Dear Sir,

Re: - Certain Changes in our Group Mediclaim Policy

Our Group Mediclaim Policy, for the benefit of employees and Retired employees, was renewed with New

India Assurance Company Ltd for one year with effect from 01.04.2024 to 31.03.2025 (b.d.i) for a total

premium of Rs 864,53,88,000/- (including GST).

Recently, certain changes have taken place in the Health Insurance Industry but those have not been

incorporated in our policy conditions. The major two such important changes, amongst others, relevant

to our employees/retired employees are given below.

• Guidelines on providing AYUSH coverage in Health Insurance Policies vide IRDAI circular Ref:

IRDAI/HLT/CIR/GDL/31/01/2024 dated 31.01.2024, wherein it has been clearly stated to

consider AYUSH treatments at par with other treatments. The circular states that, the policy shall

also contain the parameters as well as procedure for enrolling AYUSH Hospitals/Day care Centers

as network providers for the purpose of providing cashless facility. The circular to come into

force w.e.f 01.04.2024, as mentioned in the said circular. But in our GMC Policy Bond at page no

18, vide serial no 4, where AYUSH has been explained, this provision has not been considered.

Moreover, the maximum reimbursement under AYUSH has been restricted to 25% of sum

insured during the policy period. This is not as per guideline of IRDAI circular as mentioned above.

• Cashless Everywhere: Till now a health insurance policyholder can get cashless treatment only

at network hospitals with whom the insurance company has tied up. If it is a non -network

hospital, the policyholder has to pay the entire amount from his pocket and then go through the

cumbersome reimbursement process. The General Insurance Council (GIC) in consultation with

general and health Insurance Companies has launched ‘Cashless Everywhere’ initiative to extend

the cashless treatment at all hospitals. Health Insurance policyholders can now avail of cashless

facilities even at hospitals that are not in the network of the insurers. The cashless facility at non￾network hospitals will be effective immediately as per General Insurance Council statement on 24.01.2024. Several Private General Insurance Companies e.g Bajaj Allianze, TATA AIG have

welcomed this proposal. Surprisingly, our Insurer NIA is silent on this issue till date. Hence, we

request “The procedure for availing cashless access service” as enumerated in page no 13 and

14 at serial no 4 of the same GMC Policy Bond should be suitably revised by our Insurer NIA

immediately by way of administrative instruction.

We, therefore, strongly urge upon you to take up the matter with the New India Assurance Company Ltd

at the earliest so that uniform procedure is followed throughout the country and due benefit is provided

to the employees and retired employees of LIC of India.

Copy of the relevant documents are attached for your ready reference.

With thanks and regards,

 Yours Sincerely,

 General Secretary

Dear Sir,

Re: One time ex gratia payment to pensioners/family pensioners.

This is further to our letter dtd. 7-5-2024 (enclosed herewith for your ready reference) regarding the

captioned matter. We appeal to you to review this matter afresh in view of the following valid reasons-

✓ We had demanded one time ex gratia payment on the eve of “Aazadi Ka Amrut Mahotsav” on

the lines of SBI.

✓ We were happy that you granted for pensioners of age 70 and above.

✓ We were waiting for monthly ex gratia in pension every month on the lines of Bank pensioners

but with improvement, pending pension updation.

✓ Joint Secretary, DFS (Insurance) during our meeting with him in Delhi on 25-04-2024 had

informed that LIC pensioners would get monthly ex gratia in pension on bank pattern.

✓ Now we have a strong feeling that what you granted on 7-5-2024 is the one-time ex gratia in

pension and that is in contravention to what JS, Insc confirmed to us.

✓ We strongly protest against this paltry offer.

✓ In the absence of monthly ex gratia in pension, this single payment should have been at least 5

times of what has been offered to all the cadres, right from Sweeper to ZM (Selection cadre).

✓ The amount granted, especially to Cl III and Cl IV retirees is insignificant, meagre and hurts their

self-esteem.

As such, we request you to review the whole matter afresh, keeping in view the above points

and grant at least 5 times of the quantum granted by you earlier for all cadres and ages (pending

pension updation).

The feelings of the pensioners have been hurt beyond repair and their self-esteem has been

disrespected by your act.

The whole fraternity of pensioners and family pensioners has become restive and we may

plunge into protest actions, if the remedial action is not forthcoming from your end.

We implore upon you to urgently review the whole matter in its right perspective and with the

urgency it deserves, and come out with a revised grant.

We await your positive response in the matter,

With thanks and regards,

Yours Sincerely,

 General Secretary

Dear Sir,

Re: Onetime payment of Ex gratia to those who got higher scale.

We thank you for having paid the ex-gratia to the eligible pensioners in the pension for May 2024.

✓ We observe that the pensioners who got higher scale are not treated as retired in higher cadre/

scale, but considered under the lower cadre for determining the amount of ex-gratia and paid less

accordingly.

✓ Suppose, an ADM who got DM’s scale during his last year of service, is considered as ADM to

arrive at the quantum.

✓ This is highly illogical and tends to play with the sentiments of the concerned retirees.

✓ You are fully aware that, to get the higher scale (higher cadre), one has to go through all the

modalities to get promotion, viz Special CR/Interview etc before getting the higher Cadre/Scale.

✓ Just because they don’t have more than 6 months’ service, they get higher scale and not

promotion.

✓ In all fairness, it is next promotion only. Hence, your action does not fit into any

logic/fairness/reasonableness/equity.

As such, we appeal to you to modify the payment module by considering such higher scale as promotion

to the next cadre, and arrange to pay arrears to all the pensioners affected by this faulty consideration.

In anticipation of your kind action,

With thanks and regards,

Yours Sincerely,

General Secretary

Dear Sir,

Re: Wage and pension arrears to those retired on or after 1-8-2022

This has reference to our various letters written to you after every wage revision for immediate

release of arrears to retirees/pensioners.

➢ Despite our earnest request to disburse wage/pension arrears to retirees

along with in service employees, no concrete action has been initiated to

ensure this.

➢ Same position is continuing for decades.

➢ Administrative instructions are being issued with a delay of several

months. Thereafter the operating offices take their own sweet time to

disburse the arrears, thereafter.

➢ Thus, a delay of 3-6 months will be there to disburse the arrears to

retirees/pensioners.

➢ Our repeated request to fix the deadline to operating offices (after

administrative instructions are issue by CO) for disbursement has fallen on

deaf ears.

In order to facilitate early disbursement, we request you to at least release the

administrative instructions (giving a deadline) in this regard and oblige.

Anticipating your earliest instructions,

With thanks and regards,

 Yours Sincerely,

Dear Sir,

Re: One time ex gratia payment to pensioners/family pensioners.

This has reference to our earlier letter dtd 5-7-2023 demanding lumpsum ex gratia payment to the

pensioners on the occasion of ‘Azadi Ka Amrut Mahotsav’, on the lines of “SBI SALUTE” offered by SBI to

their pensioners.

We are extremely happy to note that our genuine demand has been acceded to. It is also praise worthy

that higher amounts are granted for higher age and higher cadres to ensure equity. It would have had

been nice, if all the pensioners were granted irrespective of age.

We thank you for your kind gesture in this regard.

During our meeting with the Joint Secretary, Insurance, on 25-04-2024, he affirmed that LIC pensioners

would get monthly ex gratia pending pension updation, on the pattern of bank pensioners.

We are sanguine that LIC pensioners and family pensioners would get better ex gratia with monthly

pension, compared to bank pensioners, pending pension updation.

Since you have got approved the best wage revision with 16% weightage to the in-service employees, we

fervently hope that pensioners also would get a befitting monthly ex gratia, pending pension updation,

much more than what was granted to bank pensioners. All the pensioners and family pensioners who

have retired prior to 1-8-2022, are eagerly waiting for the above benefit.

We hope that the said instructions would be given from your end at the earliest.

With thanks and regards,

Yours Sincerely,

General Secretary

To all the members

ONE MORE FEATHER IN THE CAP OF NOIP- NOIP’s demand accepted

✓ You are aware that NOIP had written on 5-7-2023 (enclosed for ready reference) to the

Chairperson to grant on time payment on the occasion of Azadi Ka Amrut Mahotsav, on the lines

of “SBI SALUTE” (SBI granted one time payment to its pensioners/FPs of aged 75 and above).

✓ We are happy that our demand is accepted and LIC has granted one-time payment to our

pensioners/FPs.

✓ Payment is granted to those who are 70+ (we had demanded for 75+ on the occasion of Azadi

Ka Amrut Mahotsav), better than SBI’s offer.

✓ Amount of payment is almost double than that of SBI’s offer.

✓ Those pensioners and family pensioners who have completed 70 years as on 7-5-2024, are

eligible to receive this payment.

✓ Fair equity is ensured by giving higher amount for higher age and higher cadres.

✓ Payment is made to pre 1986 retirees too, which is a welcome step.

✓ Please note that this is nothing to do with pension ex gratia, as clearly assessed by Shri. C T

Joshiji. This is regarding Azadi Ka Amrut Mahotsav.

✓ As corroborated by the Jt Secretary, Insurance, during our meeting with him on 25-4-2024, we

are to get pension ex gratia every month to all the pensioners/FPs on the bank pattern pending

pension updation.

✓ We are sanguine that LIC may give better offer compared to banks as monthly ex gratia for all

those who have retired prior to 1-8-2022 (irrespective of age). This may also come through

administrative instructions, since the DFS has given clearance, as per the Jt Secretary’s

affirmation.

Let us wait for further developments in the matter.

With greetings,

Encl: As above

Yours Brotherly,

 General Secretary
