Submission of memorandum to Shri.Hiranmay Pandya ji, President, BMS at PUNE

Shri.Hiranmay Pandyaji, all India President, BMS was in Pune today to attend the meeting of Shram

Shodh Mandal. From NOIP, the undersigned and Shri.Ram Dhumaneji, our Treasurer, attended this

meeting. After the meeting was over, we took the opportunity to meet the President, BMS. We

discussed our pending issues at DFS and handed over the copy of our letter dtd.24-09-2022 addressed to

the FM. We urged upon Shri.Pandyaji to intervene in the matter and to exert pressure on the FM to

hasten the process of gazette notification for enhanced family pension and approval of other pending

issues at DFS. He assured that the letter will be forwarded to the FM with remarks from BMS. He also

assured that he will talk to Shri.Girish Aryaji, In- charge, Financial Sector, urging the latter to take

immediate follow up action in the DFS.

Shri.Pandyaji expressed his happiness about the growth and activity of NOIP.

The meeting lasted for 20 minutes.

Respected Madam,

Sub: Pension Revision on OROP basis and related issues of Pensioners of LIC.

This has reference to our earlier letters dtd.15-6-2019, 02-01-2020, 19-07-2020, 7-10-2020, 17-4-2021, 

08-06-2021, 1-10-2021, 20-10-2021 & 23-11-2021 regarding the captioned subject. We are sorry to note 

that there is no response from your Ministry. Since the said matters are pending for satisfactory 

resolution for decades, we request your personal intervention in the matter. We iterate the issues here 

below in short for your ready reference.

1) Pension Revision and Pension related issues

A) Revision of pension with every wage revision of in-service employees- Pension has not 

been revised right from 1-8-1987 creating a huge difference in the gross pension of 

those retired soon after 1987 and those retiring now. Hence there is a dire need to 

revise the pension on OROP (One Rank One Pension) basis.

B) Revision of Family Pension- Same is the predicament of family pensioners. Request for 

revising the family pension at 30% of the last pay drawn by the retiring employee, 

without any ceiling.

C) Computation of Basic pension- To obviate the faulty and anomalous method of 

computing the pension, we request for the amendment “50% of last 10 months’ average 

pay or 50% of latest revised pay at the time of retirement, whichever is favourable to 

the retiring employee.

D) Enhanced pension to super senior pensioners- Increased pension of 20%,…..100% to 

those who are 80 years and above.

E) OMOP (One More Pension Option)- Less than 100 PF Optees (Direct recruit 

Superintending Engineers and ex-servicemen, appointed in 1995-1997) have been

denied one more option of pension in 2019. We request for approval to offer pension 

option to these hapless retirees, too.

(F) Full pension for service of 20 years or more- Full pension to be given to all those who

complete the service of 20 years or more, analogous to RBI pensioners.

(G) OMOP (One More Pension Option) to those retirees of less than 55 years of age- Due

to a funny provision in LIC of India (Staff Regulations) 1960, a very few retirees were not

given OMOP option though they had completed 20-36 years of service, simply because

they took voluntary retirement before the completion of 55 years of age. When LIC

Employees’ Pension Rules provide pension to all those who complete 20 years’ service,

equitability demands that these left-over retirees deserve a fair treatment and they

also, may please be offered OMOP.

(H) Increased Family pension in case pensioner dies before 67 age- In the event of an

unfortunate death of an employee or pensioner before the age of 65 yrs, the relevant

rule should be amended as “Double the normal family pension or 50% of the last pay

drawn, whichever is less, payable for 7 years or till the employee or pensioner would

have attained the age of 67 instead of 65 years”. This age limit was fixed when the

retirement age was 58 years. Hence it requires to be increased to age 67 years

immediately. Your intervention in the matter is requested.

We reliably learn that B, C, D & E above have already been recommended to you 3 years

back for your kind approval.

Hence, we implore upon you to give your accord to all the above pending issues at A to H,

since all of them are inter related to pension anomalies; so that further anomalies should

not crop up. If all the eight issues are approved as a package and accordingly if LIC Pension

Rules are amended to that effect, the LIC pensioners would remember you forever for your

said kind gesture.

You are aware that in the Surat conference on 14-09-2022, resolution was passed changing the name of

Divl units from IPO….. to NOIP………Unit.

Accordingly, please find enclosed the specimen letterhead prepared for Nashik Dn. Kindly note the

2) Other divisions have to change the name of division

3) Where there are more than one division in a place like, Mumbai, Kolkata, Bengaluru, Pune etc,

you have to type- Kolkata Unit, Kolkata or Bengaluru Unit, Bengaluru etc (In place of Division)

4) You have to type name of your President and Secretary and below their names their mob

number

5) Please note that Divisional Secretary is called “Secretary” & not General Secretary

6) Banner also should be prepared in flex with the same wordings as given on the top of

letterhead.

7) Forthwith old banner and letterhead should not be used.

Maintenance of NOIP Treasurer group

Treasurer group was created by Ex Treasurer Ramdasiji for smooth running of accounting activities till

the receipts are issued from the HQs. I had quit the group years back since I was not connected with that

activity. After my taking charge as GS, I was again added in the group. Today a lot of misunderstanding

and confusion is created with a lot of tweets which are not warranted. Once the online payment starts

there would be little utility of this group. Till such time, to sort out the unmatching credits into our bank

account, the group’s necessity still continues.

It was made clear that only the activists who are involved in enrolling members at grass root level and

those who are associated in remitting the payments into bank account and who monitor with the

treasurer, are to be necessarily added in the group. Hence it was left to the discretion of Divisional

Secretary. If Divl committee is formed, necessarily Divl Secretary has to be added in the group. In

addition to this, whoever the Divl Secretary feels, is to be added, has to be conveyed. In order to serve

the purpose for which the group is formed, the following clear instructions are issued￾1) If Divl committee is formed, Divl Secretary is to be added in this group.

2) In addition to (1) above, Divl Secretary, if he feels, can give more name/s of those actually

involved in the above-mentioned activity.

3) If Divl committee is not formed, the respective activist/All India OB in charge of such unit/CC

member of that place, if available, has to name the person for adding in the group.

4) Care should be taken not to give the name of person who is not connected with this activity.

5) The names and contact numbers of the persons to be added in the group, may please be

whatsapped to the Asst Treasurer, Shri.Sushant Hadas, on his mob number 9869024078.

6) Those who are already in the group and who are not connected with the above activity, are

requested to exit honourably, without taking it as an affront on their personal prestige. (Lest the

very purpose of this group is defeated)

Talk with Shri.Girish Aryaji, Secretary & Financial Sector Incharge

Tonight at 10-15 pm I could be able to link with Shri.Aryaji. He was at

Bhubaneshwar airport to return to Delhi.

At the outset, he expressed his regret for having absented from attending the

Surat conference of NOIP, due to unexpected visit to J&K and stressed due to

continuous travel.

He confirmed that since April until now, he has met the Joint Secretary (Insc),

Addl Secretary & Secretary (DFS) to arrange for clearance of pending issues of LIC

pensioners among other issues pending at DFS (Dept of Financial Services). Addl

Secretary & Secretary (DFS) have reported recently. He has been insisting to

immediately issue gazette notification for family pension on the banking pattern

and to approve OMOP to left over Ex-Servicemen and directly recruited SEs.

Since Shri. Aryaji felt that there is a lethargy in movement of files, he even

approached Madam FM. He promised that he would again follow up to hasten the

gazette notification and other approvals.

As per his request, tomorrow I will be again sending another letter giving brief

details of pending issues addressed to FM.

Please rest assured that we will constantly keep liaison with the BMS leadership

and with Shri.Aryaji for hastening the process.

To all the OBs, CC members and Divisional Secretaries

The first meeting of HQs committee was held on 20-09-2022 on Google Meet. Meeting was presidedover by Shri.Vilas Purkarji, WP & attended by S/Shri. D R Mapara, P K Mazumder, G L Bhat, Aravind

Mittimani (Camp- Ireland), Sushant Hadas and myself. Following decisions were taken.

1) NOIP Foundation Day on 10-10-2022

a) Those units whose AGM is due can have AGM either physical or through Google Meet and

celebrate the foundation day

b) Those units who have already conducted AGM, have to arrange meeting to celebrate eitherphysical or virtual meeting.

c) To call any All-India Office bearer in charge who stays nearby.

d) They may also invite any senior member of Noip at their place as guest.

e) Meetings can be arranged at District HQs under the Division.

f) If held physically, ATC hall, DTC Hall, Conference Hall in the DO or Sports and Recreation Hallor local BMS office can be preferred to avoid heavy expenses.

g) High tea can be given to the attendees. Expenses of tea would be reimbursed from NOIP.

2) BMS PSU Rally at Delhi on 17-11-2022

a) It is better to depute delegates from nearby divisions such as Delhi, Meerut, Agra, Ajmer, Jaipur,

Lucknow, Gorakhpur totalling about 80. Delhi-30, Meerut-15, Agra- 25, Ajmer-5, Jaipur- 2,

Lucknow-5, Gorakhpur 10, All India President, Working President & GS may also participate.

b) Stay arrangements will be made by NOIP; Though BMS may make stay arrangements, being

senior citizens, it is advisable to make our own arrangements. Meerut and Agra delegates cancome on 17th and leave same day. Rally timing is 10 am to 4 pm. Stay arrangements will be madefor delegates other than Meerut and Agra.

c) TE- Meerut and Agra can hire private bus/TT etc depending upon number of participants. Otherscan book AC 3-Tier in train who come from Jaipur, Ajmer, Lucknow, Gorakhpur etc.

d) Necessary food arrangements will be made by NOIP.

e) Outstation participants except Agra and Meerut can report by evening on 16th November andcan start back by 17th night.

f) All the travelling expenses as above would be reimbursed from NOIP.

g) Monitoring will be done as follows￾Delhi – S/Shri.Aravind Mittimani, S.K.Saini and M.P.Chauhan

Jaipur, Ajmer- Shri.S.K.saini

Agra, Meerut, Lucknow and Gorakhpur- Shri.Vilas Purkar

3) All the official messages, letters and circulars from NOIP will, hereafter be issued on the NOIPletter head duly signed by the GS to maintain uniformity, discipline and to avoidconfusion/varying versions by many OBs.

4) All tours to outstation centres will be approved and monitored by the HQs committee. Though

Divisional units may invite the OBs of their choice, approval be taken. They have to inform theGS and GS in turn obtains the concurrence of the HQs committee.

5) Tours approved- a) Amaravati- 10-10-2022- Shri.V.K.Duttaji will attend to take session onMediclaim, b) Jabalpur- 10-10-2022- Someone from Nagpur may attend, c) 5-11-2022- AGM of Udupi- Shri.Ashok Joshi will attend.

(A) VISIT TO WELL SET UNIT :-

(i) To attend AGM of unit and address as representative of NOIP HQ, to cover then relevant issues 

and NOIP current activities etc in address. 

(ii) To attend (on demand) any other Meeting / Event activity undertaken by unit for guidance. 

(iii) Stealing some time of visit he/she should hold special Meeting of that Unit activists at Visit

Place on organization expansion matters, strategies to be adopted, followed by Question & 

Answer session. 

(B) VISIT TO NEW UNIT OR UNIT INSIGHT :- 

(i) To visit and hold meeting of all Members covering all relevant union matters, activities in 

address. To prepare unit for 1st AGM, guide on how to conduct AGM. To help unit to prepare 

Adhoc working committee to carry out union activities till 1st AGM. 

(ii) To move with couple of Activists to meet some retirees opinion makers who can come to our 

fold for increasing membership. 

(iii) To keep with you names & mob. No. of activists you met /talked for contacting in future, for 

Follow up / Feedback on organization building issues. 

MISC :- Common for both above 

(a) To make courtesy visit to Sr. DM leading NOIP delegation. 

(b) To take round of DO depts., BOs at place with local activists to meet prospective retirees to

 make them feel presence of NOIP. 

(c) To meet Sr. Members +75 or +80 to built up organizational rapot. 

(d) To meet ailing member, hospitalized or discharged. 

(e) To meet family members of pensioner who died in recent past or to meet pensioner who 

 recently lost his family members. 

(f) To sort out / give solution to misc issues / problems faced by unit on spot or in consultation 

 with HQ. 

(g) To guide unit to keep proper organizational record such as MEMBERSHIP REGISTER, VARIOUS 

 Meetings Minutes register, Month wise DOB register for giving birthday greetings, 

 org. correspondence / important papers-file & lastly Box File Or Ord. File for keeping photo 

 copies of Membership Forms after sending original forms to HQ. 

(h) If two or more others bearers are visiting the same unit and addressing the meeting, they 

 should Decide the topic on what they address.
