. There is a need for

reduction in the term of recovery.

Justification i) This period was fixed when the interest rate was 12%. Now that the interest rates

have come down to 6 to 7%.

Justification ii) Mortality rate has come down and longevity of pensioner has increased. Thus, full

recovery of commuted portion is ensured.

Justification iii) Some of the State Governments like Gujarat etc have reduced the period from 15

years to13 years, on their own.

Justification iv) Many litigations are pending in various High Courts and stays/verdicts are coming

out in favour of the pensioners.

So, to avoid unnecessary and unproductive litigations, an Actuarial investigation may be caused by GOI

and suitable decision to reduce the Period of recovery of C V may please be taken at the earliest. For those

from whom full 180 months recovery has been made, the excess amount so recovered, may please

refunded to them.

VIII) GRANT OF INCREMENT DUE ON NEXT DAY OF RETIREMENT:

Justification i) The Supreme Court of India vide its Judgement in:

Director (ADMN) KPTCL vs C P Mundinamani, 2023 SCC Online SC 401,

it was held that Increment falling due on 1st JAN & 1st July should be released to the employee

although he has retired on 31st Dec OR 30th June and has completed 12 months of service.

This Judgement was implemented by GOI. Several WPs followed this. The GOI filed SLPs/ Review

Petitions etc. Finally, they issued an OM on 14-10-2024 accepting the SC Order and granting

Notional Increment and counting it for Pensionary Benefits.

Justification ii) The ratio laid down in the above Judgement of SC was made applicable in

Shailesh Tiwari vs SDM LIC of India and others (WP – 19950 – 2024). Mr. Tiwari retired on

30-06-2023 and judgement was passed to grant Increment due on 1st July and to refix the Pension

and pay arrears with 7% interest, by the High Court of Madhya Pradesh at Jabalpur.

Hence, it is imperative that the LIC of India also honours the above Judgements and releases Notional

Increments to all those whose Increment falls due on the next day after retirement. The Pension fixation to be reopened in all such cases and arrears to be paid.

IX) 100% DR neutralization to those who retired prior to 1-8-1997

Even now the truncated DR (Dearness Relief) is being paid to those pensioners retired prior to

1-8-1997 but not 100% neutralization.

Justification i) After plethora of cases in various Courts including SC, ultimately the case was

decided by the Delhi HC in 2017 and unfortunately the verdict gave a DR, which worked out to be

less than 100% neutralization, though the judge accepted the petitioner’s demand, but

erroneously fixed the rate of DR.

Justification ii) Similar issue was pending with the IBA and also in various Courts in respect of Bank

pensioners, who retired prior to 1-11-2002. At last, such Bank retirees got the full relief after the

IBA signed the minutes with the UFBU (United Forum of Bank Unions), wherein 100% DR

neutralization was granted to such retirees. This MOU was signed after bilateral discussions,

despite the fact that this issue was pending in various Courts. Hence, usual alibi that the matter

is sub judice, was given a go by. This MOU already stands implemented in Banks after the

approval of DFS.

Hence, we appeal to you to grant 100% DR neutralization to the pensioners who retired prior to 1-8-1997.

In view of the above justifications provided in respect of each issue, we implore upon you to provide the

desired succour and oblige.

Dear Sir,

Re. Improvement/addition in Group MediClaim policy for the year 2025-26.

We wish you and all staff members a VERY HEALTHY AND HAPPY NEW YEAR.

We reiterate below some of our long pending demands regarding Group mediclaim

policy.

Shortly discussions may start at your end with the New India Assurance company Ltd.,

for renewal of the Policy wef 01.04.2025. Hence, we felt it appropriate to place our

reminder request for your kind consideration and taking up with NIA.

1. One-time option for inclusion in the policy for all left out cases including parents and

parents-in-law (for what so ever reason); to give one more option to VRS optees; and

also, to include son in law and daughter in law (as is allowed for GIPSA retirees).

2. ADD ON COVERES:

a. Reimbursement of OPD TREATMENT. Retirees and pensioners may be allowed

OPD EXPENSES.

Else, a separate policy for OPD may be chalked out as in the case of RBI Pensioners.

b. Hospital cash benefits of 1% of S.A., for a maximum of 30 days, as available in

general insurance mediclaim policy.

c. Preventive health checkup benefit, every year. This will reduce claims.

3. Increase basic Floater Sum Insured from 10 lac and 15lac to 15 lac and 20 lac with

100% contribution from LIC.

Increase Optional Total Sum Insured 75 lac to One Crore, with an option to insured

member/family Pensioner, to reduce the sum assured from the next annual renewal

date.

4. Coverages:

a. Room rent should be based on S.A, since the insured pays the same premium irrespective of his place of stay (whether Metro/City/Village).

For other than A class metro cities, the room rent limit has not at all increased for a long

time. This needs to go up.

We suggest Rs.12,500/- room rent per day up to 30 Lacs and Rs.15,000/- for 40 Lacs

and above Sum Assured.

b. Presently, NURSING CHARGES are also included in the Room rent. The same

should be reimbursed separately (not as a part of room rent).

c. If one gets admitted in a room with higher rent than eligibility, then all other charges,

except medicine and implants - are reduced proportionately. Our request is, in such

cases, room rent should be reduced proportionately, and all other charges are paid in

full.

5. Please delete " *However the following expenses are not payable” mentioned on the

page no.4, clause 7 a, b, and c as most of the items mentioned are payable as per the

annexture II (item no.75,76,134,84,96,102,155,12, 78, 45, 56 91,23, 87, 104, 189, 78,

12,91,23,135,15,149,58,150,198), some items are used by doctors for diagnosis and

Ambulatory devices that are very much part of the treatment as advised by treating

doctor. They are not used for personal comfort. Hence, unless this part is deleted, it will

create contradiction and confusion, which leads to the wrong settlement of claim.

We also request you to overhaul the annexture II and allow more items as payable.

Item no129 Mortuary charges be increased from 24 hours to 48 hours.

6. Pre - and post hospitalization Medical expenses be allowed 60/120 days.

7. In the case of Renal Failure, Organ Transplantation and Cancer related ailments,

post hospitalization limit of 60 days is waived. We propose more life-threatening

diseases, such as Open Heart Surgery, brain, and central nervous system related

diseases, osteoporosis, spine, Veno plasty surgeries, Diabetes and the cost of Botex

injection may be included in the above list.

In the master policy, certain Cancer like treatment, post 60 days hospitalization

conditions are waived. TPA is disallowing the cost of Medicines NOT pertaining to

Cancer like drugs such as DM and HTN. These used to get reimbursed earlier.

We demand that all medicines prescribed at the time of discharge should be

reimbursed.

Chairman's relief fund exists for in service Employees. A similar fund may be created for

pensioners. In a few cases, TPA denies claim amount in total or in part. If this amount

exceeds Rs 1000, this may be reimbursed from this Fund. The maximum limit can be

fixed as per the pensioner family floater.

For some age-related problems like Alzheimer/Paralysis/Fracture/Accident, it becomes

difficult to take care of patients at home even after keeping a full-time attendant. In such

cases, the patient is kept in Day Care Centre or Asylum. The charges of such a centre

may be reimbursed on a monthly basis.

8. Cashless reimbursement through TPA.

TPA should give total cashless reimbursement, and hospitals should not be allowed to

receive any amount from Insured.

Whenever the General Insurance Council (GIC) in consultation with general and health

Insurance companies has launched CASHLESS EVERYWHERE initiative to extend the

cashless treatment at all Hospitals, our Insurer NIA should also implement the same

through the TPAs available.

In that case, we propose for abolishing or suitably modifying clause 4(a) of Policy

condition at page 14.

TPA should arrange 24×7 hours service, and their NETWORK HOSPITALS be set up

to Taluka level in the entire country.

They should settle the final bill very fast within two hours at the time of discharge of

patient and also not ask lump sum deposit amount during non-working hours/days.

Where Cashless facility is not available due to non-Empanelment in Reputed Hospitals

– (Like TATA CANCER HOSPITAL etc in Kolkata)- LIC should come forward to

advance money to the hospital on behalf of insured/Claimant and the same can be

recovered while settling the bill. This is because the treatment of cancer is costly and

reputed organisation like TATA CANCER Hospital doesn’t like to be empanelled.

9.All Zonal TPAs should coordinate among each other and provide their network

hospitals for treatment of insured members of other OTHER ZONES on a cashless

basis.

10. Examination relating to diagnostic tests without hospitalization:

The list should be more comprehensive, and the cost of the tests mentioned in the list

will become increased by at least 25%. Include sleep apnea, VTR WITH MVO/SUC test,

allergy reports, stress Thallium test, and more diagnostic tests; and conditions may be

liberalized. We propose all tests which cost Rs.1000/- or more to be reimbursed along

with doctor’s fees. MD DOCTORS ARE NOT AVAILABLE IN RURAL/REMOTE

CENTERS or at the time of emergency situations. Hence conditions

may be relaxed, and MBBS DOCTORS be allowed to prescribe for the above tests.

11. Sub-limit Clause:

a. The present limit of cataract operations is Rs.70,000/- per eye, which is not

reasonable. Limit should be removed and reimburse full cost of treatment and cost of

spectacles.

b. AYUSH:

As per government policy, Ayush treatment is to be promoted, and our insured

members are very much inclined to it. IRDA vide Circular

IRDA/HLT/CIR/GDL31/01/2024 has clearly stated to consider AYUSH treatment at par

with other treatments w.e.f 1.4.2024. As such, we request to remove restriction of

reimbursement of 25% of sum insured and TPAs be advised to act as per the IRDA

GUIDELINES and enrol more and more network hospitals for Ayurvedic and

Homoepathy treatment and allow cashless facilities. Treatments like Shirodhara, Steam

bath, and Panchakarma should be allowed.

c. Ambulance charges be revised upward, and restrictions are removed. Ambulance

charges from hospital to home be allowed.

d. Age Related Macular Degeneration (ARMD) and treatment for retinal diseases by

intravitreal/intra occular injection/intervention are admissible only up to 1 lakh per

member per eye per year, which is very insufficient. Our members are facing hardship because of the ceiling. The ceiling limit is to be removed, and the actual amount be

reimbursed.

e. Psychiatric and psychometric disorders are payable up to a limit of Rs.50000/-. This

limit may be removed, and pre and post 30/ 60-day treatment charges may also be

reimbursed.

f. In case of domiciliary hospitalization or where the condition of the patient after

discharge from the hospital is such that he/she needs the services of unqualified

domestic aid/qualified nurse, full reimbursement be provided for the same for both

qualified nurses or unqualified domestic aid, as the case may be.

g. Pre and post hospitalization Physiotherapy limit of 40,000 be removed and limit of

30/60 days pre and post hospitalization expenses be waived, allow physiotherapy

treatment at home for all such patients as per the advice of treating Doctor.

12. MATERNITY EXPENSES BENEFITS: Normal and caesarean delivery benefit cap

be removed, and expenses other than hospitalization also be reimbursed.

13. EXCLUSION CLAUSE, list contains 26 items, this should be overhauled to reduce

as much as possible. Vaccination and Inoculations expenses be reimbursed.

a. Reimbursement of all types of dental treatment and costs of dentures, root canal

treatment be reimbursed.

b. Now, HCPT reimbursement is allowed for treatments taken outside India for in￾service employees. Many retirees/pensioners visit foreign country (as their siblings are

in a foreign country). Reimbursement of expenses incurred in hospitalization treatment

out of India should be included in the policy (removed from exclusions).

c. PRP (Platelet Rich Therapy)- This is less expensive and less painful compared to

joint replacement surgery, same should be included for reimbursement in lieu of joint

replacement.

d. Robotic surgery should be allowed wherever this facility is opted by a treating doctor.

e. Cost of hearing aids be allowed.

14. General:

a. Senior citizens be given preferential treatment by TPA AND NIA.

b. Insisting for KYC for each and every claim, should be dispensed with. (Since all

claims are processed through D.O.)

c. Submission of Claim form online and claim documents be allowed online through soft

(scanned) copies, instead of submitting hard copies in the OS dept., because senior

citizens cannot be expected to be mobile.

d. PPN must not be made applicable by NIA for LIC policy holders/members under our

MediClaim policy.

e. A and B class cities for mediclaim purpose should be on the basis of CCA cities as

applicable in LIC.

f. More diseases are included, such as sebaceous cyst surgery, in Annexture III, where

24-hour hospitalization is not mandatory.

g. Option to join the scheme be given to all i) resignees, ii) to those who resigned on

health grounds, irrespective of their date of retirement (the cutoff date prescribed is

16-1-2018).

We vehemently appeal to you to consider our suggestions/improvements and call

NOIP delegation for discussions, at the time of negotiations with New India Assurance Company Ltd., for the year 2025-26.
