A NOTE ON GROUP MEDICLAIM POLICY : 2022-23
LIC employees and Retired employees and spouse of deceased employee/retired employee are covered
by Group Mediclaim policy for nearly three decades. The Spouse and dependent Children can be
included by them in their policies. Over the years many improvements have taken place, with theefforts of NOIP. We give here below a gist of the Mediclaim policy for the use of our retired members.
Independent Children, till their age 45 (whether married or unmarried / employed or not), can also beincluded from current Policy Year. Every year the Insurer will do a review of Premium to be paid basedon Claims experience.
For Retirees the premium recovery from Pension commences from February Pension payable on 1stMarch and for in-service employees recovery starts from March Salary.

A retired employee continues to be in the same category, even after retirement, that he was at the time
of his retirement. There are three categories :

Premium Sharing : For BSA : 75% paid by LIC and 25% to be borne by Insured.
This sharing is for all those who are covered(spouse & dependant 2 children for inservice employees) & for retired persons, Retired employee, Spouse &
disabled dependent 2 children (CO/PER/ER-A/CL 14 dtd. 22-06-2013).
For ASA : 100% to be borne by Insured. For Parents / Parents-in-Laws, Dependant
children and Independant Children :100% borne by Insured.
The Policy document is divided into 8 parts (A to H) and contains 4 Annexures.
Part A : COVERAGES
1. Reimbursement of Medical Expenses/Surgery at any Hospital/Day Care Center in India.
2. Room, Boarding expenses as provided by the Hospital including nursing charges not exceeding
1.5% of Total SI per day is payable. For “A” Class cities the limit is Rs.7500/- (Rs.10,000/- forthose who have opted for 40L / 50L SA) and at all other places it is Rs.4000/- per day. [Roomrent + Boarding Charges supplied by Hospital + Nursing Charges (includingInjection/Drug & intravenous Fluid administration charges) + DMO/RMO/CMO/RMPcharges of the Hospital, are included].
Propotionate Deduction Clause : If one chooses a higher room rent category than he is eligible, then Proportionate deduction will be applicable on Associate Medical Expenses.
However, this clause is NOT applied to i) Cost of Pharmacy and consumables, ii) Cost of
Implants and Medical Devices and iii) Cost of Diagnostics.
3. However, there is NO CAPPING / CEILING for admission in ICU/ICCU.
4. Associate Medical Expenses : Surgeon, Anesthetist, Med. Practitioner, Consultants andSpecialists Fees, Anesthesia, Blood, Oxygen. OT charges and procedure charges such asDialysis, Chemotherapy, Radiotherapy and similar expenses.
5. Cost of Pharmacy such as Medicines, Drugs, Surgical appliances and Consumables, Cost ofImplants and Medical Devices including prosthetic devices implanted during surgical proceduresuch as Pacemaker, Cost of Diagnostics such as Relevant Laboratory/Diagnostic tests,Diagnostic Materials such as X-rays and other similar expenses are reimbursable.
6. Pre-hospitalisation medical expenses for a period of 30 days and Post-hospitalisation medicalexpenses for a period of 60 days are reimbursable (in case of Renal failure and / or OrganTransplantation or Cancer related ailments this period may be waived. The only conditionis that the Reimbursement amount on each occasion should not be less than Rs.10,000/-).
7. Non-medical expenses are NOT covered. Annexure II gives full list of Non-medical expenses.
8. From 2019-20 International Second Medical Opinion services clause has been incorporatedin the Policy (for details refer Pages 5 to 9 of Policy) for selected ailments ( see separate note).
Part B : CASHLESS / REIMBURSEMENT THROUGH TPA
1. The Insurer provides Cashless and Reimbursement facility through TPA. Cashless is availablein the networked Hospitals only. For Reimbursement admission in any Hospital will do.
2. If a retired employee shifts his residence from one place to another place/employee istransferred out of Zone, the original TPA only will provide services based on Pan Indianetwork hospitals.
3. Procedure for Availing Cashless Hospitalisation Services: a) available only at TPA networkhospitals. b) E-card and a Photo ID of the patient to be submitted to TPA. c) If no e-card isavailable then a Certificate issued by OS Dept of the Division will do. d) A pre authorisationform is to be filled in completely duly signed by claimant and the treating doctor. e) All theabove three requirements are to be sent to TPA on its mail id or by Fax. On receipt TPA will
issue a pre-authorisation letter to the Hospital. f) Bills over and above the amount paid by TPA
will have to be paid by the claimant to the Hospital. g) In case TPA refuses to give pre
authorisation, then the full bill has to be settled by the Claimant. h) However, claimant can
submit the requirements for reimbursement to the TPA through OS Dept of the Division.
Part C : Diagnostic Tests without Hospitalisation
(A)
1. The following (16) Diagnostic Tests without hospitalization are payable to the extent of the
limit mentioned here in, for each insured under the policy, per person per year:

2. Maximum amount reimbursable under this benefit is Rs.75000/- per family per year.
3. An MD doctor should have recommended the Test, giving reasons for the same.
4. Pre and Post expenses in respect of Diagnostic Tests are not reimbursable.
5. This benefit can be availed only once during the Policy year per insured per Test.
6. For MRI, CT Scan, Sonography and Biopsy the same are allowed twice during the policy
period, per insured person, if done for a different Organ / Body part.
(B)
FACILITY OF TELE CONSULTATION
From current Policy Year facility of Tele Consultation has been provided by the Insurer Free of Cost.
To avail this facility is made available to all persons insured under the Family Floater Mediclaim
Policy. The facility is available 24x7 through MediBuddy (MB) Application of MediAssistIndia TPA
Pvt Ltd., To avail this facility one has to activate MB Gold in MediBuddy App.
The flow chart is as follows :
1. Download MediBuddy App (about 42MB) from Playstore / Appstore.
2. Click on “I have Corporate Account” and Log-in giving your SR Number viz 123456@LIC
click on proceed it will ask you to keyin Password : your DOB in DDMMYYYY format.
3. Key in your Mobile Number. You will receive an OTP. Key in the OTP for verification.
4. Click on MB Gold Banner. Click on Activate sponsored annual subscription. It is FREE for LIC
employees / Retirees and their Family Members.
5. Click on “Talk to Doctor”. Choose your Doctor’s Speciality and enter your health symptoms.
6. You will receive a call from the Doctor shortly.
(C)
FACILITY OF MEDICAL EXAMINER
The Insurer has provided a facility of Placing a Medical Examiner at each Zonal Head Quarters and at
Central Office for consultation by Employees / Retired employees on all working days between 11-00
am to 4-00 pm FREE OF COST. However, this facility is NOT available for dependent/independent
Family members.
Details of Medical Examiner placed at Hyderabad for SCZ is Dr. Syed Mukthar Mohiuddin,
MBBS,MD. Who will be available in CRM department of Zonal Office, Hyderabad.
He can also be contacted on Phone Number : 040-23230346 on all working days between 11-00
am to 4-00 pm for consultation.
Part D : Sub-Limit Clause
1. Payment is made for admission in ICU/ICCU as part of hospitalization bill only.
2. Bills raised by Surgeon/Asst. Surgeon/Consultant/Specialist/Anesthetist directly are payable as
below : a) Max. 25% of the Total Sum Insured Max of Rs.10.00.000/- is payable, provided a
numbered Bill is given and if it is paid by Cheque. b) If paid by Cash reimbursement is
restricted to Surgeon/Consultant/Specialist : Rs.30,000/- ; Asst. Surgeon : Rs.12,000/- ;
Anesthetist : Rs.20,000/-. Provided a numbered bill is submitted for all above.
inclusive of all charges excluding Service Tax.
4. Hospitalization in Ayurvedic/Homeopathic/Unani hospitals is restricted to 25% of Total Sum
Insured, provided it is a Govt or Recognised or accredited hospital. However, Steam Bath,
Shirodhara & Panchakarma and similar Ayurvedic treatments are NOT payable except when
it is part of treatment required to treat such illness / disease/injury.
5. Actual or Rs.5000/- ambulance charges (per trip) is payable for shifting the patient from
Home to Hospital / from one hospital to another / from Hospital to home, on production of
proper bill. For Cardiac patients Cardiac Equipped Ambulance the Charges are Rs.10,000/-
for admission to the Hospital only.
6. In case of Organ Transplantation, hospital charges of both donor and recipient is payable, within
the Total Sum Insured of the recipient. Cost of the Organ is NOT reimbursable.
7. For Lasik Laser Treatment Rs.35,000/- per eye is payable, some restrictions apply.
8. ARMD and/or treatment for retinal disease by intravitreal/intraocular injection/intervention is
admissible up to Rs.1,00,000/- per member per eye per year.
9. Robotic Surgery for Malignant Cancer / Cancer, Brain, Heart & Spine only are payable.
10. For Cochlear Implant surgery (including cost of Cochlear implant), Rs.10,00,000/- per member
is payable with excess of Rs.1,50,000/- to be borne by Insured member.
11. For Psychiatric and Psychosomatic disorder – only Hospitalisation expenses are reimbursable to
the limit of Rs.50,000/-, per member per year. Pre & Post-hospitalisation expenses NOT
allowed.
Part E : Maternity Expenses Benefit
1. Maternity medical expenses traceable to childbirth are reimbursable.
2. Normal Delivery : Actual or Rs.65,000/- ; Caesarian Section : Actual or Rs.1.25 Lacs
whichever is less (Payable only if expenses are incurred as in-patient in Hospital).
3. Claim in respect of first TWO living children and / or Operations associated there with will be
considered. Delivery of Twins is considered as Maternity for Single Child.
4. Reimbursement for Lawful MTP is payable, voluntary MTP expenses are NOT payable.
5. Expenses in respect of new born Child, during delivery confinement period is covered under
Family Floater Sum Insured, even if the Child is shifted to another Hospital. However,
6. New born Child is added to the Policy of the Insured once the child is declared for insurance by
the Insured and premium is paid. This however, is applicable only after the child is discharged
from the Hospital.
7. Congenital Internal defects/diseases are covered. Congenital External defects/diseases are NOT
covered.
8. Pre-natal and Post-natal expenses are NOT covered, unless admitted in Hospital and treatment
is taken as inpatient.
Part F : EXCLUSIONS
The Group Mediclaim Policy lists 26 Exclusions. They are as under :
i. Injury/illness directly or indirectly attributable to War, invasion or warlike situation.
ii. Circumcision, cosmetic or aesthetic, plastic surgery unless required to treat illness/injury.
iii. Vaccination & Inauculation.
iv. Cost of Braces, eye glasses, cost of spectacles / contact lenses, hearing aids.
v. All types of Dental treatments except arising out of accident.
vi. Convalescence, general debility, 'run-down' condition or rest cure, obesity treatment, infertility,
sterility, use of intoxicating drugs/alcohol, use of tobacco leading to Cancer.
vii. Bodily injury due to Deliberate exposure to danger, intentional self inflicted injury, attempted
suicide.
viii. Treatment of any Bodily injury / illness sustained whilst or actively involved in any
hazardous sports.
ix. Treatment of any Bodily injury/illness sustained whilst or as a result of participating in any
Criminal act.
x. Charges incurred at Hospitals primarily for Diagnosis, X-ray or Lab exams or other diagnostic
studies not consistent with or incidental to the diagnosis and treatment for which hospitalised.
xi. Vitamins and tonics unless forming part of treatment for injury/disease as certified by attending
Doctor.
xii. Naturopathy treatment/
xiii. External and durable Medical/Non Medical equipment of any kind used for diagnosis.
xiv. A) Genetic Disorders. However, treatment for THALESSIMA, Haemophilia, Sickle Cell
Anemia, Hemolytic anemia, myeloma requiring Hospitalisation are covered with Pre & Post
Hospitalisation both as inpatient and OPD subject to a max of 75% SI.
B) Stem cell implantation / Surgery. (i) Restricted to HSCT for certain Cancers of Blood, Bone
marrow to the extent of 75% of the SI. (ii) Stem Cell transplantation treatment for Cerebral
Palsy and multiple Scerosis covered max of 50% of SI.
xv. Treatments taken outside India.
xvi. Experimental / unproven treatment.
xvii. Change of treatment from one system to another, unless recommended by treating Doctor
under whom the treatment is taken.
xviii. Any other charges except Registration/Admission charges & GST/Surcharges.
xix. Treatment such as RFQMR, Ozone Therapy, ECP, EECP, Hyperbaric Oxygen Therapy are
admissible only as Hospitalisation expenses.
xx. Voluntary Medical Termination of Pregnancy.
xxi. Acupressure, Acupuncture, Magnetic therapies.
xxii. Treatment arising from or traceable to miscarriage, abortion or complications. Except
abdominal operation for extra uterine pregnancy.
xxiii. Lasik Laser treatment to get rid of Spectacles or contact lenses unless the treatment is for
keratotomy of insured having (-4) and above refractive error, recurrent corneal erosion, nebular
opacities, non healing ulcers. Refer clause D section 7.
xxiv. Physiotherapy, pre or post-hospitalisation is restricted to Rs.40,000/- per person per year.
Treatment taken in Physiotherapy centres or at clinic only payable. However, if the patient is
permanently or temporarily disabled, with a prescription of Doctor Physiotherapy taken at home
is payable, minimum 15 are required. The pre & post Hospitalization of 30/60 days shall not
be applicable for patients who are totally and permanently disabled/paralyzed.
xxv. Congenital external Defect / diseases / deformities.
xxvi. Any expenses relating to the cost of items detailed in Annexure II.
One has to go through them carefully. Lot of claims are rejected as they come under Exclusions.
Part G : Definitions
Thirty seven definitions are given under this part for the terminologies used in the Policy. Important
ones are Domiciliary Hospitalisation, who are covered under the Policy, what is Day Care Center etc.,.
A dependent is one whose monthly income is not more than Rs.11,790/-. In case of Parents and Parents
-in-Laws the income of both should be considered to decide eligibility. The Income Limit to decide thedependency is reviewed every year.
Part H : Conditions
1. Notice of Hospitalisation to be given to TPA through OS Dept., of the Division within 7 days.
2. Claim with all the requirements to be submitted to TPA through OS Dept., of the Division
within 20 days of the date of discharge.
3. The Insurer may ask for Physical Examination of the Insured, in respect of whom claim is
preferred, by a Doctor specified by the company.
4. When claim is repudiated, the TPA has to inform the reasons for repudiation.
5. Mid-term inclusion of employee / dependent not allowed. Exception is New born child and
recruitment of the employee.
6. Insurer has to settle / reject the claim within 30 days of the receipt of last document.
7. Hospitalisation falling in to two policy years, then the Date of Admission, which will be in the
previous policy year will be taken into account. The Sum Insured under the new policy will not
be available for the claim (including Pre and Post Hospitalisation expenses). Claims are settled
on per event basis.
8. Claim Documents :
a) Claim form duly completed and signed.
b) Prescriptions and original Cash bills for purchase of drugs/medicines.
c) Original Discharge Summary / Card.
d) Original Numbered Bill / Cash Memo and Money Receipts.
e) Diagnostic / Pathological Test Reports (Original or Attested)
f) Surgeon's certificate stating nature of operation performed.
g) Attending Doctor's/ Consultant's/ Specialist's/ Anesthesist's Bill and receipt and certificate regarding
diagnosis.
h) Contact number, email id and correspondence address of the Claimant.
All the above requirements are to be sent to TPA. Also an authorisation to the TPA/Company to obtain
Medical and other records from any Hospital, lab or other agency.

The Family Floater Medi Claim Policy for LIC employees / retirees envisages International Second
Medical Opinion scheme from 2019-20 year policy. For the current year also the same has been
continued. This facility is available FREE OF COST to the employee/retiree. This scheme is available
in the Policy Document from Page 5 to Page 9. Let us discuss in brief about this service.
1. An insured under the Policy is entitled to have an expert opinion from World Leading Medical
Center (WLMC) that specialises in the medical condition with which the member is diagonised.

3. For obtaining this facility the Service provider has to be contacted on the above mobile number
or by Email to the above email address by the member, who is eligible to receive the facility
during working hours of New India Assurance company.
4. Once intimation is received, the service provider with members diagnosis by attending
Physician along with Qualifying Medical Condition, will list the best in the world THREE
WLMC's who are expert in diagonising and treating that particular illness. The service provider
will work directly with Attending Physician to collect and assemble all Medical Records for
onward transmission to WLMC.
5. The expert in WLMC will verify the correctness of the Diagnosis on going through the Records
presented. Also it will send the originally proposed treatment plan, treatment options,
international standards of care, newly available and proven treatment approaches.
6. The Opinion will be sent to the Member and attending Physician in writing within 10 working
days. If the service provider fails to obtain the required medical records, then it is the
responsibility of the member to collect the same.
7. The service provider will pay for all costs of Medical Second Opinion process.
8. All benefits under this Program are available only when the Member (Insured) is diagonised
with one or more of the following 17 Medical Qualifying Condition.
9. Qualifying Medical Conditions :
A. Open and Close Heart Surgery including CABG.
B. Cardiac ailments neessitating :
1. Pacemakers (including biventricular Pacemakers).
2. AICDs with or without biventricular pacemakers.
3. Radiofrequency ablation.
4. Device closures of ASDNSD/PDA etc. with Valvulopasty(BNV/BAV/BPU).
5. Valve replacements.
C. Angioplasties :
1 Coronary and Peripheral (including Carotid/Renal/Aorto-iliac).
2 Including Stent Implantation (with drug-eluding stents).
D. Cerebra or Vascular Strokes/Paralysis due to any cause.
E. Neurosurgery / Ailments requiring Brain Surgery.
F. Major operations of the spine and vertebrae including correction of congential spinal

10. Following Exceptions are there where International Second Medical Opinion is not available :
When a Member has not received a Diagnosis – Member must receive official daignosis
from his/her treating Physician. This is pre-requisite for reference to WLMC.
Member has not been evaluated by treating Physician in the last 12 months. Recent
Medical reports are required by WLMC to give treatment recommendations.
If a member has developed an Acute or life threatening condition. There is no point in
waiting for Second Opinion.
Where physical evaluation of the patient is required. Certain cases require physical
evaluation (eg. Mental illness) in such cases remote second medical opinion will not be
given.

rd TRIENNIAL CONFERENCE OF N.O.I.P.
HELD ON 12
TH to 14TH Sept 2022, AT SURAT
In the month of June 2022, the Third All India Conference was declared and there was an
anxiety in the minds of members regarding place of Conference, because the first Conference
was in the Spiritual Capital, Nashik, second conference was in National Capital, Delhi. NOIP
Secretariat decided that the Third Conference will be held at Surat, the Textile and Diamond
Capital of India.
The conference was scheduled on 13th and 14th Sep 2022. All delegates were requested to
reach up to 12th Evening. The office bearers who were required to attend Secretariat Meeting
and Central Committee meeting on 12th afternoon and 12th evening were allowed to reach
Surat by 11th night.
On 11th Sept itself, near about 92 delegates (including spouses) reported at Surat. They were
accommodated in one hotel. On 12th Sept remaining delegates reached Surat and they were
accommodated in 2 more hotels. The reporting of delegates continued up to late night.

12th Sept 2022- The Secretariat meeting and Central Committee meeting took place in the
afternoon and in the evening for finalisation of conference programmes and deciding future set
up of organization taken up. The day came to end at about 11 pm.
13th Sept 2022- On 13.09.2022 The inaugural session started at 9.45 am which was
presided by Dr.S.B.Sharan President, NOIP. Sri S G Elangadi, Working President, Sri
Vilas Purkar, General Secretary, Sri Ashok Joshi, Resident Secretary were also on the
dais.
Shri Ram Dhumaneji and Shri Ashok Joshiji presented songs befitting the occasion.
Thereafter Shri. Ram Dhumaneji requested various dignitaries to come on the dais.
Surat NOIP Secretary Shri Bharatbhai Parmeshwarwala introduced the dignitaries and
welcomed all. A team of five lady members of Surat Unit led by Smt Jyoti Chitnis,
presented an Invocation song in a nice manner which was appreciated by one and all.
The ceremony of lighting the lamp by all the dignitaries was performed.
After lighting of lamps, BMS Geet was presented by five lady members’ team of Nashik
Unit led by Smt Smita Mande. The inaugural function started. The local leaders of BMS
and leaders of other unions were present. Shri.Vilas Purkarji, GS, NOIP gave his
introductory speech. Shri Jagadish Thakkar (Co Ordinator Insurance Sector) narrated
his experience in BMS and gave valuable advice in the interest of the organization. He assured all support in the activities of NOIP. Shri. J. Vinodkumar, (Gen SecretaryBLIAS) from Kerala extended his best wishes for success of the conference and
promised whole hearted cooperation in future. Gujarat State BMS General Secretary,
Shri. B. P. Parmar in his advisory speech requested everybody for continuous liaison
with the local BMS which will help in strengthening the bond with other organisations
affiliated to BMS. Shri Malcolm Bhathena, Org Secretary NOINO gave compliments to
conference and assured all help to NOIP. Dr S.B. Sharanji in his presidential address
requested the central leadership of BMS to follow up our demands with DFS and
finance ministry. The inaugural function was over after vote of thanks by Shri
Kishorebhai Patel (President of NOIP Surat.)
The inaugural session was graced by following BMS Leaders like Shri Ashok Rathore (
VP ONGC), Shri Anil Nishad (BMS Leader), Smt Hima Parikh ( President Surat NOINO)
Shri Dharmendra Kahar (Secretary Surat NOINO), Shri Anil Desai and Shri KL Patel,
leaders of other Pensioners’ Union.
Shri Vilas Purkar, GS thereafter started the meeting and
items on agenda were taken up one by one. He welcomed all the 259 delegates coming
from 34 centres. He informed the house that our membership was more than 922 in
2016, it rose to more than 1836 in 2019 and now we have crossed figure of 4341 as on
31st Aug 2022. For this grand success, he gave compliments to all the Office Bearers
and activists of all Units representing all Zones for their hard work. He made it clear
that NOIP is not against any other pensioner union and we will strive hard for
betterment of pensioners. To substantiate his views he quoted Shloka from Srimad
Bhagwatgeeta – “ Sarva Deva Namaskara, Keshavam Prati Gachhati.” He urged all the
activists to give their best for pensioners’ fraternity, because up to age 100 nobody is
“Vridhha”, all are senior citizens. We have to give our valuable time to organisation for
its progress by keeping faith on vision, foresight and dedication of BMS founder, the
great visionary Late Dattopantji Thengadi. He expected that our membership will cross
10000 figure as on next all India conference. He complimented new Units like Agra,
Bhubaneswar, Kolkata, Guwahati, Surat, Jabalpur and Gorakhpur for their splendid
performance among others.
Agenda No 1—To report NOIP activities since last Delhi conference of 2019.
The General Secretary’s report on the activities of the NOIP after the Delhi
conference was already circulated. He briefed the same. He informed that in the report,
there are 150 activities. The report was accepted by the house in toto.
Agenda No 2: - To approve statement of accounts
Treasurer Shri Sanjay Ramdasi presented the receipt and payment accounts for the
calendar years 01/01/2019 to 01/12/2019; 01/01/2020 to 01/12/2020; & 01/01/2021 to 01/12/2021. It was pointed out that the name of Corporation Bank is changed to Union
Bank of India. Shri Ramdasi assured to make the said corrections. Another point was
raised regarding the change in year of accounting to financial year. In reply Shri.
Ramdasi told that as per the Indian Trade Union Act 1926, the accounting year of a
trade union is calendar year and not financial year. But for filing of Income Tax returns,
it is financial year.
Standing ovation was given to Shri.Ramdasi ji for his excellent account keeping despite
his frail health.
Agenda No 3: Reporting of activities from IPO units. and Agenda No 5: - Gearing up
new memberships and opening of new units.
All the units from nook and corner of the country gave report as per the format already
circulated and also the items mentioned in the agenda. From reporting of the units, it
was noticed that all have performed satisfactorily on all counts. Wherever the AGMs are
held the new office bearers and committee members were announced. Where AGMs
are yet to be held for some or other reasons, those units announced probable date/s for
holding the AGMs.
14th Sep 2022- On the eve of “Hindi Divas” Sri Purkar gave compliments to the
delegates and requested all to have their presentations in Hindi. This Second day of
conference started with BMS Geet by ladies of Mumbai/Thane Unit.
Homage was paid to expired NOIP Members (150 in these 3 years) by observing a
minute’s silence.
Agenda 4: - Pending issues. Shri Ashokji Joshi (Resident Secretary) narrated the
background of all the items mentioned in agenda, the efforts taken by us as also BMS at
central level and the follow up made with the LIC management and DFS. He urged the
BMS at central level to push forward some of the matters immediately, as they are at
the final stage in DFS and Fin Ministry. He also requested BMS to gear up for early
solution of the remaining long pending issues such as OROP.
Agenda 6 – The resolutions on various matters were presented by the various office
bearers from different parts of the country along with the draft resolution. The
resolutions were seconded by some other office bearer. After thread bare discussion on
each and every resolution, they were passed unanimously with some modifications.
Resolution No 1 to 7 passed with some amendments- Please see details at the end
of the circular.
Agenda Item No. 7: - Election of new office bearers/C.C. members etc.
Shri S.L.Burman was assigned the role of Returning Officer. He narrated the
process of the election in a lucid manner and then asked whether there are any panels
prepared. Shri. Sardeshpande from Dharwad put forth a panel. The panel was
seconded by Shri MP Chauhan from Delhi. The returning officer again asked if any
other panel is there. None came forward. Hence, he opened the list and read the names
one by one for the post mentioned against their names. The house clapped giving their
approval and he declared all of them as elected unopposed.
Agenda item No 8: - Any other matter with the permission of the chair. No matters
were brought before the house on this item.
Valedictory- After the invocation, newly elected GS Shri.Ashok Joshi assured the
conference that he would try to live up to the expectation of the members and would
leave no stone unturned to find satisfactory resolution to the pending issues through
constant follow up with the LIC management and DFS.
Shri.Guneshkumar ji, newly elected President, in his characteristic philosophical style
said-“Thank you for reposing confidence in me by electing me as President. In the last 3
years due to pandemic, not much could be done in tackling pending issues because of
stoppage of movements. It is now time for action and not time for speaking. Our new
team is highly professional and it will be our immediate endeavour to swiftly follow up
the pending issues with FM/DFS/LIC for notification of family pension enhancement,
OROP etc. I extend my fullest support to the new team and seek your cooperation to
me to discharge my duties effectively.”
The vote of thanks was given by Shri Prabir Mazumder, Org Secretary. He thanked all
the activists from Surat unit, hotel authorities, caterers and all other service providers.
Standing ovation was given to Surat team for their accurate planning, excellent
execution for comfortable accommodation and sumptuous Gujarati food. He also
thanked all the outgoing members of Secretariat and Central Committee for their
immense contribution in bringing NOIP to this level and assured that with their
continued guidance, NOIP would reach new heights.
Shri S.L.Burman suggested a few things which must find place in our General
Secretary’s report such as 1. Obituary of national and international personalities who
expired during the period of the report. 2. National and international economic scenario.
The meeting ended with “VANDE MATARAM” by Shri.L.N.Sharma, Bengaluru.
All the delegates returned to their HQs with redoubled vigour and enthusiasm, with a
vow to work sincerely for the cause of pensioners.
After the lunch, the meeting of New Secretariat was held for 2 hours, wherein certain
decisions were taken for the smooth running of the organization, which shall be
circulated later.

Up gradation of Basic Pension and 100% DR Neutralisation to pre-8/97 Retirees
NOIP has been demanding up gradation of basic pension with every wage revision by merging
DR and with weightage and fixing the basic pension on stage-to-stage basis as is being done in case of
existing employees (OROP in a simple language). We have also been demanding 100% DR neutralization
to pre-8/97 retirees after doing away with the initial anomaly of giving half DR as per the 1995 pension
regulations. Three High Courts in the country have decided the case in favour of pensioners. But the LIC
management and GOI combine are engaged in the uncalled-for litigation, making the age-old pensioners
to run from pillar to post in flagrant violation of National Litigation Policy. The conference calls upon
LIC/GOI combine to withdraw all the litigations from the Courts and bestow the twin benefits as above
on all the concerned pensioners, thus ensuring the parity amongst the pensioners irrespective of their
dates of retirement, keeping in view rights conferred to the pensioners under Articles 14, 16 & 21 of the
constitution of India.

Resolution No.2
Other pension related mattersFamily Pension - As per recommendations of VI Pay Commission family pension was
increased to 30% of last pay drawn. For family pensioners of RBI and PSU Banks 30% of last basic
pay was granted as family pension in 2013 and 2021 respectively. The gazette notification is
pending in DFS. The conference demands the same to be gazetted without further delay and
with retrospective effect, for LIC family pensioners also.
a) Full pension for 20 years’ service- Ex-Servicemen and employees recruited at higher ages
like Scheduled Castes, Scheduled Tribes, Chartered Accountants, Actuaries, directly
recruited Superintending Engineers, Short Service Commissioned Officers and Agents
recruited as Development Officers etc cannot be able to complete 33 years’ of service to get
full pension. V pay commission granted full pension if one completes 20 years of service. For
RBI pensioners, the Govt issued gazette notification dtd Jan 12-Jan 18, 2013, granting full
pension if 20 years’ service is completed. Hence, we demand that the full pension be
granted for a minimum service of 20 years.
b) Computation of Basic Pension- For computation of pension, average of last 10 months’
basic pay or 50% of last drawn basic whichever is beneficial to the retiree, is taken for Govt
pensioners. This ensures un- anomalous situation if one retires in the intervening period of
new wage revision or gets increment during the last 10 months of service or gets higher
scale. The conference vociferously demands the same rule to be applied to LIC pensioners as
thousands of pensioners are affected due to the faulty method of computation of pension,
being followed in LIC, in such cases.
c) Increased pension to very old pensioners – Govt pensioners/family pensioners of age 80
and above get increased pension running up to 100% more for those reaching 100 years of
age. The conference demands the same be granted to LIC’s Pensioners/ family pensioners
too.
d) OMOP (One More Pension Option)-Less than 100 PF Optees (Direct recruit Superintending
Engineers and ex-servicemen, appointed in 1995-1997) have been denied one more option
of pension in 2019. We urge upon the DFS to offer pension option to these hapless retirees,
too.
e) OMOP (One More Pension Option) to those retirees of less than 55 years of age- Due to a
funny provision in LIC of India (Staff Regulations) 1960, a very few retirees were not given
OMOP option though they had completed 20-36 years of service, simply because they took
voluntary retirement before the completion of 55 years of age. When LIC Employees’
Pension Rules provide pension to all those who complete 20 years’ service, equity demands
that these left-over retirees deserve a fair treatment and they also, should be offered
OMOP.
f) Increased Family pension in case pensioner dies before 67 age- In the event of an
unfortunate death of an employee or pensioner before the age of 65 yrs, the relevant rule
should be amended as “Double the normal family pension or 50% of the last pay drawn,
whichever is less, payable for 7 years or till the employee or pensioner would have attained
the age of 67 instead of 65 years”. This age limit was fixed when the retirement age was 58
years. Hence it requires to be increased to age 67 years immediately.

NOIP to be called for talks/negotiations on charter of demands
Over the last 15 years, NOIP has been insisting the LIC management to call NOIP to discuss the
Charter of Demands submitted by it. Soon after the formation of NOIP, we submitted our first Charter.
Again in 2022 September, NOIP will be submitting its charter of demands. Despite several letters,
appeals and visits to Central Office, LIC did not care to invite NOIP for discussions. It is noteworthy that
already the strength of pensioners has crossed 80,000 mark and within the next 10-15 years the number
may cross the number of in-service employees. And also, pensioners have been subjected to lot of
inconveniences like late credit of monthly pension, abnormal delay in release of various payments to
pensioners, mediclaim related issues and above all forcing the pensioners to seek legal remedy in
respect of pension related issues. This has necessitated continuous talks with the management. Hence
this conference urges upon the LIC to call the NOIP for formal meeting once in a quarter and also invite
NOIP to discuss the charter of demands being submitted by it every 5 years, NOIP being the union
registered under The Indian Trade Unions Act, 1926.

Disciplinary action being taken after retirement
Of late, we are coming across a lot of cases in the country, wherein the pensioners are being
issued charge sheets for various reasons. After conducting domestic enquiries, penalties are being
imposed reducing the basic pension, recovering huge amounts against the pecuniary loss incurred by
the Corporation etc. In some cases, disciplinary action is being initiated in respect of the cause of action
which arose or in respect of an event which took place more than 4 years before such institution. Such
flagrant violation of Pension Rules is highly despicable and uncalled for. Even after retirement
employees cannot spend their retired life peacefully due to the fear of such actions. Large number of
such affected retirees belong to the Class I cadre. Majority of the cases are of wrong payments through
NEFT. We call upon the LIC management to desist from initiating disciplinary proceedings wherever a
lenient view can be taken.

Reckoning ADO’s period (Training period) for calculation of gratuity and pension in respect of
Development Officers
Section 20 of LIC of India (Employees’) Pension Rules, 1995 clearly stipulates that the period
spent on training by the employee should also be counted for arriving at number of years of
qualifying service for computing the quantum of pension. Mutatis Mutandis it should equally
apply to calculation of qualifying service for payment of gratuity too.
The said issue has also created a lot of heart burn in the minds of employees who retired in Class
II and who are paid less amount of gratuity by not reckoning the Training/ADO period (for
Development Officers) for the purpose of calculation. The matter has been satisfactorily
resolved by the CO way back in 2014, but the decision has not been properly conveyed to all the
Zones. The conference urges the LIC management to immediately release the clarificatory
instructions to the ZOs instructing the latter to review all the old cases and release the
difference.

Resolution No.6
Proposed Amendments to NOIP’s Constitution
1) Item No (07)- Admission of Life membership- Sentence starting from “The benefits of life
membership shall be extended…...” be amended as “The benefit of Life Membership shall be
extended to the recipients of family pension of the Life Members. However, spouse of our
deceased member has to enrol afresh by submitting the enrolment form along with Life time
fees of Rs.1000 and resultantly fresh FPM (Family pensioner member) number shall be allotted
to her/him.
2) Item No.12- Conference- The first sentence “The conference shall be the supreme body……...”
shall be amended as “The Conference shall be the Supreme Body of the organisation consisting
of delegates elected by the members on the basis of one delegate for 20 members or part
thereof to a minimum of one from each Divisional/Zonal unit establishment within the territorial
jurisdiction of offices of LIC of India and/or insurance industry”. Delegate has a voting power in
the conference. However, if any observers also accompany the delegates to attend the
conference; such observers have no voting power.
After the first sentence in Item No 12, next sentence is to be inserted- “At least 30 days’ notice
has to be given by the General Secretary for the Conference”.
3) Item No.15- Executive Committee meetings- Wherever ‘Executive Committee’ is mentioned, it
shall be amended as “Executive Committee/Secretariat”.
2 new sentences be added at the last- Internal Auditor to be elected in the Triennial
Conference, is a special invitee to the Executive Committee/Secretariat without voting power.
Similarly special invitees too don’t have voting powers.
4) Item No.16- Office Bearers- The whole item be reworded as follows- “The organisation shall
have a President, a Working President, not more than Nine Vice-Presidents, a General Secretary,
a Resident Secretary, not more than Four Organising Secretaries, not more than Nine
Secretaries, a Treasurer and an Assistant Treasurer. All of them shall be elected at the Triennial
Conference of the organisation and they shall be eligible for re-election. However, as per the
convention of BMS, the President/Working President/General Secretary may hold their
respective office bearer ships for a maximum term of 6 years at a stretch. After 6 years, even
inter changeability among these 3 posts also, is not permissible. The Central Committee may
add any new office bearer/s, or drop any present office-bearer/s in case of exigency.”
5) Item No.17- Functions of the Office Bearers17(a) be amended as- “The President/Working President shall ordinarily preside over and
conduct all meetings of the organisation. In the absence of both of them, one of the VicePresidents shall perform the duties.”
17(b)- Last sentence be amended as - “He shall have powers to spend up to Rs. 10000/- per
month without prior permission of the Central Committee.”
6) Item No.18(a)- To be amended as- “The Divisional/Zonal unit shall be elected by all the pensionermembers residing in its territorial jurisdiction. It shall consist of at least President, Secretary and 2
members”.
7) Item No. 18(e)- “The Divl/Zonal unit shall meet thrice in a year” be amended as “The
Divl/Zonal unit shall meet once in 3 years”
8) Item No.22- Funds- The third sentence be amended as- “The General Secretary or the
Treasurer shall not keep more than Rs. 5000/- with him for current expenses.”

Resolution No.7
Change the name of IPO as “NOIP……Unit
When NOIP was formed, it followed the structure of NOIW. At divisional level, it was named as
“Insurance Pensioners’ Organisation” …...Division, because at Divisional level registration was
thought of including opening of bank account. Due to practical difficulties, Central Committee
Meeting took a decision to have centralised bank account at the HQs and NOIP was registered
under The Indian Trade Unions, Act, 1926, having all India jurisdiction. Resultantly, registration
at divisional level was obviated. As such, naming the divisional unit as IPO appears to be
incongruent. As such, it is resolved to change the name of divisional unit as “National
Organisation of Insurance Pensioners, ………. Unit”. Accordingly, the Banner and Letterhead of
each divisional unit have to be modified.

Submission of memorandum to Shri.Hiranmay Pandya ji, President, BMS at PUNE
Shri.Hiranmay Pandyaji, all India President, BMS was in Pune today to attend the meeting of Shram
Shodh Mandal. From NOIP, the undersigned and Shri.Ram Dhumaneji, our Treasurer, attended this
meeting. After the meeting was over, we took the opportunity to meet the President, BMS. We
discussed our pending issues at DFS and handed over the copy of our letter dtd.24-09-2022 addressed to
the FM. We urged upon Shri.Pandyaji to intervene in the matter and to exert pressure on the FM to
hasten the process of gazette notification for enhanced family pension and approval of other pending
issues at DFS. He assured that the letter will be forwarded to the FM with remarks from BMS. He also
assured that he will talk to Shri.Girish Aryaji, In- charge, Financial Sector, urging the latter to take
immediate follow up action in the DFS.
Shri.Pandyaji expressed his happiness about the growth and activity of NOIP.
The meeting lasted for 20 minutes.

Sub: Pension Revision on OROP basis and related issues of Pensioners of LIC.
This has reference to our earlier letters dtd.15-6-2019, 02-01-2020, 19-07-2020, 7-10-2020, 17-4-2021,
08-06-2021, 1-10-2021, 20-10-2021 & 23-11-2021 regarding the captioned subject. We are sorry to note
that there is no response from your Ministry. Since the said matters are pending for satisfactory
resolution for decades, we request your personal intervention in the matter. We iterate the issues here
below in short for your ready reference.
1) Pension Revision and Pension related issues
A) Revision of pension with every wage revision of in-service employees- Pension has not
been revised right from 1-8-1987 creating a huge difference in the gross pension of
those retired soon after 1987 and those retiring now. Hence there is a dire need to
revise the pension on OROP (One Rank One Pension) basis.
B) Revision of Family Pension- Same is the predicament of family pensioners. Request for
revising the family pension at 30% of the last pay drawn by the retiring employee,
without any ceiling.
C) Computation of Basic pension- To obviate the faulty and anomalous method of
computing the pension, we request for the amendment “50% of last 10 months’ average
pay or 50% of latest revised pay at the time of retirement, whichever is favourable to
the retiring employee.
D) Enhanced pension to super senior pensioners- Increased pension of 20%,…..100% to
those who are 80 years and above.
E) OMOP (One More Pension Option)- Less than 100 PF Optees (Direct recruit
Superintending Engineers and ex-servicemen, appointed in 1995-1997) have been
denied one more option of pension in 2019. We request for approval to offer pension
option to these hapless retirees, too.
(F) Full pension for service of 20 years or more- Full pension to be given to all those who
complete the service of 20 years or more, analogous to RBI pensioners.
(G) OMOP (One More Pension Option) to those retirees of less than 55 years of age- Due

We reliably learn that B, C, D & E above have already been recommended to you 3 years
back for your kind approval.
Hence, we implore upon you to give your accord to all the above pending issues at A to H,
since all of them are inter related to pension anomalies; so that further anomalies should
not crop up. If all the eight issues are approved as a package and accordingly if LIC Pension
Rules are amended to that effect, the LIC pensioners would remember you forever for your
said kind gesture.

Maintenance of NOIP Treasurer group
Treasurer group was created by Ex Treasurer Ramdasiji for smooth running of accounting activities till
the receipts are issued from the HQs. I had quit the group years back since I was not connected with that
activity. After my taking charge as GS, I was again added in the group. Today a lot of misunderstanding
and confusion is created with a lot of tweets which are not warranted. Once the online payment starts
there would be little utility of this group. Till such time, to sort out the unmatching credits into our bank
account, the group’s necessity still continues.
It was made clear that only the activists who are involved in enrolling members at grass root level and
those who are associated in remitting the payments into bank account and who monitor with the
treasurer, are to be necessarily added in the group. Hence it was left to the discretion of Divisional
Secretary. If Divl committee is formed, necessarily Divl Secretary has to be added in the group. In
addition to this, whoever the Divl Secretary feels, is to be added, has to be conveyed. In order to serve
the purpose for which the group is formed, the following clear instructions are issued1) If Divl committee is formed, Divl Secretary is to be added in this group.
2) In addition to (1) above, Divl Secretary, if he feels, can give more name/s of those actually
involved in the above-mentioned activity.
3) If Divl committee is not formed, the respective activist/All India OB in charge of such unit/CC
member of that place, if available, has to name the person for adding in the group.
4) Care should be taken not to give the name of person who is not connected with this activity.
5) The names and contact numbers of the persons to be added in the group, may please be
whatsapped to the Asst Treasurer, Shri.Sushant Hadas, on his mob number 9869024078.
6) Those who are already in the group and who are not connected with the above activity, are
requested to exit honourably, without taking it as an affront on their personal prestige. (Lest the
very purpose of this group is defeated)
