Dear Sir,

Re: Onetime payment of Ex gratia to those who got higher scale.

We thank you for having paid the ex-gratia to the eligible pensioners in the pension for May 2024.

✓ We observe that the pensioners who got higher scale are not treated as retired in higher cadre/

scale, but considered under the lower cadre for determining the amount of ex-gratia and paid less

accordingly.

✓ Suppose, an ADM who got DM’s scale during his last year of service, is considered as ADM to

arrive at the quantum.

✓ This is highly illogical and tends to play with the sentiments of the concerned retirees.

✓ You are fully aware that, to get the higher scale (higher cadre), one has to go through all the

modalities to get promotion, viz Special CR/Interview etc before getting the higher Cadre/Scale.

✓ Just because they don’t have more than 6 months’ service, they get higher scale and not

promotion.

✓ In all fairness, it is next promotion only. Hence, your action does not fit into any

logic/fairness/reasonableness/equity.

As such, we appeal to you to modify the payment module by considering such higher scale as promotion

to the next cadre, and arrange to pay arrears to all the pensioners affected by this faulty consideration.

Re: Enhancement in gratuity limit to Rs.25 Lakhs.

As per the OM dtd 30-05-2024 issued by the Ministry of Personnel, Public Grievances & Pensions, the 

gratuity limit under the Central Civil Services (Pension) Rules, 2021 has been raised to Rs.25 Lakhs with 

effect from 01-01-2024.

Hence, we request you to initiate the action with the DFS for granting the said benefit to LIC pensioners 

also, with effect from 01-01-2024 and oblige.

Dear Sir,

Re: Wage and pension arrears to those retired on or after 1-8-2022 

This has reference to our various letters written to you after every wage revision for immediate 

release of arrears to retirees/pensioners.

➢ Despite our earnest request to disburse wage/pension arrears to retirees 

along with in service employees, no concrete action has been initiated to 

ensure this.

➢ Same position is continuing for decades.

➢ Administrative instructions are being issued with a delay of several 

months. Thereafter the operating offices take their own sweet time to 

disburse the arrears, thereafter.

➢ Thus, a delay of 3-6 months will be there to disburse the arrears to 

retirees/pensioners.

➢ Our repeated request to fix the deadline to operating offices (after 

administrative instructions are issue by CO) for disbursement has fallen on 

deaf ears.

In order to facilitate early disbursement, we request you to at least release the 

administrative instructions (giving a deadline) in this regard and oblige.

Re: One time ex gratia payment to pensioners/family pensioners.

This has reference to our earlier letter dtd 5-7-2023 demanding lumpsum ex gratia payment to the

pensioners on the occasion of ‘Azadi Ka Amrut Mahotsav’, on the lines of “SBI SALUTE” offered by SBI to

their pensioners.

We are extremely happy to note that our genuine demand has been acceded to. It is also praise worthy

that higher amounts are granted for higher age and higher cadres to ensure equity. It would have had

been nice, if all the pensioners were granted irrespective of age.

We thank you for your kind gesture in this regard.

During our meeting with the Joint Secretary, Insurance, on 25-04-2024, he affirmed that LIC pensioners

would get monthly ex gratia pending pension updation, on the pattern of bank pensioners.

We are sanguine that LIC pensioners and family pensioners would get better ex gratia with monthly

pension, compared to bank pensioners, pending pension updation.

Since you have got approved the best wage revision with 16% weightage to the in-service employees, we

fervently hope that pensioners also would get a befitting monthly ex gratia, pending pension updation,

much more than what was granted to bank pensioners. All the pensioners and family pensioners who

have retired prior to 1-8-2022, are eagerly waiting for the above benefit.

We hope that the said instructions would be given from your end at the earliest.

ONE MORE FEATHER IN THE CAP OF NOIP- NOIP’s demand accepted

✓ You are aware that NOIP had written on 5-7-2023 (enclosed for ready reference) to the 

Chairperson to grant on time payment on the occasion of Azadi Ka Amrut Mahotsav, on the lines 

of “SBI SALUTE” (SBI granted one time payment to its pensioners/FPs of aged 75 and above).

✓ We are happy that our demand is accepted and LIC has granted one-time payment to our 

pensioners/FPs.

✓ Payment is granted to those who are 70+ (we had demanded for 75+ on the occasion of Azadi 

Ka Amrut Mahotsav), better than SBI’s offer.

✓ Amount of payment is almost double than that of SBI’s offer.

✓ Those pensioners and family pensioners who have completed 70 years as on 7-5-2024, are 

eligible to receive this payment.

✓ Fair equity is ensured by giving higher amount for higher age and higher cadres. 

✓ Payment is made to pre 1986 retirees too, which is a welcome step.

✓ Please note that this is nothing to do with pension ex gratia, as clearly assessed by Shri. C T 

Joshiji. This is regarding Azadi Ka Amrut Mahotsav.

✓ As corroborated by the Jt Secretary, Insurance, during our meeting with him on 25-4-2024, we 

are to get pension ex gratia every month to all the pensioners/FPs on the bank pattern pending 

pension updation.

✓ We are sanguine that LIC may give better offer compared to banks as monthly ex gratia for all 

those who have retired prior to 1-8-2022 (irrespective of age). This may also come through 

administrative instructions, since the DFS has given clearance, as per the Jt Secretary’s 

affirmation.

Let us wait for further developments in the matter.

Re: 1) NOIP’s Charter of Demands vis-à-vis Conciliation proceedings signed on 28-04-2023 in the presence 

of Dy Chief Labour Commissioner (Central), Bhubaneshwar, 2) Non-invitation to NOIP for information 

sharing session.

➢ We are happy to learn that, today the in-service unions were called for the information sharing 

session on wage revision.

➢ NOIP being the only registered trade union of pensioners in LIC, was not invited for the said 

session. We lodge our strong protest.

➢ As per the conciliation agreement reached by NOIP with LIC on 28-04-2023, LIC was directed by 

the Deputy Chief Labour Commissioner, Bhubaneshwar, to forward the NOIP’s charter of 

demands to DFS for consideration.

➢ Offer of Single one-time ex gratia payment to pensioners and family pensioners of aged 70 and 

above (part of wage revision), again fortifies your continued “divide and rule’ policy, which we 

condemn. We demand this payment be made to all the pensioners and family pensioners 

irrespective of their age.

➢ Nothing is spelt out about the ex-gratia pension every month as part of pension updation.

➢ Any issue/offer concerning pensioners, should necessarily be discussed with NOIP, a registered 

pensioners’ union.

➢ We also expect you to come out with details of one-time ex gratia payment and exgratia pension 

every month, immediately, without keeping the pensioners in darkness any more. This situation 

of uncertainty does not augur well. The seniors who have built this great edifice with their sweat 

and toil have to be properly rewarded. 

We expect you to respect our feelings and remedy the situation and also to accede to our rightful demand 

of immediately calling NOIP for the talks in this regard.

We fervently hope that necessary action would be initiated immediately.

Re: Meeting with Joint Secretary, DFS.

The undersigned was on 3 days’ visit to Delhi from 23rd to 25th April 2024. It was planned to visit DFS on 

either of the 3 days. On 24th

, grand AGM of Delhi was held with packed attendance. With a skillful 

maneuvering by our Delhi activists, we were able to meet Dr. Prashant Goel, Joint Secretary (Insc), DFS

on 25-04-2024 at 2-45 pm and the meeting lasted for 15 minutes. The delegation was led by the 

undersigned accompanied by S/Shri. Arvind Mittimani, Org Secr, Rajiv Sharma, CC member and Subhash 

Raina, Secretary Delhi unit. We submitted our letter dtd 23-4-2024 addressed to the Secretary, DFS, 

which is appended herewith. Pointwise reporting is as follows￾1) Updation- We pointed out the dire need of updation saying, IBA at last, principally accepted the 

need for updation and granted interim relief. He quipped to say that where the pension 

updation has taken place in financial sector except, RBI? He did not deny the need for updation 

but indicated that it should start with banks.

2) OMOP- left over cases- We brought home the fact that ex-servicemen did not opt initially 

because there was a provision for only one Family pension, which was changed in 2013. Directly 

recruited engineers did not opt due to their ignorance. Hence, requested to offer all of these 

persons OMOP, whose number is less than 100. Moreover, LIC has already recommended. He 

gave a patient hearing and appeared to be convinced.

3) Increased pension to 80+- He did not offer any comments, though LIC is said to have 

recommended.

4) Double the FP up to age 67- We requested for approval since it is recommended by LIC. 

5) 50% of last pay as pension- We explained the anomaly and to adopt the central govt rule in this 

regard. He was non-committal.

6) Full pension for 20 years’ service- We explained the cases of ex-servicemen, SC, ST, OBC and DO 

recruits at higher age etc and requested for acceding to our request, quoting RBI notification

way back in 2013. He did not offer any comments.

7) OMOP to resignees- We quoted recent agreement in banks and requested to offer OMOP to 

such resignees in LIC, too. When we said such cases are in hundreds and mostly ladies who 

resigned due to domestic problems, he appeared to be inclined to consider in view of a few such 

cases.

8) 100% DR to pre 8/97 retirees- We again quoted the recent agreement in banks and further said

that the Delhi HC gave the truncated %, lesser than 100% neutralization in our case. He was not

averse to our request.

Regarding wage revision notification, he said that DFS is waiting for NOC from the Election

Commission and soon therafter it would be notified. We referred to the LIC’s press statement

saying more than 30000 pensioners would get the one time compensation, he asked what is

the number. We said around 70000. On our pointed query he asked to wait for the details of

notification but told that it would be on bank pattern.

He was very cordial and receptive and appeared to be considerate. We also told him that all the

issues have been discussed by us in detail with Shri. Saurabh Mishra, earlier JS in which meeting

Shri. Vinod Kumar, Under Secretary was present. He assured to look into.

NOIP will continue to follow up the issues till their logical conclusion.
