Formal Inauguration was done at 4pm by Shri Vasantrao Pimpalapure ( Gen Secretary of Varishtha Nagrik
Parisangh) by his mindblowing address. The session was attended by 30 members ( local activists + 17 Secretariat
members)
First session of Secretariat meeting started at 5.30 pm with Shramik Geet Sung by Shri Dilipji Mapara. For all
the sessions , Shri S G Elangadiji ( WP) presided over and Shri Ashokji Joshi and myself were on the dais.
Agenda No (4) After Wel Come by Gen Secretary, Obituary was performed for 10 NOIP members expired after last
Secretariat Meeting. Shri Ashokji Joshi paid rich tributes to our Founder Gen Secretary Late CY Kaleleji and told
many things about greatness of Kaleleji. Shri Prabir Kumar Mazumderji talked at length about contribution of
Late CDS Bipin Rawat in making our armed forces very strong. House observed 1 minutes silence in honor of all
Departed Members/ Dignitaries.
5) House gave approval to Shri Ram Dhumaneji ( Pune) for attending Secretariat Meeting. ( Every body knows that
Shri Dumaneji helped Shri Ramdasiji in performing his Accounts Jobs. )
6) Shri Maparaji requested all to give Self Introduction and then Reporting of activities started. All the participents
presented their reporting in respect to there contribution/ involvement in NOIP/BMS activities.
A) Shri Ashokji Gogate ( Mumbai/Thane) – Regular activist’s meetings are scheduled on 5
th of Every Month and are
attended by 20/25 activists ( 50% ladies). He urged that we should strive to get more membership of Direct
Recruits. Unit organized , Nurses Day, Ladies Programmes, Entertainment ( On Line) Programme.( Entertainment
programme was also attened by Ex- Ed Shri Nilesh Sathe.)
B) Shri S D Jawalkar ( Pune)- He said that , Initial Donation should be requested at the time of enrollment of
Member.
C) Dr K D Deshpande (Nagpur)- He is in regular contacts with Members and Non Members from Raipur, Bhopal
Divisions . He has also organized and guided Psychological On Line Work Shop for NOIP Members.
D) Shri Anil Patkey – (Mumbai/Thane). He is active in Think Tank group of Mumbai unit.
E) Shri Sudhir Pol – He took tours to Kolkata,Jaipur, Ajmer with Gen Secretary and to Kolhapur with Organising
Secretary.
F) Shri Satish Wate- (Nagpur)- He attended AGM of Nagpur and Amravati. He proposed District wise meeting In
Amravati Division. He conducted 8 Regional Meetings at Nagpur ( Which were attended by 90 members). Medi
Claim Assistance committee is formed at Nagpur/Amravati. Training imparted for submission of Existence
Certificate. He has Enrolled membership from Naxlite Area.
G) Shri Prabir Kr Mazumder (Kolkata)- In spite of Threats and Competition from other Groups, he collected
Membership and Donations from All the Divisions of East Zone. Many employees who are still In Service have also
contributed to Donations. He was instrumental for formation of NOIDO. With his persistent efforts , NOIP
Foundation Day was celebrated in East Zone and East Central Zone.
(H) Shri S R Joshi- (Pune)- Gives Greetings retiring Pensioners on last day of their Service.
(I) Shri M Bidarkundi ( Mysuru) – On the eve of NOIP foundation day , 4 members (Age 75 and Above) were
felicitated at Shimoga.
Second Day session dt 22nd Dec 2021.
Session started with BMS Geet sung by Shri Dhumaneji and Shri Ashokji Joshi. Reporting continued.
(J) Shri S K Saini ( Churu, Rajastan)- Undertook tours at Ajmer and Jaipur with Gen Secretary. Also he addressed
meeting of Gorakhpur unit with NOIP President Dr S B Sharanji.
(K) Shri Dilip R Mapara (Mumbai/Thane)- Arranging Regular meeting of Activists . Aurangabad and Nanded Units
were revived by his regular follow up.
(L) Shri D P Joshi ( Pune) Being Internal Auditor , checked all the accounts and certified that they are maintained
correctly.
(M) Shri S G Elangadi (Belgavi)- Distributed Food Packets to down trodden street Cobbelers in Covid Conditions by
collecting donations of Rs 3000/- each from NOIP Acivists in Vijapur City. He has enrolled 24 members by going
with Activists from Belagavi and Dharwad division. He has Regular contacts in South Zone. He suggested that NOIP
banner should be displayed at every LIC Divisional Office.
7) Summing up by Gen Secretary- Gen Secretary took review of all the reporting, specially on following points
a) Membership- It was reported that, today’s membership is 3477 from 74 centers. Our membership is being
doubled after every 3 years. It is likely to cross 4000 by All India Conference. . But we have no membership in 24
divisions and no committees in 33 divisions. He requested All Organising Secretaries to keep regular contact with
Divisional Office Bearers. Galaxy Of Performing Units.- In year 2019-20 Only Bengaluru Unit appeared in Galaxy. In
year 2020-2021 as many as 9 units confirmed their position in the Galaxy. Now there are 15 units in Galaxy Of
Performing Units. It is expected that all 15 units will continue in Galaxy up to Aug 2022.
B) Donations Collections- We have collected an amount of Rs 25.46 lakhs from 437 members and 27 centers.
C) Participation in BMS Programmes- Following Units ie Dharwad,Delhi, Gorakhpur, Jabalpur, Nagpur, Nashik,
Nanded, have participated in various programmes.
d) Collection of Data- It was received from 28 centers. Outstanding performance was shown by Shri Prabir Kumar
Mazumder in collecting data. For this purpose he was felicitated with shawl.
e) NOIP foundation Day- It was celebrated physically at 10 places with 200 participants and virtually at 13 places
with 328 participants, Total being at 23 places with 528 participants.
f) Approval to Divisional Committees- Approval was given to committees of (1) Ajmer (2)Lucknow (3) Cuttack (4)
Bhubaneshwar units and Shri Sudhanshu Ranjan Das from Bhubaneshwar was inducted as CC Member.
8) Accounts Related Matters- a) Accounts were submitted by Treasurer Shri Ramdasiji and approved by house.
Shri Ashokji Joshi appreciated treasurer in keeping accounts up to date on day to day basis.
b) Treasurer gave information about donations sent by NOIP to Central/ State BMS on different occasions and
also in National calamities.c) The subjects regarding (1) reduction of Subscription fee for Family Pensioners and
(2) initial donation to be requested at the time of enrollment of membership were discussed. House opined that ,
as we are not insisting any donation from Family Pensioners , no reduction in subscription to be done. However ,
stray cases where Family Pensioner is unable to pay requisite subscription may be referred to NOIP HQ. Also it was
decided to request/insist initial donation from regular pensioners at enrollment. Nagpur and Satara are two
divisions where maximum members are paying initial donation. House congratulated both units.
d) The subject of Petty Cash to be kept with Divisional Units was discussed at length. Keeping petty cash should be
optional and the person dealing with it will be required to submit monthly statement to Treasurer. Some members
insisted for petty cash to be kept with Divisional Units and some members said that , as the reimbursement of
Exp Bills is done very fast , there is no necessity for Petty Cash. Shri Ashokji Joshi requested house to understand
Human Element behind this demand. He said that decision be taken in ensuing CC Meeting as stakeholders will be
attending it .It was also suggested to allow Petty cash to DO units on Demand and Merits.
e) House expressed its satisfaction over Accounting Systems. Shri Elangadiji suggested to have Financial
Committee to take decisions in Un Routine matters. Shri S R Joshi suggested that the Financial committee to
include one member each from all the Zones .. Shri Bidarkundiji suggested that decisions in Un Routine matters
be taken by Planning Group.
f) On line filling of Membership form( without remittance link) was accepted and Treasurer was requested to
proceed in the matter. Shri Ashokji Joshi spoke on this subject and assured the house that some concrete step will
be taken after consulting IT expert.
g) Class of Eligibility of TE – It was decided to allow 2nd AC for Secretariat / CC Meetings and 3rd AC for All India
Conference. In case of Urgent Tours , Air Fare will be allowed. It was decided that tour programme of office bearer
should be pre sanctioned from Gen Secretary and Tour Report to be submitted while claiming Tour Bills.
H) It was decided not to insist for NOIP’s share in Thengadiji Shatabdi Contribution .
9) Pending Issues- Gen Secretary gave detailed information about Memorandum dt 20/10/2021 submitted to DFS
, discussions held on 23/11/2021 with DFS and discussions held with ED(P) on 16th Dec 2021.
10/11/12) Regarding Structure of NOIP Office Bearers and allotment of posts, house accepted all suggestions.
13) Organisational Matters - As there is only one Zonal Committee, it was decided to close it forthwith. The
principle of One Person One Post was accepted . By this suggestion it will be possible to induct New and Young
Activists in Central Committees and Secretariat. Shri Ashokji Joshi requested all to conduct meetings properly
(Physical or Virtual ). He urged activists to work unitedly without groupism. Shri Wateji gave micro tips to conduct
meetings at Divisional Level
14) CC Meeting with Study Class.- It was decided to organize Physical CC Meeting for 1.5 days and Study class for
1.5 days. Shri S R Joshi , on behalf of Pune Unit declared their redyness to arrange above meeting at Pune.
Tentatively it was decided to hold said meeting/ workshop in Mar/ April 2022.
15)Third Triennial Conference- It was decided to hold said conference in Sep/ Oct 2022 at Puri/ Bhubaneshwar.
Approximately 350 to 400 delegates are expected for Conference. Gen Secretary called Shri Umesh Chandra
Mohanty of Bhubaneshwar who accepted responsibility of holding Conference at Puri/ Bhubaneshwar
16) WhatsApp Groups - It was decided to use NOIP Core Group and Secretariat Group only for NOIP/BMS cause.
Any member sending other post will be given one warning and if repeats then will be removed from Group.
17) Use Of Hindi – As per message from Dr S B Sharanji, all are requested to use Hindi in official groups.
18) Indiscipline – All were requested to maintain discipline/decency while in Meetings or In Whatsapp Groups.
19) Insurance Sector Unions- Information was given about formation of Insurance Union’s Federation. It was
decided to depute young activists in Conference at Baroda.
20) Constitution/ Reconstitution of Committees - Following committees were declared.
a) Charter 2022 Committee- S/ Shri . C T Joshi, Belgavi, Chairman,( Members) KT Hemanna, Mysuru, MP Chavan,
Delhi, MA Kulkarni, Mumbai, SM Wate, Nagpur.
b) Mediclaim Committee- S/Shri. VK Dutta , Pune, Chairman, (Members) MA Kulkarni, Mumbai, Partha Chatterjee,
Kolkata.
c) Legal Committee- S/Shri. AG Bhat, Bengluru, Chairman (Members) Adv AK Choudhary , Kolkata, AB Deshpande,
Satara.
d) Disciplinary and P&IR matters Committee- S/Shri. KT Hemanna, Mysuru, Chairman, (Membrs) CT Joshi, Belgavi,
SM Wate, Nagpur.
It was suggested that Chairmans of above committees to be called to CC Meeting as Invitees. Accepted by House.
21) Organisational Tours- House gave approval to tours of Office bearers for Preparation of CCM/ All India
Conference and other organizational matters. It was also suggested that Divisional President/Secretary to
accompany in tour of Gen Secretary.
22) Any other matter with permission of chaira)Shri S R Joshi suggested that there should be separate cell for Ex Servicemen Members. It was accepted by house
and responsibility was entrusted to Shri Prabir Kumar Mazumder as In Charge and Adv AK Choudary as Dy In
Charge of said Cell. Gen Secretary assured that he will request all Divisional Secretaries to send information of Ex
Servicemen Members in there unit, to Shri Prabirji Mazumder.
b) Shri Maparaji talked about Union’s Social Responsibility and requested members to connect themselves to
some constructive social activity/ NGO .
c) Dr KD Deshpande suggested for Divisional Level Physical study circle for Activists . Shri Satish Wateji supported
this suggestion and said that , the participants should be given information about formalities to be completed on
death of our member, so that nominee gets pension in time.
As there was no other matter to be discussed, meeting was concluded with Presidential Address by Shri S G
Elangadiji. He appreciated Gen Secretary for keeping account of individual performance of all Office Bearers and
Members.He Congratulated Organising Secretary Shri Prabir Mazumdar for organizing various programmes in two
Zones and accepting responsibility of forming Cell for Ex- Servicemen Members. He honoured entrie team of
Nagpur Unit for goog arrangements for Secretariat Meeting.
Gen Secretary Shri Vilas Purkar gave vote of thanks to All Secretariat members for their active participation in the
meeting. He thanked Nagpur team for The Best arrangement and felicitated Shri VN Upasani ( Secretary Nagpur
Unit ) with shawl on behalf of Nagpur Team.
