As planned the Second all India Conference of NOIP was held at Delhi with a big bang replete with unprecedented enthusiasm and joyfulness abound.
19-09-2019- The delegates from the length and breadth of the country started pouring in right from 12 PM and up to late night on 20th. 200 delegates with 64 spouses, from age 84 to 49 (VRS) arrived comprising pensioners of all cadres-
SDM-08, DM-33, ADM-40, AO-37, AAO-15, Dev Officer-23, HGA-25, ASST- 15, RC-03 and Sub Staff- 02-(including 14 lady delegates) –a fine blend of all cadres, indeed!

20-09-2019- The delegates were continuously pouring in to the venue till late midnight, which continued till 21st early morning. From 3 PM to 5 PM Secretariat meeting and 5-30 pm to 7-30 pm C C Meeting were held which went through the finer aspects of preparation and deliberated about the future set up of the organization. In both the meetings Shri.B.K.Sinhaji, Secretary, BMS and In-charge Insurance Sector unions of BMS was present and guided the deliberations. After the dinner from 9 PM to 10 PM, get together of spouses was arranged by Shri.Edlabadkarji wherein Sangeeta program was conducted by S/Shri. Dilip Shirurkar and Ulhas Purankar. Shri Suresh Dande, Amaravati who is a professional Hindustani Vocalist enthralled the audience with his singing. Spouses exhibited their singing talent one by one. The day came to an end by 10-30 pm.
21-09-2019- Inaugural Function- The inaugural session commenced at 10-00 AM. Dr.S.B.Sharan,President, NOIP, presided over. Shri.S.G.Elangadi, Working President, NOIP was also present. Shri.Anish Mishraji, Genl Secr, Delhi State BMS was the Chief Guest. Shri.B.K.Sinhaji, Secretary, BMS and In-charge Insurance Sector graced the occasion. Shri.Sudhakar Mishra, Working President, NOINO, Shri.Sudhanva Joshi, President, NOIDO, Shri.O.P.Rajoria, Convenor of General insurance pensioners’ union, Shri.Ashok Joshi, GS, NOIP were on the dais. The session started with BMS Shramika Geeta by lady delegates of Mumbai/Thane , S/Smt.Poonam Bajaj, Pratibha Dharmadhikari, Sumitra Mane,Sunetra Kotwal, Mangala Mandge & Meena Bhalerao.
This was followed by Deepa Prajwalana, Photo Pooja and BMS Flag Vandana. Kum.Lahari, daughter of our CC member Shri.Vidyardhi from Visakhapatnam rendered heart touching Invocation, which filled the whole hall with serenity and divine feeling.
Shri.Vilas Purkarji, Secretary, NOIP, welcomed the guests and the delegates and Shri.Ramji Dhumnae compeered the session in his inimitable style. Shri.Ashok Joshi in his introductory address dealt in brief the birth and growth of NOIP & brought home the dire need of pensioners being united, since pensioners have more issues. He told that though NOIP was a late entrant in LIC pensioners’ field, it has been espousing the cause of pensioners with top echelon of LIC management, meeting them at regular intervals. He detailed about the positive developments regarding 30% of Basic pay as Family Pension, Increased pension to those 80 years and above and 50% of last basic drawn as pension. These three issues are learnt to have been referred to the Finance Ministry with positive recommendation by LIC. He sought the help of BMS in clinching the issue of up gradation of basic pension with every wage revision. He assured the house that NOIP would continue to strive for the amelioration of the conditions of pensioners.
Shri.Sudhakarji Mishra appreciated the efforts of NOIP in heralding the cause of pensioners and assured his help in expanding the NOIP in North and North Central Zones. Shri. Sudhanva Joshi told that he has come to get the blessings of elders and not to address them and sought the help of delegates to get membership for NOIDO in their respective Divisions.
Shri O.P.Rajoria from New India Assurance, who was keeping liaison with the Finance Ministry on daily basis to clinch the issue of OMOP, exhorted the audience that general insurance retirees also join our struggle to achieve up gradation of pension with every wage revision. He assured the audience that he would liaise with the Ministry for this issue.
Shri.Anish Mishraji said that he has come to seek our blessings and not to advise, saying that retirees are all in Vanaprasthashrama. Then he elaborated about Late Dattopant Thengadiji’s birth centenary year from November 2019 to November 2020. Inaugural function of the celebrations is scheduled to be held at Nagpur which would be presided over by Shri.Mohanji Bhagwat of RSS on 10-11-2019 that would be cast live on TV. Samarop function would be held at Delhi on 10-11-2020. He called upon the delegates to celebrate the centenary as a great festival. BMS has planned various activities to fight the social evils such as casteism, inequality, parochialism etc and issues related to Paryavaran, throughout the year.
Dr Sharanji in his presidential address said NOIP has taken a small step to protect the nature by giving cloth bag to delegates, use stainless plates/bowls etc for serving food to delegates. NOIP is wedded to the discipline of BMS he averred. Shri.Suhasji Joshi proposed the vote of thanks. Inaugural session was concluded with the recital of Vande Mataram Geeta by Shri.Ulhasji Purankar.
Session-I- Started late at 12-00 pm and went up to 1-30 pm PM.
Then Shri.Ashok Joshi, GS rose to present his report and to start with he read out the obituary and the house observed 2 minutes’ silence as a mark of respect to the departed souls died during the last one year with a particular reference to the Union Ministers Late.Arun Jaitleyji who approved OMOP; Late Smt. Sushma Swarajji who always stood by the workers in Gulf countries in their distress, Late Babulal Gourji, ex CM of Madhya Pradesh who worked in BMS for the cause of labour, Late Manohar Parrikarji and Late Ananthakumarji.
Then he gave the full account of hectic activities carried out by NOIP, details of joint meeting of BMS unions in LIC held with LIC Chairman under the leadership of Shri.B.K.Sinhaji, positive developments of pension related issues, etc. The house applauded by giving its approval and GS report was accepted by the house. The report has already been circulated to you.
Shri.Sanjay Ramdasiji, Treasurer presented the accounts for the last two years (for 2017 report was submitted in Bhopal CC meeting) and thanked all the activists who successfully conducted the collection campaign, that enabled us to collect a big amount surpassing the target by more than 150%. He was all the praise for almost all the units have exceeded the target given to them. He gave clarifications regarding various queries raised by the delegates. He also informed that accounts for 2017 and 2018 have been duly audited by the external auditor and Income Tax refund received for 2017.
The house approved the accounts and gave a standing ovation to Ramdasiji for his excellent job (he fainted three times during the conference since his BP and blood sugar level had gone down).Then Shri.Ashok Joshi detailed the struggle of OMOP by BMS giving all the details as to how BMS faced challenges when Late Jaitleyji went to the USA for treatment of his illness etc. He averred Late Jaitleyji will always be remembered by the 44000 families of PF Optees of insurance sector. He also gave details of SC cases and as to why NOIP did not go to the Court etc. NOIP strongly believes that pressure should be built up by BMS on the Finance Ministry for up gradation of pension and for other pension related issues. NOIP expects the least from the SC.
Shri.O.P.Rajoria and Shri.Nair (NOIW/BMS leader from Delhi) were honoured since they kept perfect liaison with the Finance Ministry for OMOP and Shri.Nairji collected singlehandedly Rs Eleven Lakhs donation for BMS from PF Optees. The conference approved the formation of union for pensioners of general insurance companies. Shri.O.P.Rajoria, New India Assurance, Delhi was elected as Convener and Shri.S.K.Aggarwal, Oriental Insurance, Karnal as Co-Convener. Request was made to the NOIP to guide them in this regard.
Session- II- Re-assembled after lunch at 2-50 PM and continued up to 3-40 PM. Shri.Ram Dhumane gave a brief and wonderful introduction of Late Dattopant Thengadiji, founder of BMS since we are celebrating his birth centenary. Reporting by IPO Units and membership drive were taken up. The discussion was initiated by Dr.K.D.Deshpande, Organising Secretary. He appreciated the efforts of activists in increasing the membership. He further said- “We have less than 10% of pensioners as our members. By 2022 about 30-40% employees are going to retire. There is lot of scope for strengthening our organization. Each of the 1850 existing members should enroll at least 10 members. By 2022 NOIP should have a membership of 25000. We are all Jyestha Yuvaks. We can make it possible. Please draw a road map for the same.”

Session- IV- Started at 5-45 PM and continued up to 7-15 PM. Reporting by units continued. Thereafter
5 resolutions were taken up for discussion and after in depth discussion the same were passed by the
house with some amendments. The text of the resolutions passed is appended here below-
Resolution No.1
Up gradation of Basic Pension and 100% DR Neutralisation to pre-8/97 Retirees
NOIP has been demanding up gradation of basic pension with every wage revision by merging DR and with weightage and fixing the basic pension on stage to stage basis as is being done in case of existing employees (OROP in a simple language). We have also been demanding 100% DR neutralization to pre-8/97 retirees after doing away with the initial anomaly of giving half DR as per the 1995 pension regulations. Three High Courts in the country have decided the case in favour of pensioners. But the LIC management and GOI combine are engaged in the uncalled for litigation, making the age old pensioners to run from pillar to post in flagrant violation of National Litigation Policy announced by the UPA-II government. The conference calls upon LIC/GOI combine to withdraw all the litigations from the Courts and bestow the twin benefits as above on all the concerned pensioners, thus ensuring the parity amongst the pensioners irrespective of their dates of retirement, keeping in view rights conferred to the pensioners under Articles 14, 16 & 21 of the constitution of India.

Resolution No.2
Other pension related matters-
NOIP has been demanding the following amendments to LIC Employees’ Pension Rules, 1995.
a) Family Pension- As per recommendations of VI Pay Commission family pension was increased to 30% of last pay drawn and full pension given if one completes 20 years of service. For RBI pensioners, the Govt issued gazette notification dtd Jan 12-Jan 18, 2013, granting flat 30% of last pay drawn as family pension and full pension if 20 years’ service is completed. The conference demands the same to be adopted for LIC pensioners too.
b) Computation of Basic Pension- For computation of pension, average of last 10 months’ basic pay or 50% of last drawn basic whichever is beneficial to the retiree, is taken for Govt pensioners. This ensures un- anomalous situation if one retires in the intervening period of new wage revision. The conference vociferously demands the same rule to be applied to LIC pensioners as thousands of pensioners are affected due to the faulty method of computation of pension, being followed in LIC in such cases.
c) Increased pension to very old pensioners – Govt pensioners/family pensioners of age 80 and above get increased pension running up to 100% more for those reaching 100 years of age. The conference demands the same be granted to LIC’s Pensioners/ family pensioners too.

Resolution No.3
NOIP to be called for talks/negotiations on charter of demands
Over the last 12 years, NOIP has been insisting the LIC management to call NOIP to discuss the Charter of Demands submitted by it. Soon after the formation of NOIP, we submitted our first Charter.
Again in July 2017, NOIP submitted its charter of demands. Despite several letters, appeals and visits to Central Office, LIC did not care to invite NOIP for discussions. It is noteworthy that already the strength of pensioners has reached 55,000 mark and within the next 20 years the number may cross the number of in-service employees. And also pensioners have been subjected to lots of inconveniences like late credit= of monthly pension, abnormal delay in release of various payments to pensioners, mediclaim related issues and above all forcing the pensioners to seek legal remedy in respect of pension related issues. This has necessitated continuous talks with the management. Hence this conference urges upon the LIC to call the NOIP for formal meeting once in a quarter and also invite NOIP to discuss the charter of demands being submitted by it every 5 years, NOIP being the union registered under The Indian Trade Unions Act, 1926.

Resolution No .4
Shifting of NOIP’s Bank Account
At present the SB Account of NOIP is held in the Corporation Bank, Shivajinagar Branch, Pune. The Treasurer stays in Chinchwad Pune. The Bank is 20 kms away from his residence and it has become difficult to traverse such a long distance frequently for various transactions. Physical movement for seniors in big cities like Pune is a daunting task. Hence to facilitate the Treasurer, it is resolved to get the SB Account transferred from Shivajinagar Branch to Chinchwad Branch of Corporation Bank, Pune.

Resolution No.5
Amendment to Sections 12, 14 (a) and (16) of NOIP’s Constitution
NOIP has been growing fast year after year and the membership is almost doubled from the last Triennial Conference at Nashik. Secondly the pensioners’ folk in LIC are continuously on the rise and in the coming one decade the number of pensioners/family pensioners would exceed the total number of in-service employees in LIC. Hence the need has arisen to increase the number of total office bearers permissible in NOIP’s constitution. Accordingly the relevant sections are to be amended as follows-
Section (12)-The first sentence be amended as- “The Conference shall be the Supreme Body of the organisation consisting of delegates elected by the members on the basis of one delegate for 10 members or part thereof to a minimum of one from each Divisional/Zonal unit establishment within the territorial jurisdiction of offices of LIC of India and/or insurance industry.
Section 14 (a)- The Central Committee shall consist of office bearers and other members (not less than 10 and not more than 100), elected at the conference.
Section (16)- The organization can have a President, a Working President, not more than 9 Vice Presidents, a General Secretary, a Resident Secretary, not more than 4 Organising Secretaries, not more than 9 Secretaries, a Treasurer, an Assistant Treasurer.

Sangeeta Sabha- From 9 pm to 10 pm Karnataka vocal music program was arranged. Dr.Saraswati Vidyardhi, Head of the Dept of Music & Dance, Andhra University, Visakhapatnam and her daughter Kum Lahari, Radio artist gave a recital and enthralled the audience. They are wife and daughter of our CC member Shri.E.Vidyardhi of Vizag.
The curtains were down for the day at 10-15 pm.
22-09-2019- Session started at 9-30 am and continued up to 11 am. There was a feedback that the Treasurer did not present the accounts but did only analysis of donation collections on 21st. Hence Shri.Ramdasiji, despite his ill health again came on the stage to present the accounts. He presented the accounts and answered the queries of delegates and the house accepted the accounts.
Then Shri.Ashok Joshi detailed the mediclaim related and other issues and how the NOIP was successful in getting some genuine issues resolved. Regarding one more option to join the mediclaim scheme, ED (Per) has assured our delegation on 16-09-2019 that at the time of 18000 new recruits joining the LIC, one more option would be considered so that premium would not go up. We have pressed for free medical checkup, cash medical allowance, one more mediclaim policy for out-patient treatments etc. Chairman on 16-09-2019, emphatically denied to extend the Group Insurance Scheme to those retired prior to 01-04-2018 saying, if they do so premium will shoot up. However NOIP will continue its efforts and again take up this issue at the time of 18000 new recruits joining LIC and the scheme so that their argument may not hold much water. NOIP is also pursuing demands of festival advance, LTC for pensioners.

Election of new office bearers for next three years of 2019-2022- Shri.S.L.Burmanji was elected as the
Returning Officer. In his introduction to the subject Shri.Ashok Joshi told the house that threadbare
discussions were held in the Secretariat meeting and consensus is achieved about the next team. The
same was placed in the CC meeting soon thereafter and with some changes the list was approved by the
CC meeting. Then the Returning Officer called for the proposals from the house. Shri.A C Kulkarni
proposed the panel of office bearers including CC members. Same was seconded by Shri.R B Kulkarni in
toto. The Returning Officer called whether any other panel or individual proposals are there from the
house. Since no other proposals came forth, Returning Officer declared that the whole panel is accepted
and the house gave a big applause indicating their consent. Outgoing General Secretary thanked the
Returning Officer for the smooth conduct of the elections. Soon after that Shri.Suhas Joshi, Organising
Secretary came up on the stage and praised the services of outgoing GS & his team and detailed the
efforts made by Shri.Ashok Joshi to bring up the organization to such an enviable position and requested
the house to give a standing ovation to Shri.Ashok Joshi. Soon the house rose to applaud and the same
was accepted by Shri.Ashok Joshi with a folded hand. Shri.Suhas Joshi assured the outgoing team that
the new team would strive to take the NOIP to newer heights.
Memento- A nice silver coin was given to all the delegates to commemorate the Birth Centenary Year of
Late Dattopant Thengadiji, Founder of BMS. The said effort was duly lauded by Shri.B.K.Sinhaji.
Donation to BMS- NOIP had donated Rs.50000-00 in Pune meeting of felicitation in May 2019. As a
second installment, NOIP donated Rs. One Lakh to BMS for achieving OMOP.

Address by New GS Shri.Purkarji- Shri Purkarji said that he will try to live up to the expectations of all the members. He quoted an anecdote –“Nandaraj and Chanakya were at loggerheads since Nandaraj had insulted Chanakya. Chanakya wanted to avenge the insult. He was going through the forest road and saw a shepherd sitting on the rock and delivering justice. Chanakya was astonished as to how a shepherd could deliver justice. Valedictory Address – In his 45’ long address Shri.B K Sinhaji, Secretary, BMS & In-charge of Insurance Sector unions of BMS, touched all the aspects and here are the excerpts of his speech- “I congratulate the outgoing team for the successful conduct of the conference .Spouses too deserve the congratulations. Being the youngest delegate, I am lucky to attend this conference. Since BMS has recognized the problems of insurance sector, a separate Prabhari is designated and there would be focused attention on this sector and things move faster to address the issues of this sector. To clinch OMOP, BMS has visited the Finance Ministry more than 100 times. Daily I and our GS Virjeshji were getting umpteen numbers of phone calls and emails from the PF Optees. I know your aspirations/expectations. BMS tries its best to live up to your expectations. We saw many U-turns in the struggle for OMOP and ultimately succeeded due to Late Jaitleyji’s strong intervention. If BMS strives to solve issues at the Ministry level, things do make a move but difficult to clinch them. People’s perception is that BMS can prevail upon the NDA Govt. That is not the case since BMS is on agitation against the Govt in BSNL, Coal, Mining, Power, Steel, Oil and Banking industries. BMS does not wish to meet some of the Central Ministers but would compel them to solve our issues.
BMS has more than 8500 registered unions and NOIP is a just drop in it. We stalled closure of Durgapur Coal industry and thus saved hundreds of ancillary businesses dependent on it. You are all intellectuals, experienced and seasoned trade union activists. You have to expand your activity beyond insurance industry to serve the society at large. You have to actively participate in Save Public Sector agitation of BMS. In the 2107 mega morcha of BMS, dismal 360 delegates from the whole insurance sector participated of which NOIP was the biggest contingent of 98 for which we salute you. If such is the response, how do the insurance unions expect us to take up their issues at GOI level? LIC lost Rs.57000 crores in share market, due to merger of banks it lost Rs.17000 crores and infused about Rs.20000 crores in IDBI. You have to take up such issues of public concern/interest so that they support your cause too. I sincerely promise you that BMS will take up your issue of up gradation of basic pension with every wage revision.
BMS has passed resolution in its Executive meeting held recently regarding 1) Pension to all, 2) 1995 pension scheme in place of NPS, 3) 50% of last pay drawn as basic pension etc. In the said meeting labour Minister Shri.Santosh Kumar Gangwarji was also present.BMS has founded the Varishtha Nagarik Sangh under the leadership of Shri.Pimplapureji. The family system has been fragmented and hence the need of such a Sangh has arisen. Since NOIP has a limited scope for expansion, your active participation in Varishtha Sangh is solicited. You have cultivated the old discipline of NOIW-BMS and I am happy to see this. You should have stopped split of NOIW at various centres. You should support BLIAS/NOIDO at all centres to make them grow. BMS has 9 all India federations in insurance industry. Biggest union is of New Indiasince they merged with BMS with 7000 members with check off system. NOIP should agitate for socialissues, national issues and issues of insurance industry concerning the public. When we last met LIC Chairman, your GS Shri.Ashok Joshi took 80% of time to discuss your issues, he is very much concerned to serve you best. BMS unions in insurance industry should participate in all the BMS programs enthusiastically. BMS is not part of NDA Govt. BMS is fighting with the Govt in so many areas and ultimately we should win, since Govt is bound to listen to BMS. Presence of FM in your conference is not important. But your large presence in the conference should be taken into cognizance by the FM.
Anyway both FM and MOS for Finance are expected to attend the BMS meeting in Delhi to discuss various issues concerning financial sector. Your GS is constantly following up your issues with BMS and it is enough. Despite the absence of FM in your conference, your conference has been an outstanding success. You have to coordinate with pensioners of general insurance. Both can plan combined activity/agitation to clinch the issue of up gradation of pension. For mediclaim related problems, you can seek help of Shri.Rajoriaji of New India. Save public sector agitation by BMS is a great struggle ahead.
Please participate in big numbers in the convention to be held on 15-11-2019 at Delhi.PM has not conducted a single meeting of ILC (Indian Labour Conference). Shri.Anurag Thakurji is entrusted with the job of liaisoning with BMS on all issues. Wish you all the best for your future efforts in resolving your issues.”
Presidential address by Shri.Siddappa Elangadiji- “Conference is well conducted. I thank you all for giving solid support to the managing committees of the conference. Yesterday in one day we have collected more than Rs One Lakh. Financial discipline is the highest in NOIP. We met Shri.Jayant Sinhaji, the then MOS for Finance for our issues under the leadership of BMS. That time BMS leadership was under the impression that we are highly paid and hence we have no issues. I tried hard to convince Sinhaji and Virjeshji and at times fought with them for taking up our genuine issues. I give full credit of OMOP to Simhaji since he coordinated with BMS very nicely. Up gradation of pension should be achieved at any cost since it is our core issue. We will tour all over India and see that NOIP crosses 10000 memberships by 2022 in our next conference. We will participate actively in the Late Thengadiji Birth Centenary celebrations. We also plan study classes for our activists. I welcome the new committee of NOIP.

The conference came to be concluded by melodious and wonderful recital of Vande Mataram Geet by Shri.L N Sharmaji of Bengaluru. He enthralled the audience with his sweet and melodious voice which reverberated the whole atmosphere.
On both the days Shri.Ramji Dhumane compeered the proceedings with his excellent compeering skills.
Everybody gave mouthful of appreciations to the Managing teams for having arranged the conference wonderfully well for all the four days from 19th to 22ndh September 2019. Each one returned with a redoubled vigour and enthusiasm to work for NOIP and took inspiration to get involved in the service of the society at large. Thus we felt the fruitfulness of the conference in all ways.
