Talk with Shri.Girish Aryaji, Secretary & Financial Sector Incharge

Tonight at 10-15 pm I could be able to link with Shri.Aryaji. He was at

Bhubaneshwar airport to return to Delhi.

At the outset, he expressed his regret for having absented from attending the

Surat conference of NOIP, due to unexpected visit to J&K and stressed due to

continuous travel.

He confirmed that since April until now, he has met the Joint Secretary (Insc),

Addl Secretary & Secretary (DFS) to arrange for clearance of pending issues of LIC

pensioners among other issues pending at DFS (Dept of Financial Services). Addl

Secretary & Secretary (DFS) have reported recently. He has been insisting to

immediately issue gazette notification for family pension on the banking pattern

and to approve OMOP to left over Ex-Servicemen and directly recruited SEs.

Since Shri. Aryaji felt that there is a lethargy in movement of files, he even

approached Madam FM. He promised that he would again follow up to hasten the

gazette notification and other approvals.

As per his request, tomorrow I will be again sending another letter giving brief

details of pending issues addressed to FM.

Please rest assured that we will constantly keep liaison with the BMS leadership

and with Shri.Aryaji for hastening the process.

To all the OBs, CC members and Divisional Secretaries

The first meeting of HQs committee was held on 20-09-2022 on Google Meet. Meeting was presidedover by Shri.Vilas Purkarji, WP & attended by S/Shri. D R Mapara, P K Mazumder, G L Bhat, Aravind

Mittimani (Camp- Ireland), Sushant Hadas and myself. Following decisions were taken.

1) NOIP Foundation Day on 10-10-2022

a) Those units whose AGM is due can have AGM either physical or through Google Meet and

celebrate the foundation day

b) Those units who have already conducted AGM, have to arrange meeting to celebrate eitherphysical or virtual meeting.

c) To call any All-India Office bearer in charge who stays nearby.

d) They may also invite any senior member of Noip at their place as guest.

e) Meetings can be arranged at District HQs under the Division.

f) If held physically, ATC hall, DTC Hall, Conference Hall in the DO or Sports and Recreation Hallor local BMS office can be preferred to avoid heavy expenses.

g) High tea can be given to the attendees. Expenses of tea would be reimbursed from NOIP.

2) BMS PSU Rally at Delhi on 17-11-2022

a) It is better to depute delegates from nearby divisions such as Delhi, Meerut, Agra, Ajmer, Jaipur,

Lucknow, Gorakhpur totalling about 80. Delhi-30, Meerut-15, Agra- 25, Ajmer-5, Jaipur- 2,

Lucknow-5, Gorakhpur 10, All India President, Working President & GS may also participate.

b) Stay arrangements will be made by NOIP; Though BMS may make stay arrangements, being

senior citizens, it is advisable to make our own arrangements. Meerut and Agra delegates cancome on 17th and leave same day. Rally timing is 10 am to 4 pm. Stay arrangements will be madefor delegates other than Meerut and Agra.

c) TE- Meerut and Agra can hire private bus/TT etc depending upon number of participants. Otherscan book AC 3-Tier in train who come from Jaipur, Ajmer, Lucknow, Gorakhpur etc.

d) Necessary food arrangements will be made by NOIP.

e) Outstation participants except Agra and Meerut can report by evening on 16th November andcan start back by 17th night.

f) All the travelling expenses as above would be reimbursed from NOIP.

g) Monitoring will be done as follows￾Delhi – S/Shri.Aravind Mittimani, S.K.Saini and M.P.Chauhan

Jaipur, Ajmer- Shri.S.K.saini

3) All the official messages, letters and circulars from NOIP will, hereafter be issued on the NOIPletter head duly signed by the GS to maintain uniformity, discipline and to avoidconfusion/varying versions by many OBs.

4) All tours to outstation centres will be approved and monitored by the HQs committee. Though

Divisional units may invite the OBs of their choice, approval be taken. They have to inform theGS and GS in turn obtains the concurrence of the HQs committee.

5) Tours approved- a) Amaravati- 10-10-2022- Shri.V.K.Duttaji will attend to take session onMediclaim, b) Jabalpur- 10-10-2022- Someone from Nagpur may attend, c) 5-11-2022- AGM of Udupi- Shri.Ashok Joshi will attend.

 DUTIES & RESPONSIBILITIES 

 {BROAD – GUIDELINES} 

(A) VISIT TO WELL SET UNIT :-

(i) To attend AGM of unit and address as representative of NOIP HQ, to cover then relevant issues 

and NOIP current activities etc in address. 

(ii) To attend (on demand) any other Meeting / Event activity undertaken by unit for guidance. 

(iii) Stealing some time of visit he/she should hold special Meeting of that Unit activists at Visit

Place on organization expansion matters, strategies to be adopted, followed by Question & 

Answer session. 

(B) VISIT TO NEW UNIT OR UNIT INSIGHT :- 

(i) To visit and hold meeting of all Members covering all relevant union matters, activities in 

address. To prepare unit for 1st AGM, guide on how to conduct AGM. To help unit to prepare 

Adhoc working committee to carry out union activities till 1st AGM. 

(ii) To move with couple of Activists to meet some retirees opinion makers who can come to our 

fold for increasing membership. 

(iii) To keep with you names & mob. No. of activists you met /talked for contacting in future, for 

Follow up / Feedback on organization building issues. 

MISC :- Common for both above 

(a) To make courtesy visit to Sr. DM leading NOIP delegation. 

(b) To take round of DO depts., BOs at place with local activists to meet prospective retirees to

 make them feel presence of NOIP. 

(c) To meet Sr. Members +75 or +80 to built up organizational rapot. 

(d) To meet ailing member, hospitalized or discharged. 

(e) To meet family members of pensioner who died in recent past or to meet pensioner who 

 recently lost his family members. 

(f) To sort out / give solution to misc issues / problems faced by unit on spot or in consultation 

 with HQ. 

(g) To guide unit to keep proper organizational record such as MEMBERSHIP REGISTER, VARIOUS 

 Meetings Minutes register, Month wise DOB register for giving birthday greetings, 

 org. correspondence / important papers-file & lastly Box File Or Ord. File for keeping photo 

 copies of Membership Forms after sending original forms to HQ. 

(h) If two or more others bearers are visiting the same unit and addressing the meeting, they 

 should Decide the topic on what they address.

JEEVAN SAAKSHYA - USER MANUAL

 New Users / First Time Users

Android – Using AADHAR XML 

You may submit the digital existence certificate online by following the steps given 

below:

1. Download and install the “Jeevan Saakshya” Mobile Application from Google 

Play Store.

2. Accept the terms and conditions of the application and allow the app to use 

SMS, Camera, Storage and Location for the seamless journey.

3. Enter your mobile number or E-mail address to register in the application. 

Kindly note this is a one-time registration process.

4. An OTP will be sent on your mobile number or email address to complete the 

registration process. Kindly verify the OTP by entering the same in the mobile 

application screen when prompted for.

5. Once the OTP is verified, the registration step is complete. Now, the 

application will prompt you to set a 4 digit “m-pin” for subsequent use of the 

application. You need to remember this m-pin if you want to use the 

application. In case, you forget the m-pin, then there is an option given “forgot 

m-pin”, which you may use to reset the m-pin.

6. Once logged in, please click on “Add New Policy” button for request to 

generate certificate against your staff pension ID.

7. Please fill the Pension ID/Number, Your Date of Birth, Type of Pension as 

“Staff Pension” and click on “Submit”.

8. An OTP will be sent on your mobile number which is registered in our 

records for disbursing your pension. Kindly, verify the OTP by entering the 

same in the mobile application screen when prompted for.

9. Upon successful verification, your Pension details will be displayed on the 

screen. Select the check box for the pension number against which you wish 

to submit existence certificate.

10. Click on the camera icon in your device to initiate the process of capturing 

your selfie.

11. Adjust the view of camera, till the green circle appears on the screen. Once

green circle is appeared, the camera button will be enabled to click selfie.

12. If the face photo has been captured properly, then click on next button for

further Aadhaar verification.

13. You will be redirected to next screen Aadhaar XML download page, where

click on “Download AADHAR Button” to proceed.

14. Enter your AADHAR Number ,enter the security code (Captcha) and click on

SEND OTP.

15. An OTP will be sent on your mobile number which is registered with

AADHAR. Keep the OTP ready and enter the same in the mobile application

screen in the next step.

16. Create a 4-digit share code as per your choice which will be used later for

verification of the downloaded AADHAR XML file. Also, put the OTP which

was received after completing the step 14.

17. AADHAR xml file will be downloaded automatically in your download folder.

The downloaded file may get attached automatically in the mobile application

for uploading. Else, click on “Attach File” option to upload the file manually.

Also, enter the 4-digit share code which you have created in step 15.

18. Once Aadhaar XML gets uploaded successfully, Aadhaar details will be

verified. On successful verification, the request of the certificate will be

submitted and digital existence certificate will get generated.

19. You may view the status of your request with the image of Digital Existence

certificate in the “View Certificate” tab in the mobile application.

20. Before exiting the application, enter your valuable feedback about your

experience on using the application or its processes.

Android – Using DigiLocker

You may submit the digital existence certificate online by following the steps given

below:

1. Download and install the “Jeevan Saakshya” Mobile Application from Google Play

verification, the request of the certificate will be submitted and digital existence

certificate will get generated.

Note: In Apple Phones (i-OS), authentication is available through DigiLocker only

Existing Users

For both Android and i-OS

Please Note the following Points:

1. If the Jeevan Saakshya Application is already installed in your phone, then please

open Google Play Store/Apple App Store.

2. Type Jeevan Saakshya in the search box and open the screen where the app

details are displayed.

3. If you see an “update” button on the screen; then please update the

application. This is required for updating your application to the latest version

before using it.

4. If you see an “open” button on the screen, then your application is up to date to

the latest version and is ready for use.

5. If the Jeevan Saakshya Application is not installed in your phone then please

download the application from the below given links:

7. The procedure for both android and i-phones remains the same (as mentioned

above in the sections for new users) till capturing of the selfie of the pensioner.

8. If the pensioner has submitted his/her digital existence certificate in the

year 2021-22 through the Jeevan Saakshya Mobile Application and the

same has been approved, then this year the authentication through

AADHAR will not be required as a step. The application will directly match

the pensioner’s current selfie with that of previous years’ selfie which was

stored in our records and generate the digital existence certificate.

Alternatively, you may also take the help of your family member/ friend to get your

life Certificate submitted against your pension id. The mobile application has

been enabled with “Facilitator” Tab to take the help of another person to get your

certificate submitted.

Kindly note that all the steps will be same as mentioned above for android/i-os

users in the user guide except the following:

Step 3: Mobile number or email id of the person who is helping you is to be entered for

registration process of the application.

Note: All other OTPs pertaining to addition of pension number and verification of AADHAR will

be sent to the pensioner’s mobile number which is registered as per records of LIC and/or

AADHAR. No OTP will be sent on the mobile number of the helper/facilitator other than

registration process.

Medi Claim Policy for the year 2022 – 23.

Re : Medi Claim Policy for the year 2022 – 23.

The Personnel Dept of Central Office LIC has issued a circular ref : CO/Per/ER-A/286/2022 on 08th

March, 2022, where in it has been proposed – 1) Option to increase the Family Floater Total Sum

Insured (Basic+Optional) upto Rs.75 Lakhs and 2) One time option to add Independent Children – Son

or Daughter - whether Married or Unmarried – whether employed or not - up to Age 45 in our

Mediclaim Policy. Also the Circular has published the Tentative Premium rates for the year 2022 – 23.

Final Premium Rates will be known only in the first week of April.

Please note the following points :

1. That there is NO CHANGE in the Basic Sum Insured. For Category I it is Rs.10 Lakhs;

Category II it is Rs.6 Lakhs and for Category III it is Rs.5 Lakhs.

2. A Pensioner will continue to be in the same Category in which he was at the time of retirement.

3. Optional Sum Insured was first time introduced from Policy year 2012-13.

4. From 1-4-2022 option is given to increase the total Sum Insured upto Rs.75 Lakhs.

5. Those who have NOT exercised the Option to increase the Sum Insured earlier, can also

exercise the option and choose the Total Sum Insured from their Basic Sum Insured to Rs.6L,

8L, 10L, 12L, 15L, 20L, 25L, 30L, 40L, 50L and 75Lakhs.

6. Form to exercise this option is in the above circular, which is sent separately with this circular.

7. Option for Increased Sum Insured form along with Form A giving full details of the Family

members covered, to be covered wef 1-4-2022 is to be submitted to Office.

8. Option once exercised cannot be revoked. Only when any person covered under the policy goes

out of the coverage (either by Death / Crossing the Age), the Total Sum Insured can be reduced

to next lower Sum Insured from next Policy year.

9. The Cover to Independent Children shall cease on expiry of employee / retired employee and

spouse of deceased employee or retired employee.

10. From the Policy year 2018-19 option to include Independent Children was allowed till their

Marriage. Full premium to be borne by the Pensioner.

11. From 1-4-2022, vide above CO Circular Independent Children can be added / continued upto

their Age 45 years irrespective of their marital status.

12. For adding such Independent Children (Son & or Daughter) Form A should be submitted to OS

Dept of respective Divisional Office.

13. Sons/Daughters who are abroad can also be added in our MediClaim Policy. But reimbursement

of Claim is available only for treatment taken in India, as per our Medi Claim Policy conditions.

14. The Last date for submission of 1) Option to Increase Sum Insured and 2) Option to Add

Independent Children is 25-03-2022.

Our take on the above CO Circular :

1. We advise Pensioners / Family Pensioners to add their Independent Children (Sons and/orDaughters), who are below 45 years, in their Medi claim Policy – whether they are covered by

their respective employer or not. This is because, the cover by their employer may not be to the

tune of Cover offered under our MediClaim Policy.

2. Marital Status for Independent Children is totally removed. Even married Sons / Daughters can

be added.

3. There is no restriction of number of Independent Children to be added.

4. This Option may not be given again. (We are experiencing the same for those who are left out

of Medi Claim / who did not include their Parents/Parents-in-Laws when option was given.)

5. Every body has to work out his own Tentative Premium for the year 2022-23. Use Table A

premium rates for Self and Table B premium rates for Spouse, dependent / Independent

Children. Option may be exercised for Increasing Total Sum Insured of their choice(as listed in

5 above). It is always better to opt for Highest Sum Insured. (we have worked out a case of a

Retired DM and in his case the increase in the Premium is less than Rs.10/- per day for

increasing the Sum insured from Rs.50 Lakhs to Rs.75 Lakhs for Pensioner+Spouse).

6. So we can say there will be increase in Premium on THREE counts viz. a) likely increase of

25% premium as compared to last year; b) if Sons/Daughters are added; c) if option is exercised

to increase the Total Sum Insured.

7. In future if Insurer allows reimbursement of Medical expenses for treatment taken outside India

then one requires highest Sum Insured. Hence exercise the option to increase the Total Sum

Insured Judiciously.

General Information :

1. Sharing of Premium by LIC : Sharing of Premium is for Basic Sum Insured only.

A) For In-service Employees : LIC bears 75% of Premium of BSI in respect of Employee,

Spouse and Two Dependent Children. So employee will bear 25% of the Premium for BSI.

B) For Retired employees (Pensioners) : LIC bears 75% of the Premium of BSI in respect of the

Retired employee and Spouse. Two Disabled and Dependent Children also get the benefit of

Sharing of Premium for BSI by LIC. So a Pensioner is required to bear 25% of Premium of

BSI.

C) Premium in respect of : a) Additional (Optional) Sum Insured b) For Parents, Parents-in￾Laws and c) Independent Children added to the MediClaim Policy :

is to be fully borne by the Employee / Prensioner.

2. Under Definitions section (G) of the Policy Document item number 7 defines

CONTRIBUTION as : Contribution is essentially the right of the Insurer to call upon other

Insurers, liable to the same insured, to share the cost of an indemnity claim on ratable

proportion.

3. Whos is a Dependent Child : It is defined under item 19 of the Definitions (G) of the Policy

Document as :

a) Legitimate / legally adopted children;

b) Male child up to the age of 21 yrs and up to age 25 years of age if unemployed;

c) Unmarried / Widowed / Divorced Female child depending on and staying with the employee;

on Marriage / remarriage of such child cover will remain for THREE months or Policy expiry

date, which ever is earlier;

d) Mentally Retarded and e) Physically Handicapped children fully dependent on the

employee / retired employee;

f) Dependent children upto age 25 yrs studying abroad during their visit to India, provided the

Premium in respect of such children are paid.

g) Financially dependent on the employee / retired employee and their income is not more thanRs.10,530/- pm.

4. The attention of the Members is also invited to Conditions (H) section Serial number 5 of the

Policy Document on CONTRIBUTION which is as under : If 2 or more policies are taken by an

Insured Person from One or More insurers to indemnify treatment costs, the Insurer (NIA) shall

not apply Contribution clause, but Insured Person shall have the right to require a settlement of

his/her claim from any of his Insurers.

a) In all such cases the NIA is obliged to settle the Claim without insisting on Contribution, if it

is within Sum Insured.

b) If the amount of Claim is more than the Sum Insured under this Policy, then the Insured

Person shall have the right to choose Insurers by whom the Claim is to be settled. In such cases,

the Insurer(NIA) may settle the claim with Contribution clause.

c) Except in benefit policies (like LIC's Jeevan Aarogya), the insured person shall be

indemnified the Hospitalisation costs, as per Policy terms and conditions.

Hence, Insured Person must disclose such other insurances held by him at the time of

making Claim under the Policy.
