Re: Mediclaim related issues

This is further to our physical meeting with you on 19-10-2022 in your chamber, wherein we discussed 

various issues confronting the retirees including Mediclaim related issues. You were so kind enough and 

concerned about our welfare. We were overwhelmed with your warmth.

We regret to inform that the issues raised by us, especially regarding Mediclaim, still continue to be 

unresolved. They are briefed hereinbelow for your kind information and necessary action.

1) a) TPA MDIndia is still continuing to harass the claimants especially seniors. For all 

reimbursement (not cashless hospitalization) cases, they are insisting on KYC details. It is to be 

noted that LIC reimburses the claim amount after getting credit from the TPA. LIC maintains the 

KYC details of all the retirees and credits the reimbursement amount to the bank account of 

retirees. As such, we fail to understand, as to why MDIndia TPA insists KYC in each case before 

releasing the claim amount to LIC. We request your intervention in the matter and advise the 

TPA not to insist on KYC.

 b) Secondly, TPA MDIndia has been playing a mischief regarding cash receipts of medicines 

bought. Though all the original bills are attached with the claim papers, either they deduct the 

amount of medicines bought or they call for original bills though they are sent already with the 

claim papers. This is nothing but willful harassment of the seniors, giving them mental torture.

Please find the letter of one such recent claimant, Shri. Sanjay Ramdasi (who happens to be our 

all-India office bearer) which makes our point clear to you.

2) One more option to be given to all, to join the Mediclaim scheme, since this opportunity is not 

given ever since 2012.

3) Those who resign due to self ill health, to be continued to be covered under the scheme without 

any cut-off date.

4) Free medical check up be offered to the retirees, every year.

5) One more group Mediclaim policy be offered to cover OPD expenses including dental treatment 

or substantial amount of Cash Medical Benefit be given.

6) Minimum compulsory cover be increased substantially due to ever rising inflation.

In addition to the above, the other improvements requested by us, vide our letter dtd.15-01-2023

addressed to the ED (Personnel), (since enclosed) may please be considered favourably.

Report of the Secretariat Meeting held at Pune on 7th & 8th August 2023

As scheduled, the Secretariat meeting was held in a farm house “Mounty River” near Pune for 1.5 days.

Out of 36 all India OBs/observers, 27 could attend. They are- S/Shri/Smt. Mapara, Gogte, P.Phadke & M 

A Kulkarni from Mumbai; Chatterjee & Mazumder from Kolkata; Purkar & Dr.Ghare from Nashik; Wate & 

Dr.Deshpande from Nagpur; G L Bhat, Malshetti from Bengaluru; Ramesh from Hyderabad, C T Joshi 

from Belagavi; Santosh Bhat & Umarani from Dharwad; A.Sharma from Agra, A.Srivastava from 

Gorakhpur; Mittimani & Saini from Delhi; Ashok Joshi, Hadas, Dhumane, Ramdasi, Edlabadkar, Jawalkar, 

Anagha Sant from Pune. S/Shri.Guneshkumar, Bengaluru and Arup Dasgupta, Kolkata had to cancel their 

tickets due to personal inconvenience. S/Shri.Mohanty, Bhubaneshwar and Mahapatra, Cuttack could 

not attend since their flight was cancelled. Remaining five OBs had expressed their inability to attend, at 

the outset.

7-8-2023- Session I- 3 pm to 5-30 pm

Meeting was presided over by Shri. Vilas Purkarji, Working President. In a serene, calm atmosphere and 

on the bank of river, meeting started at 3 pm with invocation by Shri. Saini ji followed by Photo Puja, 

obituary and self introduction. Shri. Edlabadkar ji compered.

The undersigned gave a detailed reporting of events/activities after Surat conference and till date for 

more than an hour. They are briefed here below through bullet points-

➢ NOIP’s meeting with Joint Secretary, DFS Shri.Saurabh Mishra on 2-3-2023

➢ Constant follow up by NOIP through BMS

➢ Latest developments in the financial sector- 1. Updation of pension for 

pensioners/family pensioners of RBI in June 2023 (as on 1.11.2017, means up to 31-10-

2022), 2. Pension updation to NABARD pensioners/family pensioners in 2 stages- one 

from 2019 as on 1.11.2012 (means arrears are payable for more than 4 yrs) and 

updation as on 1.11.2017, effective from June 2023.

➢ Family pension enhancement for Regional Rural Banks wef 1-4-2021.

➢ Constitution of high-powered committee by the FM to report regarding pension 

updation of SBI pensioners and also of PSU Banks

➢ Instruction by FM to the IBA (Indian Banks’ Association) to conclude the 12th Bipartite 

Wage agreement due from 1-11-2022, before 30th November 2023.

➢ IBA signed the minutes with UFBU (United Front of Bank Unions) granting 100%

neutralization of DR (Dearness Relief) to those retired prior to 1-11-2002.

➢ These are all positive developments in the financial sector and indicate that many

pending issues would be resolved before December 2023.

➢ During NOIP’s meeting with Joint Secretary, DFS, Shri. Bansal ji on 12-7-2023, we got an

indication that there would be developments after the closure of parliament session.

The undersigned further dealt with the 3 major pending issues with LIC viz, one more option to join

Mediclaim scheme, considering ADO period of DOs for calculation of gratuity and pension & GIS for all.

And called upon the participants to suggest the future course of action to pursue these issues. After

discussing threadbare, the following action plan was decided.

Action Plan 1- Those who have missed Mediclaim cover have to send mail addressed to Chairperson

under to copy to respective SDM and NOIP, requesting one more option. (Draft letter will be provided

by the HQs).

Action Plan 2- Similarly, all retired DOs have to send mail to Chairperson under copy to respective SDM

and NOIP, requesting ADO’s period to be counted for gratuity and pension calculation, if not taken into

account, while settling the terminal benefits. (Draft letter will be provided by the HQs).

Action Plan 3- All pensioners, who are denied GIS (Group Insurance Scheme) due to cut off date 1-4-

2018 and who are less than 75 years of age, have to send email to Chairperson under copy to respective

SDM and NOIP. (Draft letter will be provided by the HQs).

Session II- 6 pm to 9-30 pm- Organisational matters

The discussion was initiated by Shri. Purkarji. He analysed the enrolments after Surat conference, unit

wise, saying Mumbai unit has enrolled in double digit every month. Others also have performed well.

But Galaxy units (enrolling every month without gap) were 27 in September 2022 which number is

reduced to 12 in July 2023. It is a matter of concern. He also gently reminded the office bearers about

their area of operation, which were decided in the new Secretariat meeting in Surat conference. Tours

by OBs in their allotted area, are to be undertaken vigorously for the growth of membership. Concern

was expressed about the least activity in Kerala & Tamil Nadu States, Satara, Kolhapur, Dehradun,

Meerut, Raichur, Udupi, Vadodara, Surat, Ajmer, Jaipur, Lucknow etc and other units where committee

is not formed.

Thereafter reporting of organizational activity was done by all the participants. The outstanding activity

by Amaravati, Agra, Sambhajinagar (Aurangabad), Raipur, Machilipatnam, Delhi was hailed. As usual

Mumbai, Nashik, Pune, Nagpur, Bengaluru, Hyderabad, Nanded, Dharwad, Belagavi, Gorakhpur have

been active all through. After formation of all the divisional units in the North East, the activity has

picked up there. Activity has also been picked up at Patna, Jabalpur, Jammu, Kanpur etc. Visit to mofussil

branches by Pune and Dharwad units has given rich dividends which may be replicated by other units.

Nashik unit is already doing well in all mofussil centres, since group of activists is there in all big places.

Overall, more stress was laid on frequent organizational tours by all India OBs to Divisions and by

Divisional OBs to mofussil branches under their division for increasing the membership.

Concluding the discussions on organizational matters, the undersigned explained the essence of 1) real

time communication, 2) organizational tours for growth (not only attending meetings/AGMs) & 3)

regular meetings of activists at divisional level. These 3 are the important activities to keep the unit

active, vibrant and ever growing. He called upon all the all India OBs to undertake organizational tours

for at least 4 days in a month in their allotted area.

Two conventions- To have a focused approach in solving the issues related to retired development

officers and ex-servicemen, it was decided to have two separate conventions-

1) Convention of retired development officer members- Will be held in Agra in the month of

March-April 2024 (depending upon the dates of general elections). About 100-125 retd DO

members may participate.

2) Convention of Ex-servicemen members- Will be held in Kolkata in September 2024. About 70-

80 may participate. Secretariat meeting may also be held along with.

With this session came to an end at 9-30 pm.

8-8-2023- Session-III- 0930 to 1000 hrs- A/cs was submitted by the treasurer Shri. Dhumane from

January to July 2023 and accepted by the house after discussions. Approval was given to buy a cupboard

to keep our records. Cupboard will be kept in BMS office Pune. A suggestion came to buy a second

laptop for the use of Asst Treasurer Shri. Hadas, since he does not have his own laptop. The decision is

kept in abeyance. We have already purchased a laptop and printer last year, which are being used by the

treasurer Shri.Dhumane. Shri. Wateji suggested that initial donation should be taken more than the

minimum Rs.1000. Since the organization has grown, expenses are also on the high. The undersigned

agreed to the suggestion and called upon the participants to insist upon more donation at the time of

enrolment, since the retirees are getting Rs. 50 lakhs to one crore as terminal benefits. Minimum

Rs.11000-00 to be insisted from those retirees who belong to the BMS family during their service tenure

and from others also, wherever possible.

Session- IV-Digitisation- 1000 hrs to 1130 hrs- Shri. C T Joshiji, Chairman of digitization committee

briefed about the digitization journey, saying, with a minimum cost we digitized our operations including

reconciliation of accounts. On 1st August, Shri. Ramdasiji could reconcile the accounts as on 31-7-2023.

He clarified the queries raised by the participants. Shri. Santosh Bhat, an IT savvy person, explained as to

how we could save cost by taking the services of MSG91 for sending SMS messages and emails. The

undersigned said that digitization has been a boon to us and that, being admin, he can see real time

basis enrolments made time to time and other details, wherever he is and whenever he wants. He

thanked the digitization committee members and the developers for making it user friendly.

Shri. Santosh Bhat suggested to remove the CO/ZO from the drop-down box and that division name be

used which enrolls the member of CO/ZO.

Session-V- Any other matter- 11-45 to 12-15 hrs

• Dr K D Deshpande, Nagpur reported that L-20 meeting at Nagpur was a grand success and NOIP

activists participated actively and even collected Rs.60000+ as donation, remitted to NOIP

account and out of which Rs.51000 was donated for the said programme. He attributed the

success to digitization of NOIP’s account; since they collected donation from more than 90

members sitting at the comforts of home.

• Shri. G.L.Bhat from Bengaluru said that they greet their members on phone on their birth days

and collecting donation at their will and there is a great response.

• Dr Ghare of Nashik, suggested reimbursement of TE for members attending annual general body

meeting of the unit/division. GS said this can be discussed in the CCM at Mysuru.

• It was suggested that reimbursement of expenses should be routed through the concerned

Divisional Secretary. This was accepted by the house.

• Shri. Ashok Gogte mooted the idea of giving NOIP Bhushan Prashasti to a well performing unit.

• Shri. Phadke of Mumbai suggested to have a liaison with ED (MF) for investing by the members

in LIC MF.

Session- VI- Valedictory- 1215 to 1245 hrs

Shri. Vilas Purkarji, Working President gave a presidential address. He said summing up-

• Our balance sheet is satisfactory.

• Preparation for the meeting by the Pune activists is very fine.

• We collected donations for Delhi conference but not for Surat conference due to sufficiency of

funds.

• We should go personally for canvassing, since online canvassing does not build the relationship.

• NOIP BHUSHAN PRASHASTI can be thought of.

• When we have funds, why we should not move out on organizational tours for the growth of

membership.

• We should not be a WhatsApp union.

• In meetings of NOIP, necessarily 3 photos to be kept on the dais- of Bharatmata, Vishwakarma &

Late Thengadiji. Meeting should start with Photo Pooja and with BMS Geet. This is a must, which

should be followed religiously by all the units of NOIP.

Vote of thanks was proposed by Shri. Prabir Kumar Mazumder, All India Organising Secretary, Kolkata in

a befitting way and standing ovation was given to all the Pune activists, who were present in the

meeting.

Re: Pending pension related issues

This is further to our various letters regarding the captioned matter. It is a matter of great concern that 

till date notification for family pension enhancement has not been notified. We had met the Joint 

Secretary (Insc) on 02-03-2023 and again on 12-07-2023 under the leadership of BMS, Central Office to 

follow up the pending pension related issues at the DFS.

It is note worthy that the pensioners/family pensioners of RBI got the second updation of pension as on 

1-11-2017; and 2 days back pensioners and family pensioners of NABARD got the updation -first one 

effective from 1-3-2019 and second one effective from 12-6-2023.

The efforts are afoot to consider the pension updation for the pensioners of PSU Banks, since the high-

powered committee is formed by the finance minister to deal with the issue, giving deadline for the 

submission of report.

As such, we urge upon you- to recommend 1) the updation of pension and family pension, if not done 

already, 2) full pension for 20 years’ service, 3) pension option for resignees (whose number may be less 

than 1000 to the DFS. We also implore upon you to pressurize the DFS for granting their immediate 

approval for other pending issues (supposedly recommended by the LIC) such as -1) One more pension 

option to the few left over cases of ex-servicemen and directly recruited SEs, 2) Computation of pension 

at the rate of 50% of revised basic at the time of retirement, 3) Increased pension to those aged 80+ , 4) 

Double the family pension up to age 67 yrs, in case of death of the pensioner & 5) Enhancement of 

family pension to 30% of last pay drawn without ceiling.

It is to be seriously taken note of, that pensioners/family pensioners have become impatient, having no 

mood to wait any further.

Now the atmosphere is conducive, since the finance ministry has approved pension updation to the 

pensioners in the financial sector. Hence, we entreat upon you to vigourously take up the matter with 

the DFS, to get their accord to all the 8 pension related issues referred to hereinabove.

Re: Meeting with Shri.Mukesh Kumar Bansal, Joint Secretary (Insurance)

You are already aware that the undersigned decided to camp in Delhi for pursuing the pension related

matters with DFS and arrived in Delhi yesterday, on 11th. Immediately visited the BMS office with our

office bearers in Delhi. Contacted Shri.Girish Aryaji and Shri.Aryaji sought an appointment with Joint

Secretary (Insc), which was confirmed today and scheduled at 3 PM today itself. The delegation was led

by Shri.Girish Aryaji, Secretary & In Charge of financial sector unions of BMS and accompanied by S/Shri.

Ashok Joshi, GS, S K Saini, VP, Arvind Mittimani, Org Secr and Rajiv Kumar Sharma, Central Committee

Member. As already informed earlier, S/Shri.Suchindra Mishra, Addl Secr (Insc) and Saurabh Mishra,

Joint Secretary (Insc) are transferred out of DFS. Shri.Mukesh Kumar Bansal has taken charge as Jt.Secr

(Insc) recently.

Shri.Aryaji introduced the delegates to the Jt Secr. At the outset he thanked Shri.Bansalji, for latter’s

quick action in facilitating FSEs to be called for ADO’s interview, who were not allowed (after being

called) to attend the interview on flimsy grounds. Initiating the discussions on pending pension related

issues, Shri.Aryaji expressed his anguish over the inordinate delay in notifying family pension

enhancement notification and also of other pension related issues (including OMOP to the left over 80-

90 persons) recommended by the LIC. Shri.Aryaji further told that when there is no liability on the

exchequer (self-sufficiency of pension fund with LIC), the delay on the part of DFS is not understandable.

The undesigned again handed over the letter dtd.25-2-2023 addressed to the FM, for his ready

reference, about the 8 issues related to pension, out of which 5 issues have been recommended by LIC.

It is also brought to his notice that more than 95% family pensioners are ladies, most of whom are

getting a pittance as FP. When Modiji’s govt has been striving to help the women folk to come out of

their plight, why the LIC’s family pensioners are being denied their rightful enhanced FP, we asked.

Shri.Bansal ji had a quick reading of our letter to FM and confirmed that he is aware of our issues and

also got a brief from the Under Secretary. He agreed that there is a delay in DFS which could have been

avoided and that the movement of file was not paced up due to so many reasons. He sincerely agreed

that the movement of file could have had been geared up; and that soon after taking charge, he is

seized of the urgency of the matter and already submitted a brief note to the ministry. He equally

shared our concern and assured that he would take up the matter to a logical conclusion at the earliest

possible time. On a pointed query by the undersigned as to whether any clarification/further input is

pending from LIC, he clearly told that nothing is pending at LIC’ s level.

He was quite candid and more assuring. We were impressed by his sincerity and concern about our

pending issues and we hope that he would deliver the goods in a reasonable time frame without

allowing the matter to be stretched unduly, any further. Undersigned also made it a point that we

should not be compelled to meet the finance minister imploring her intervention, for which he assured

that the situation does not warrant, for he would take care.

Shri.Aryaji has assured us that he would try to meet the Secretary, DFS after a week and that he would

pursue the matter vigourously till the notification is issued. We will be in constant touch with Shri.Aryaji,

who has taken up our case with all the seriousness.

After seeing off Shri.Aryaji, we met Smt.Pratibha Singh, ED (Liaison) who is a liaison between LIC and DFS

and who is well versed with our issues, since she was the Chief (Per), CO. She was also part of our

discussions when we met Shri.Patnaikji, MD, on 19-10-2022 at CO. We discussed with her all-pending

issues at DFS and LIC for almost 45 minutes and she was kind enough to explain the continuous efforts

made by her in following up the pending issues at DFS.

We are sanguine that there may not be undue delay henceforth and expect the file to move swiftly,

taking the matter to a logical end at the earliest possible time.

It was my intuition and your strength which guided me to immediately visit Delhi for follow up at DFS.

Sincere thanks to BMS and to Shri.Aryaji for arranging the meeting with DFS within 24 hours. Our

meeting at this crucial juncture created considerable pressure on the DFS which gave the impetus for

the forward moving of the file.

We assure you that we will be in constant touch with the BMS to ensure a constant follow up and to get

the desired outcome at the earliest.

BHARAT is celebrating its 75 years of independence.

To celebrate and commemorate this historic anniversary, Government of India has come out with an

initiative of AZADI KA AMRIT MAHOTSAV.

This celebration is dedicated to the people of India who have strived in bringing India this far.

We at LIC also, cherish the invaluable contributions of the senior employees who are aged 75 years and

above in building this mammoth life insurance giant.

It will be apt to recognize and acknowledge their committed contributions during their service on this

happy celebration of Azadi Ka Amrit Mahotsav.

In view of this, we request you to kindly honour these seniors aged 75 years and above with a suitable

one-time lump sum payment to the pensioners and family pensioners too.

We are sure that you will appreciate our request to celebrate Azadi Ka Amrit Mahotsav with a gift to

the seniors. (Pensioners and family pensioners both of age 75 and above)

This gift will be more meaningful and pertinent to the pensioners and family pensioners, in pendency

of pension updation and enhanced/revised family pension.

Flash news about family pension enhancement notification

Just now I had a phone call from Shri.Girish Aryaji, Secretary and Financial Sector In charge of BMS.

You are aware that Shri.Aryaji has been following up our pension related issues with the DFS (Dept of 

Financial Services) since more than 3 years, relentlessly. He had met the Secretary, DFS, Shri.Vivek Joshiji 

on 10-05-2023. Incidentally in his chamber, S/Shri.Suchindra Mishra, Addl Secretary, DFS (Member of 

Board of Directors, LIC, as a govt nominee) and Mukesh Kumar Bansal, new Joint Secretary, DFS, were

also present. Hence it was a good opportunity and Aryaji expressed his concern to them over the 

inordinate delay in notifying enhanced family pension and other related pension issues recommended 

by the LIC.

Aryaji met the DFS officials again on 18-5-2023 urging urgent notification.

For a final follow-up, Shri.Aryaji met the DFS officials again on 29-5-2023. He was glad to inform that all 

the hurdles have been cleared and all clarifications have been obtained by the DFS. He has also 

demanded the immediate notification on FP with a retrospective effect and other related issues. 

Shri.Aryaji, emphatically told that now there won’t be any delay henceforth. He expressed his 

confidence that any moment (from today onwards) the notification is expected. He also assured me that 

he would be in constant touch with the DFS, till the notification is released.

With this development, I am sanguine that the long wait for notification, is going to be over very soon.

We express our gratitude to Shri.Aryaji and to BMS Central Office for their support and follow-up and 

facilitating the NOIP to achieve the pending issues resolved at the DFS.
