I have made an attempt to collect LIC Class 1 Officers' scales from the day of Nationalisation i.e. 1st

September, 1956 onwards.

First Wage Revision by Agreement w.e.f 01-04-1964 (Agreement dtd. 22-02-1965)

This was almost on par with C G Officers' with improved DA, HRA, CCA, Bonus were granted

subsequently Medical Benefit and LTC were also granted.(Source: TRYST WITH TRUST).

The Class 1 Officers of LIC lost Wage Revision due on 01-04-1973. Where as class 3 and 4

clinched the Settlement. The above scales only continued to Class 1 Officers till next Wage

Revision in 1983. This resulted in anamoly and at one point of time a Suptd in Class 3 was

drawing more salary than an AAO. The result was refusal of Promotion to Class 1 Cadre. An

Interim Relief was granted in 1978 ranging between Rs.75/- to Rs.250/-. 

DA : Payable whenever there is 6 points rise / fall in DA payable to Class III @ Rs.40/-. No DA was

released wef. Nov 1974. From May, 1976 Govt., allowed release of DA @ Rs.20/-(reduced by 50%).

In 1980 an Increase in DA from Rs.20/- to Rs.30/- was granted for every rise / fall of 8 points in CPI.

This was also arbitrarily stopped by Govt., from Nov, 1980.

Third Wage Revision in Sept. 1985 wef. 01-10-1983 to 31-07-1987.

to Basic Pay of up to Rs.1600/-.

 ii) 2% of Basic Pay For the first 16 points rise in the Qly average in the cycle of 24 points and

next 8 points rise in Qly av. Index of CPI drawing a Basic Pay of Rs.1601/- to Rs.2425/-.

 Iii) 2% of Basic Pay for every rise/fall of 24 points in Qly av. CPI over 332 points for Basic Pay

of more than Rs.2426/-.

Not withstanding what is stated above, a) the DA payable at any stage of Basic Pay for each cycle of

24 points rise, shall not be less than the DA payable at the rate 3.9% or Rs.150/- whichever is less; &

b) if any time the DA payable in accordance with these rules, at any stage of Basic Pay, is less than

that admissible for a lower Basic Pay, the DA payable at the relevant higher stage shall be equal to the

DA payable for the lower BP.

A) The downward revision of the DA payable to Class 1 Officers in the respective ranges of BP, if the

Qly av. Of the index fall below the respective sequences of 332-348-356-372 etc for ii) above and

332-356-380-404 etc for iii) above.

B) On the downward revision, DA payable shall corrospond to the Current Average figure is a figure

in the above relevant sequence; and the DA payable shall corrospond to the figure in the relevant

sequence next preceding the Current Av. Figure, if such Current figure is not a figure in the sequence.

The increase in DA granted will apply to Class 1 officers who have retired or died between the

effective date and the date of CO circular conveying the decision. However, it is NOT applicable to

those Class 1 Officers who have resigned / removed / dismissed under Reg. 39 between the said dates.

Fourth Wage Revision Notification dtd. 12-05-1989 (01-08-1987 to 31-07-1992)

Although the settlement was from 01-08-1992 for Class 1 Officers NO ARREARS PAID UP TO

31-03-1993. Diff in Gratuity was paid to retirees by notionally fixing Basic on 01-08-1992 after

Supreme Court Judgement in 2007/8.

Class III of the Basic Pay. Here after DA shall be linked to AICPI taking 1949=100. Neutralisation of

the rise in the cost of living shall be 100% for Clss IV and 75% for Class III employees. For every 10

points rise or fall taken on average during a continuous period of 12 months, the DA shall with effect

from the 1st of the month following such period of 12 months, stand automatically increased or

LIC employees and Retired employees and spouse of deceased employee/retired employee are covered by Group Mediclaim policy for nearly three decades. The Spouse and dependent Children can be included by them in their policies. Over the years many improvements have taken place, with the efforts of NOIP. We give here below a gist of the Mediclaim policy for the use of our retired members. Independent Children, till their marriage, can also be included from Policy Year 2018-19. Every year the Insurer will do review of Premium to be paid based on Claims experience.

For Retirees the premium recovery from Pension commences from February Pension payable on 1st March and for in-service employees recovery starts from March Salary.

LIC Pension Matters

REGULAR PENSION (A)

Main Chapters covered are IV, V and VI of the LIC Pension Rules, 1995. Also reference may be had to Appendix II, III & IV. The sum and substance of these Rules under these Chapters and Appendixes are as given below :

  1. The Pension rules were made applicable from 01-11-1993.

  2. Option was given to those Retired after 01-01-1986. They can choose to be covered by the

    Pension rules, subject to certain conditions. However, NO pension arrears are payable from 01-

    01-1986 to 31-10-1993.

  3. The Pension granted is Index Linked (Base 1960=100).

  4. Dearness Relief payable are set forth in Appendix IV.

  5. The employee who has rendered a minimum of 10 years of Service in the Corporation is

    eligible for the Pension.

TEN REASONS TO JOIN “NOIP”

1. National Organisation of Insurance Pensioners is the only pensioners' organisation registered under the Indian Trade Union Act, 1926. 

2. “NOIP” is affiliated to Bharatiya  Mazdoor Sangh which is the largest and Numero Uno Central Trade Union in the country, duly recognised by the GOI.

3. Keep the members updated on real time basis about various matters connected with the pensioners, through mail, sms, what’s app in addition to postal correspondence.

4. Quarterly meeting is held with the officials of the LIC Central Office by our All India leadership raising various burning issues of pensioners, thereby keeping the management well aware of the pensioners’ problems.

5. Helping the members of each unit of NOIP (including family pensioners) by local office bearers in case any problems with the office, health or mediclaim settlement.

 6 .NOIP is the first organisation which has submitted the “Charter of Demands” to the LIC Management containing the burning issues of pensioners.

 7. NOIP is represented by all classes of LIC Pensioners.

8. Connectivity amongst the members is kept alive by visiting the members’ residences at local unit level creating relationship and bonding which is necessary especially after retirement.

9. All India Conference is held once in three years and All India Central Committee /Secretariat Meeting is held once in six months for taking stock on current issues.

10. NOIP brings all likeminded nationalist people under one banner and caring for the welfare of the society at large. The organisation encourages the members to spare some time for social work. Many of our members are involved actively in various social activities at their respective place/ field.

Re: Provision of cashless facility to the policyholders


  1. It has been brought to the notice of authority that certain hospitals are denying cashless facility to policyholders for treatment of covid-19.
  2. Attention is drawn to the provisions of regulation 31 (d) of IRDAI (Health insurance) Regulations, 2016 wherein every general and health insurance company shall endeavour to enter into agreements with adequate number of both public and private sector network providers across the geographical spread.
  3. Further, in terms of Regulation 31 (a) of IRDAI (Health Insurance) Regulations, 2016, general and health insurance companies may offer policies providing cashless services to the policyholders. For the purpose of providing cashless services insurers / Third Party Administrators (TPAs) shall enlist network providers (hospitals) to provide medical services and shall also enter in to a service level agreement.
