 MINUTES OF CC MEETING HELD AT MYSURU on 4th & 5th December,2023

Date: 03-12-2023

Arrivals-From 6 am to 11 pm, the delegates from throughout the country were pouring in by Rail, Bus,

Air and own cars. Different batches of Mysuru activists were ready, right at 6 am at the two designated

places viz Manipal Hospital Circle and Mysuru railway station. Hats off to the activists who ensured the

safe arrival at the venue of each and every delegate. Their services were lauded by one and all.

Place/Unit wise number of delegates is as under￾Agra-3, Berhampur-1, Belagavi-6, Bengaluru-9, Chennai-1, Cuttack-1, Delhi-4, Dharwad-6, Ernakulam-1,

Hyderabad-3, Jabalpur-2, Kanpur-2, Karnal-1, Kolhapur-2, Kolkata-5, Kottayam-2, Mumbai-7, Mysuru-4,

Nagpur-5, Nanded-3, Nashik-8, Pune-11, Raichur-1, Raipur-2, Sambhajinagar-2, Satara-4, Shivamogga-3,

Surat-1, Thiruvananthapuram-1, Warangal-2, GT -103.(Including 7 lady delegates). Plus 11 activists from

Bengaluru, 5 from Mysuru and 1 from Dharwad. Total 17 activists (5 lady activists from Bengaluru).

Grand grand total- 120 in all.

In the evening from 5 pm to 7 pm self introduction and briefing session was conducted.

The session wore a gloomy look due to the sad, unexpected, unfortunate death of one of our delegates

Shri.P.Busiraiah from Tenali (Machilipatnam Dn). The undersigned informed the house that

Shri.Busiraiah had a massive heart attack in the train at 0430 hrs prior to reaching Doddaballapur near

Bengaluru. All the efforts to resuscitate by the coach attendant and a co-traveller doctor did not

produce results. S/Shri.H S Ramesh, VP, NOIP, G.Ashok Rao, President and Satyanarayana Reddy,

Secretary of Hyderabad unit got down at Doddaballapur and took him in an ambulance to local govt

hospital. The doctor declared him brought dead. Till 9 pm all the three remained at Doddaballapur until

deceased’s relatives arrived and all legal formalities completed. The body was taken to Tenali for

cremation in the ambulance. Then at 10 pm the three activists started for Mysuru meeting reaching

there after midnight. We appreciate the care, concern, patience and courage exhibited by these three in

handling the situation. We salute them. Silence was observed to pray for Sadgati to the departed soul.

Late Shri.Busiraiah, 68 yrs was a great activist who was one amongst 55 activists that were to be

honoured in the meeting. All God’s will, we have no control.

Inaugural function : 10am to 11.30am 

As per the published schedule, the CC Meeting at Mysuru was inaugurated on the 4th December, sharp

at 10 am by Shramik Geet, sung by Shri LN Sharma & Team of the Bangaluru Unit.

The Lighting of Auspicious Lamp was done following the convention of BMS by the dignitaries.

Photo Puja: Pooja was offered to the Photos of Bharat Mata, Vishwakarma and Late Shri Thengadiji.

Welcome Address was delivered by Shri Aradhya, President, NOIP, Mysuru Unit wherein welcoming

the knowledgeable gathering, he outlined lucidly the backdrop of the prevailing socio-economic

atmosphere within which this important Meeting was being held.

Introductory Speech by the undersigned set the tune and the mood of the CC Meeting in progress.

Introductory speech elucidated the birth/growth of NOIP, achievement in the last 19 years of NOIP’s

existence, being number one union in LIC, affiliated to BMS with 7000 members, enrolling more than

200 members every month with a digitized portal etc in a nutshell; that encapsuled an analysis of

prospects of Pending Demands being settled with due Time Frame for the Indian Financial Sector as a

whole. He also emphasized that NOIP is a service organization catering to the needs of

pensioners/family pensioners.

Address by the Speech by the Chief Guest Shri.Vasudeva, the Honourable Secretary, BMS, Karnataka

State who upon having explained in brief the BMS as the Largest Organisation for Working Class in the

Country, reminded the attentive gathering as to how this nationalistic central trade union has been

working relentlessly for the Welfare of the Workers' Fraternity of India and that too, devoid of any

political inclination. Speech by another Guest Shri Umesh Prasad, AI VP, NOIW was attuned to his

renowned former speaker besides appreciating the NOIP as a perfect and fastest growing Organisation

under the umbrella of BMS. He also expressed that the present dispensation at the centre is inclined to

resolve the genuine pending demands of the pensioners/employees of financial sector including

insurance sector. He wished the NOIP a great future in the service of pensioners.

Presidential Address by Shri. Gunesh Kumarji, Honourable AI President, NOIP was another point of

attraction of the gala event that was, as expected of him, eloquent, free flowing and studded with

information of great relevance, prudence and logic.

The "Vote of Thanks for the Inaugural Function" was spelt out by Shri M Siddegowdaji, Secretary,

NOIP, Mysuru Unit.

Session-1 (11.45 to 13.30), Session-2 (14.30 to 15.30), Session-3 (15.45 to 17.30)

After a Tea Break the Meeting started with a different note i.e. a Melodious Geet by Smt. Srilatha, a

proactive activist from NOIP, Bengaluru that left all of us mesmerised.

We had an Obituary Session that was dedicated to the Respected Colleagues who had left all of us for

their Heavenly Abode, after the Surat conference.

The Session 1, 2 and 3 were earmarked for "Reporting by Divisional Units": The Mysuru CC Meeting,

for the first time, saw a progressive change in curriculum. The undersigned had entrusted the four AI

Organising Secretaries, NOIP to deal with the Organisational Matters vis a vis Reporting by the Units.

To be specific, Shri Dilip Mapara led the discussions and called the Units from WZ such as, Maharashtra,

Goa and Gujarat to report. He said that no much progress could be done in Gujarat and that a big break

through was achieved with the help of Mumbai activists in Goa after enrolling Shri. Siddesh Talauliker.

Mysuru activists had on their own displayed a special banner on the dais hailing the 1001 achievement

by the Mumbai/Thane Unit and the house gave a standing ovation to the Unit. Shri.Dipak Edlabadkar ji,

special invitee to the Secretariat, had prepared a PPT of reports which was displayed on the screen.

Following OBs gave the detailed reporting￾Mumbai/Thane- Shri.M.R.Rao gave the reporting supported by Shri.P.P.Phadke. To reach 1001, a call

was given “each one bring one” which resulted in enrolling 36 members on 29th and 30th November to

reach 1001. 22 lady activists and 18 gent activists participated in this campaign, thus enrolling a record

71 members in the month of November.

Nashik- Shri.Biwalkar gave a detailed report saying, they have enrolled highest number of family

pensioners. And they met all the family pensioners as per the call of HQs.

Nagpur- Shri.Sangitarao narrated the successful conduct of L-20 meet under G-20 and they collected

more than Rs.58000 donation of which Rs.51000 was given to local BMS.

Nanded- Shri.Bakliwal narrated as to how they were the first to meet the family pensioners and to

honour them with sweets. They have the enrolled maximum % of total pensioners in the division and

stand first in the country in NOIP.

Pune- Shri.Rajendra Desai gave the report of multifarious activities being done by a band of 40 activists

and boasted the presence of more than 170 members in their latest AGM, which is all time record by

any unit. He was supplemented by Shri.Devidas Patil.

Satara- Shri.Abhang gave the details of Dharana observed in the divisional office premises which was

attended by about 40 members including 10 activists of Pune. Shri.V R Joshi supplemented saying their

average collection per member is the highest in the country, since they take minimum Rs.11000 from

many of the new members.

Kolhapur-Shri.Desai reported and was supplemented by Shri.Jaising Koli.

Sambhajinagar- Shri.Shankar Singh Thakur said that they sincerely follow HQs’ programmes and would

strive to cross 200 shortly. He said that they provide technical support for any meetings conducted by

HQs or other units.

Amaravati- None represented.

Surat- Shri.Bharatbhai narrated as to how successfully they hosted the triennial conference in

September 2022, though they were a nascent unit with about 25 members. He said that they collect

Rs.3000 for each new member as a practice.

Next being Shri Prabir K Mazumder who had been steering the proceedings of Units from East Zone

including NE Divisions besides Units belonging to East Central Zone as well.

Kolkata- Shri.Prabir Kumar narrated as to how it is difficult to work in adverse conditions prevailing in

WB and their achieving 400 members is more than a 1000 elsewhere in the country. Shri.Arun Patra

supplemented saying they had given a call for donation for conference on their own and collected more

than Rs.60000. They sit every Thursday in the BMS office situated in the office premises. They are

meeting family pensioners every Sunday/holiday and enrolled every FP they met.

North East Divisions- None represented. Shri.Partha Chatterjee explained in detail about their one-week

hectic tour to Guwahati, Jorhat, Bongaigaon and Silachar. He hoped that Jorhat will also come up as a

strong unit since retirees of Life union are actively canvassing new membership. Bongaigaon needs hand

holding, he said.

Cuttack- Shri.S.C.Patra reported that their membership consists substantial number of retired DOs

achieved with the help of Shri.Tarini Mahapatra and they aim to cross 100 as early as possible.

Berhampur- Shri.Satyanarayan Singh said theirs is a growing unit and would like to pace up with the

help of Bhubaneshwar and Cuttack units.

Bhubaneshwar, Sambalpur & Patna- None attended from these 3 units due to last minute health issues.

From Sambalpur, Mr B.B.Suna had booked his railway ticket. Unfortunately, some days prior to his

departure he had severe heart pain and admitted to the hospital in ICU. After 3 days he expired. We

pray for his soul to get Sadgati.

Third in queue had been Shri G L Bhat who spearheaded the Reporting of Karnataka Units. He

explained as to how they could cross 500 members in Bengaluru and they wish to occupy number 2

position after Mumbai/Thane.

Bengaluru- Shri.Gangadhar Malashetti narrated their success story having more than 30 activists and

they conduct regular meetings of activists. He explained how Smt.S.Nagamani contacted 275 family

pensioners on phone in November, enrolling about 20 FPs. Smt.Nagamani shared her experience and

explained how she could enrol more FPs by educating them about option for Mediclaim, since many FPs have no Mediclaim cover and no union has approached them. She called upon all units to concentrate

on FPs as they need more help.

Belagavi- Shri.Hodlur reported and agreed that they have to rigorously campaign for membership. They

met all the FPs and received voluntary donations too.

Dharwad- Shri.Bahadur Desai said they aim to reach 300 mark by aggressive tours to mofussil centres.

They have more than 25 activists and meet regularly. They have formed both the committees at DO

level viz Mediclaim, Disciplinary cases.

Mysuru- Shri.Aradhya narrated as to how they crossed 100 after having started working independent of

Bengaluru unit. With inexperienced activists they took the responsibility of hosting CCM with the help of

Bengaluru activists.

Shivamogga- Shri.Shamsundar Rao explained as to how they crossed 100 and thanked Shri.H S Ramesh

for his active support. Activists meet regularly and visit mofussil centres too.

Raichur- Shri.Krishna Kulkarni agreed that there is a need to build up team work so as to take up

membership campaign.

Next in the sequence of event had been Shri. H S Ramesh who had taken the lead for Units from Kerala,

Tamil Nadu, Andhra and Telangana. Of all these, he presented an excellent statistic. That itself gave all

the details in a nutshell.

Hyderabad- Shri.Satyanarayana Reddy gave an eloquent report. Under the present leadership,

Hyderabad has working systematically with regular meetings of activists. Special meeting of DOs was a

grand success with new enrolments.

Warangal- Shri.Somalingam gave the report. The unit is picking up very nicely.

Karimanagar- None represented in the CCM.

Kottayam- Shri.K P C Nair said that in Kottayam unit is already there. He promised that by January 2024,

units at Thiruvananthapuram and Ernakulam would be formed. Shri.Sukumaran Nair supplemented.

Chennai- Smt.Uma Vasudevan said she is slowly picking up since she is alone. She would try to add some

more activists.

Serial Number Fifth was for Shri Arvind Mittimani who had been the Flag Bearer for North Zone Units.

He narrated the efforts being made to open units in other divisions of NZ. He is also having liaison with

BMS & DFS.

Delhi- Shri.Subhas Raina gave an eloquent report describing the various activities undertaken. A special

meeting of DOs was organized which was addressed by Shri.Ashwani Kumar Sharma. On the spot 10 DOs

were enrolled. Shri.Rajiv Kumar Sharma supplemented. Shri.Raina is also enrolling members from

Jammu.

Karnal- Shri.Jai Bhagwan Bansal gave the report of the unit formed on 30th November, 2 days before,

during the visit of S/Shri.Mittimani, Saini, Raina & Rajiv Sharma. Immediately Shri.Bansal ji booked flight

ticket and attended the CCM. His enthusiasm is laudable.

This exercise came to its end with the discussion led by Shri Vilasraoji Purkar for the cluster of Units

from Central Zone as well as North Central Zone.

Agra- Shri.Ashwani Kumar Sharma detailed the success story of Agra, from the lone member to more

than 200 members in a short span of 2 years. He urged the HQs to 1) Arrange for GH reservation online

through Jeevan Sakshya App, 2) LIC Code be allowed for Air booking & 3) Free Medical checkup every

year.

Kanpur- Shri.Sudhakar Mishra ji detailed the activity (in his own inimitable and poetic style) of having

enrolled 34 members in a short span and assured to further develop, since Kanpur is a Zonal HQs. He

assured to form the adjoining Ayodhya and Prayagraj Units in the coming days.

Raipur- Shri.Sameer Kumar Srivastava explained as to how they enrolled the fastest 50 by covering

mofussil centres too. 

Jabalpur- Shri.Balram Patel said the unit has been slowly progressing under the guidance of

Shri.S.L.Burmanji, NOIP’s Ex-President. They also have regular meeting of activists.

Meerut- None represented.

Thereafter S/Shri.Ashok Joshi, Purkar ji and Gunesh Kumarji summed up the discussions and called upon

to open new adjoining units, by the existing units. Purkarji gave details of Galaxy of units, performing

every month and exhorted to the units to maintain the Galaxy position.

Session -4 (19.00 to 20.00): Pending Issues by GS, Resolution & Honouring of Activists

Pending Issues by GS, NOIP : Post Reporting Session, the Deliberation by the undersigned took place

on the Pending Issues that started with exhaustive analysis clubbed with latest updates. Following are

the chronologies:

(i) Despite having Family Pension Revision Order in place, many of the Divisional Managements did not

care to disburse the Revised Family Pension as per the entitlements of the FP recipients, burning

example being the Dharwad DO.

(ii) One More Option for Mediclaim has been allowed by the Apex Management on the constant

persuasion of NOIP.

(iii) Pension Revision: The December,2023 would see the final settlement of Wage Revision of PS Banks

with the opening of dialogues/discussions on Pension Revision in one form or the other.

(iv) In LIC, discussion for Wage Revision might be wrapped up within one single round of interaction.

(v) Pre 2002 Bank Pensioners have been given 100% DR neutralization and the payments to this effect

have already been disbursed with.

(vi) He opined, Full Pension for Pensioners with 20 years of Service and OMOP for Resignees might be

in the offing, since IBA has agreed for OMOP for resignees of PSU Banks.

vii) OMOP for left over Ex-Servicemen and 5 Engineers was also discussed and decided to follow up with

the DFS.

Visit of NOINO GS Shri.Y.N.Murthy- Shri.Murthy and Mysuru Unit OB Shri.Anantha visited our venue in

the evening, as Shri.Murthyji could not be able to attend the inaugural session. Both were honoured

with a bouquet. Shri.Murthy addressed the gathering and wished fruitful discussions in the meeting.

Resolution - "RESOLUTION TO EXPRESS SOLIDARITY WITH LIC AND CONCERN FOR THE FALLING MARKET

SHARE OF LIC AND HOW NOIP CAN CONTRIBUTE TO MITIGATE THE SITUATION"- Proposed by Shri Prabir

K Mazumder on behalf of Shri Arup Dasgupta (author of the resolution) and seconded by Shri HN

Aradhya. The house accepted the same unanimously. Resolution is appended here below￾SUBJECT: RESOLUTION TO EXPRESS SOLIDARITY WITH LIC AND CONCERN FOR THE FALLING MARKET

SHARE OF LIC OF INDIA AND HOW NOIP CAN CONTRIBUTE TO MITIGATE THE SITUATION.

Resolved that NOIP, as a cohesive and prudent organisation of Retired employees, has expressed its

solidarity with the Great Insurance Behemoth LICI and expresses its concern over the falling market

share in terms of New Business (both on the basis of No of Policies and First Year Premium Income) and

Degrowth on New Business as on 30.09.2023. It is worthwhile to mention that it is a great concern for all

the valued members of NOIP in general and the Core Leadership in particular regarding the above￾mentioned business position of our beloved Organisation.

As on 30.09.2023, Policy count is showing Degrowth of - 3.20% on year-to-year basis and First Year

Premium Income (FYPI) is + 2.91%.

The percentage achievement of New Business on NOP is 36.12% and on FYPI is 35.93% as on 30.09.2023.

Low performing Zones are Eastern ZONE (-9.26% on Policy count and -7.51% on premium count) and

Western Zone (-11.25% on policy count). Other Zones have been able to register a marginal positive

growth or a little Degrowth. Most worrisome point is that Market Share has come down from 68% to

58% within one year as on 30.09.2023.

The Core Group of NOIP has made in depth study to find the reasons for Degrowth/Low growth and the

declining Market Share and observed the following trends and features in the business market - 1. Change in Taxation Rules for life insurance policies has affected the sales of big premium cases and

also no of sales (policies having premium amount more than Rs 5 lac will be taxable at maturity).

2. Low Recruitment Rate of Agency Force. From 2005 to 2011, the number of Agents has been

increased from 9 lakh to 11 lakh approx. Life insurance agency as a professional career, has lost its

attraction among the younger generation. The number of Agents below 35 years of age has gone down

significantly.

3. Product positioning plays a significant role and no new product has been able to create a sensation in

the field. Product features are to be more market oriented to catch the fancy of Generation NEXT.

Attractive Pension Plans with catching features and benefits may be designed to tap the huge potential

available among the ageing population.

4. Number of employees has gone down considerably. The organisation may think of recruitment of

required number of employees in all classes as per necessity.

It is a matter of grave concern that the attrition rate in Class 2 Officers cadre is very high, affecting the

growth of new business vis-a-vis the recruitment of agency force.

5. Technological Advancements is already adopted by the Corporation. It should be fast and forward,

making the organisation nimble footed and the technology adopted; should take the organisation near

to the market and client base. The level of technology adopted should make the organisation a front

runner in the field. It is to be absorbed by all classes of employees and field force. User friendly Apps and

super-efficient IT System must be in place. The data mining of storage of huge data in possession of LIC

must be taken up on top priority to create market; also, with the help of Machine Learning and Artificial

intelligence.

6. Economic Recession due to Ukraine war or low sentiments in Europe/USA market affecting investors’

psychology.

Resolved that NOIP offers its services for the betterment of the Organisation in terms of creation of

Market, Customer Base and Administrative Support. NOIP has a huge membership base of more than

7000 members all over India having long experience and vast knowledge base, which could cater

effectively to the needs of the Corporation.

NOIP would be too happy to be invited by the Corporation for further discussion on the subject and to

dwell on the ways by which NOIP can support the Corporation in this hour of business crisis.

Honouring of Activists : Based on the 7 Parameters of Performances as decided by the HQs, 55 Activists

from across the country were felicitated in all, with a shawl and flower by the AI President, NOIP and

the WP, NOIP. The list is enclosed here below￾Honouring of activists at CCM Mysuru

As decided in the Secretariat meeting at Pune, we plan to honour first batch of activists. The main

qualities of activists to be taken into consideration are- 1) 24 hours thinking about NOIP, 2) Positive

outlook/mindset, 3) keeping NOIP’s interest paramount, keeping self ego/personal likes & dislikes aside,

3) Number of hours they work for NOIP daily, 4) Extraordinary service to Pensioners/family Pensioners in

various matters 5) Irrespective of serious health problem of self and of family members and other

serious family problems, they devote time to NOIP, 6) Work with total devotion, dedication and with

ideological commitment, 7) Maximum enrolments by an individual activist etc. be honoured. Above 7

points were kept in mind in selecting the activists to be honoured. About 55 are selected to start with.

No heart burn should be there, since this is the first batch. One more batch can be honoured in the next triennial conference. There are more than 500 activists in the country. It is suggested to honour such

activists in the respective AGMs of Units.

soldier to enrol new members without an iota of ego & 11) Arun Kumar Patra- helped

Kolkata to reach 400, highly involved.

in 6 yrs by building a great team, employs marketing strategy in enrolment. 17)

along with me, though keeps frail health, thinks of NOIP always. 25) M D Umarani- 40 yrs in

NOIDO, active in enrolments.

19 eligible for honour were not present in the meeting.

Though P, WP & GS had decided not to get honoured for them, Pune/Mysuru/Bengaluru OBs

insisted, and enthusiastically honoured all the 3 persons at the last.

Cultural event- From 8 pm to 9 pm, Bharatanatyam programme was staged by Gurudev

Academy of Fine Arts, Mysuru headed by Dr. (Smt) Chetana Radhakrishna and her 8 disciples. 

They enthralled the audience with their outstanding performance taking songs from Telugu,

Marathi and Kannada. Special thanks to Shri. Ramakant Shenoy for arranging the same.

Special Invitee- Shri.Puttaswamy, local Secretary of AIRIEF visited the venue, who was honoured

with a bouquet.

After this up to 11 pm, Karoke programme was organized by S/Shri.Edlabadkar & Shenoy in

which about 40-50 delegates took active part.

Session-5 (9.30 am to 11.00 am): (a) Submission of A/c ,(b) Testing of Donation Menu,(c) TE for

Attending AGB Mtg of Divisional Units,(d) Flight Charges to NE Units for attending CCM/Triennial

Conference,(e) Increase of Initial Donation from Rs. 1000/- to a higher Amount

(a) Submission of Accounts: Shri Ram Dhumane, Treasurer, NOIP submitted the Accounts for the

Calendar Year 2022 and Receipt & Payment Account for the Period from January,2023 to October,2023.

After discussions, the same was approved by the house.

(b) Testing Donation Menu of NOIP's Portal were discussed. GS called upon the units to purify

individual records on the portal and feel the ease of operation by donating a minimum Rs.101-00.

(c) TE for Attending Annual General Body Meeting of Divisional Units was discussed. There is a

demand by some units including Nashik, Belagavi, NE divisions etc to reimburse TE for attending

Divisional AGM. Most of the mofussil centres are active and activists attend AGM from far off places.

Conflicting opinions/suggestions were received. Hence it was decided unanimously to authorize the next

Secretariat meeting to be held in Kolkata, to decide on the matter. Shri.Sushant Hadas, Asst Treasurer

suggested that for AGM expenses some persons to be identified as sponsors. For Sambhajinagar AGM,

Shri.Keshav Kale ji, Retd DO and our activist, bore the entire expenses. Similarly for AGM of Pune, NOIP

leader Shri.Hemant Naik bore the food expenses of Rs.25000.

(d) Flight Charges to NE Units for attending CCM/Triennial Conference came up for a detail discussion.

There is a demand from NE divisions for flight charges to attend CCM and triennial conference. It was

reported by the GS that NE units have not collected a single rupee as donation as per the call given by

HQs for testing the donation module (except Shri.Jiban Paul, Guwahati who donated Rs.101). Huge

expenses are being incurred by NE units but no collection of donations whatsoever. After listening to all

the suggestions/opinions of the house, it was unanimously decided- 1) Partial air fare would be

reimbursable only for attending CCM by the eligible office bearers. 2) Air fare is reimbursable only from

4 Divl centres to Kolkata and from Kolkata to respective Divl centres. 3) From Kolkata to the place of

meeting and back to Kolkata, AC 3 tier railway fare is reimbursable. 4) For attending triennial

conference, only AC 3 tier railway fare is reimbursable from Divl HQs to the place of conference and

back (no air fare whatsoever).

(e) The Initial Donation amount of just Rs 1000/- was suggested to be increased to a higher amount.

Minimum Rs.2000 is payable for new membership (for family pensioner only Rs.1000). Satara unit

collects highest average per member in the country since they insist Rs.11000 minimum while enrolling.

Many units collect more than Rs.2000. Surat unit collects Rs.3000 per new member. Shri. Purkarji, our

WP, starts demanding 1 lakh rupees and settles at 11000 or less. His collection of Rs.27000 from Smt.

Chitnis of Surat is a record, unbroken till date. Since it is a life time fee and in view of huge terminal

payments even exceeding a crore rupee, it was called upon units to try to collect more than Rs.2000

while enrolling, in view of huge expenses of the organization. Higher amount should necessarily be

insisted from retirees who belong to BMS while in service.

Session-6 (11.15 to 12.15): Digitisation/Data Purification

Digitisation and Data Purification: Shri. C T Joshi, Chairman, Digitisation committee, gave an overview of

the entire process lasting about 4 months, involving 1000 hours of discussion by the committee. 

Shri.Santosh Bhat, another IT expert, supplemented, who was instrumental in availing services of MSG

91 for sms/email service, thus reducing the recurring cost of operation. GS thanked Shri.Sachin, the son

of Shri. Santosh Bhat who facilitated MSG 91 service. Shri Sushant Hadas, Asst Treasurer, NOIP discussed

the practical aspects of operating the portal. He called upon the units to carefully upload the details

while uploading donations and membership. If any mistake is committed while uploading and the

receipt is passed in a hurry, it requires hours to rectify the mistake. It was agreed to change the software

to hide the minimum donation part and to keep it flexible to add more donations while enrolling.

Session-7 (12.15 to 12.45) :: (a) Credit of Members to Units,(b) Dev Officer

Members' Convention,(c) Ex-serviceman Members' Convention

(a) Credit of Members to Units : Some units enrol the members from the adjoining/other division and

demand for credit to their respective division. After discussions, it was unanimously decided-1) To give

credit to the division who has enrolled, by writing division name as their own, 2) Inform the details of

such member to the adjoining/other division concerned, so that, that unit adds the member in their

divisional WhatsApp group. The unit which enrols such members can also add the member in their

divisional WhatsApp group. 3) But there is a technical catch in this- when members’ list is extracted such

members do not find a place in the concerned unit but they are found in the list who have enrolled.

(b) Development Officer Members' Convention. As decided, the convention will be held in Agra on 27-

02-2024 and Agra team is already on the job of making preparations. The units which have not yet

booked the journey tickets, are requested to do it at the earliest.

(c) Ex-servicemen Members" Convention- As decided the convention of Ex-servicemen members would

be held in Kolkata by around September 2024. Secretariat meeting also would be held for one day and

second day convention would be there in the same venue. Details would follow.

(d) All India Triennial Conference-2025- Bhubaneshwar unit, with the help of other units of Odisha,

have agreed to host the same. Details would follow.

Felicitation- We felicitated with shawl and flower, Shri.Devraj, Owner of the Resort and Kum. Soujanya,

Manager, for their fullest cooperation and nice arrangements, catering to our each and every need

smilingly.

Session-8 (12.45 to 13.30): Valedictory Function

We honoured Shri.G.S.Ganesh, RSS office bearer and our member, with bouquet, who attended the

valedictory session.

(a) Invocation- Smt.Srilatha rendered a beautiful melodious song, praising River Cauvery, life line of

Karnataka and Tamilnadu.

(b) Valedictory Speech by the President: The Valedictory Speech by Shri Gunesh Kumarji, President,

NOIP was prudently expressed, as said by himself, vide certain 'take aways' such as, (i)

Power of Digitisation. (ii) Meeting of Family Pensioners. (iii)Special kudos to the Nagpur Unit for having

participated in L-20 giving a Donation of Rs 51K for the purpose. (iv) Healthy Competition for the Top

FIVE Position in NOIP. (v) Frequent Virtual Meetings by the Pune Unit to be complimented. (vi) Satara

Unit has set up an example by participating in Agitational Programme. (vii) Kolkata deserves recognition

for having its own Office and a Collection of Donation of Rs.60000/- for Mysuru CC Meeting. (viii) In

Mysuru Unit, out of 102 Members, 36 are from DO Cadre. (ix) Call given by Shri Subhas Raina for

connecting our LIC Veteran Acquaintances is to be appreciated. (x) He had been observing for the last 10

years that the Communists and Left Leaning People are gradually becoming the Right Leaning ones. (xi)

Kanpur Delegates are expressing themselves powerfully through their attire. (xii) To DOUBLE your

Membership, you just need TWO Years. (xiii) He had been in all praise for the detailed submission of

Accounts by the Treasurer, NOIP. (xiv) Appreciation for Digitization is proven by the fact that a hopping

number of 2098 New Members have been enrolled post Digitization. xv) Cauvery is the lifeline of 2

States including water supply to whole of Bengaluru. He has made a deep study on River Cauvery. xvi) 

Called upon all to donate to NOIP and have a feel of our portal. xvii) Success of the CCM is due to the

hard work put in by Mysuru activists over the past 2 months, ably supported by Bengaluru activists. xviii)

Quoted Subhashita saying time lost cannot be recovered, we are all seniors, utilize the remaining time

for the right cause, our ideology is best in the world. xix) Gave a clarion call to forge ahead with unity

and determination.

(c) Vote of Thanks : The Central Committee Meeting was concluded with an effectively worded and all￾inclusive Vote of Thanks delivered by Shri Dilip Mapara that justified the proverb "All's Well That Ends

Well". He concluded by saying- Sanghatan Hi Shakti Hai- Organisation is strength.

All the Mysuru and Bengaluru activists were called on the stage by the President and were honoured

with flower. A standing ovation was given to them for their hard work and precise implementation of

the plan. CCM came to an end with a melodious rendering of Vande Mataram by Shri.L.N.Sharma ji,

Bengaluru. Stay and food arrangements, arrangement of local conveyance, were all superb.

All the delegates returned to their HQS with a lot of inspiration, resolve and determination to strengthen

the NOIP.

TE Reimbursement- The team did an awesome job of reimbursing on the spot, through UPI payments,

first of its kind. Great thanks to the team consisting S/Shri. Dhumane, Hadas, Desai, Patil & Jawalkar.

Re: Positive developments in the banking industry regarding pending pension related issues

You are aware that the pension related issues of ours, pending at DFS/LIC are identical to the similar issues of bank pensioners. The staff rules and pension rules of both LIC & Banks, are almost identical.

Some swift developments (positive) in the banking sector have taken place during the past 4 months. I have been explaining these in the meetings wherever I have attended. But majority of the units are not updated in this matter. Hence, I thought it fit to bring it to the knowledge of our members, through this communique. We are optimistic about the positive outcome of our issues. Certainly, there is a light at the end of the tunnel. Please note the following bullet points carefully.

➢ Second updation of pension for RBI pensioners was given effect from 12-06-2023 as on wage revision date 01-11-2017 (means updation given up to 31-10-2022). Notable feature is that,even family pensioners got the updation with 10% weightage. (they were left out at the time of first updation in 2019, given as on wage revision due 01-11-2012).

➢ On similar lines NABARD pensioners got pension/family pension updation in July 2023, getting 2 cycle updations at once- The effective date for Pension Revision for Pre-01.11.2012 Pensioners will be 01 March 2019. The effective date for Pension Revision for Pensioners who retired between 01.11.2012 and 31 .10.2017 will be 12 June 2023. That means they got arrears from 1-3-2019 till date, for first updation as on 1-11-2012. 

➢ The employees’ union in SBI had moved the Delhi H C demanding 1) uniform pension of 50% to all(they were getting 40% & 50% depending on the basic pay) 2) updation of pension with every wage revision, 3) Uniform rate of family pension & 4) 100% DR (Dearness Relief) neutralisation to pre 11/2002 retirees. The case had reached the crucial stage and the H C directed the DFS to file its report. Finance Minister vide letter dtd.14-06-2023 formed a high-powered committee headed by 

Addl Secretary, DFS (Dept of Financial services), consisting 3 Joint Secretaries, Representatives from IBA & SBI. Petitioner union was also permitted by the H C to attend the committee’s meeting and submit its demand. The committee was mandated to give its report on or before 21-7-2023. It was also mandated to throw light on the industry wide ramification in the PSU banking sector. The committee recommended uniform 50% pension to all and accordingly Delhi H C delivered the verdict. IBA’s request to delink the issues 2 and 4 above, was acceded to by the committee.

➢ FM gave a deadline to IBA to conclude the current wage revision as on 1-11-2022 before 30-11-2023.

Accordingly, IBA sprang into action and within 3-4 sittings signed the minutes granting- 1) 100% DR to pre 11/2002 retirees from October 2023 (In LIC, retirees prior to 8/1997 are getting truncated DR and NOIP discussed this issue with MD, LIC on 2-11-2023), 2) One more pension option to resignees. 

(This is taken up by NOIP since 2010 with LIC/DFS. The VRS optees less than 55 years of age are treated as resignees and denied OMOP in 2019. We again discussed this issue with MD, LIC on 2-11-2023) and 3) Offered 16% rise in wages with 2.5% weightage in basic pay. Regarding pension updation, IBA explained the cost implications of the same and indicated that they are trying to workout some possible solution to improve the pension of all past retirees post 1-1-1986 till 31-10-2022.

It is said that RBI pattern of updation with 10% weightage may not be offered, it may be lesser thanthis. In all probability wage agreement is likely to be signed before 30-11-2023 by IBA which mayinclude updation of pension with a tinkered formula. This would be the biggest break throughregarding pension updation.

➢ These positive trends would reflect on LIC too and we expect the wage revision in LIC due on 1-8-2022, to come through early. NOIP has been consistently pursuing pension updation with LIC/DFS,and along with wage revision itself, pension updation to be clubbed, as opined by the Addl Secretary,DFS, when our delegation met him in November 2021. MD, LIC was positive on this during ourmeeting on 2-11-2023, saying, let us wait for the happening in Banks first.

All these positive developments in the banking sector, indicate the unfolding of the long pendingpension issues, plaguing the entire financial sector. In LIC, we get the newer benefits, only after they aregranted to banking sector, as is the experience in the past.

We assure you that NOIP will not leave any stone unturned, to get proper resolution to all our pending

pension related issues.

Re: OMOP (One more pension option) to those, whose VRS was treated as resignation

You may please recall our meeting with you on 02-11-2023. We thank you profusely for having listened 

with patience, all our submissions regarding the pending issues of pensioners. 

One of the long pending issues was also discussed- regarding granting of one more pension option to 

those who took VRS, but due to the outdated, inequitable rule 19 of (Staff) Rules, 1960, their VRS was 

treated technically, as resignation and they were not offered OMOP in 2019. Most of these retirees have 

even put in more than 30 years of service at the time of retirement on resignation. It is paradoxical to 

note that employees’ pension rules provide pension for a minimum service of 20 years, whereas these 

hapless, less fortunate resignees, who have put in more than 20 years of service, have been denied the 

OMOP. Majority of them are ladies who took VRS due to family commitments or health issues. They 

have not gone to green pasture.

In the wage negotiations held by IBA on 9-11-2023, Minutes were signed between IBA and UFBU, 

agreeing to offer OMOP to their resigned employees.

As such, we once again implore upon you to offer OMOP to these retirees who had resigned for family 

needs and on health issues. Their number is very less and would not entail much burden financially, on 

the Corporation.

Re: Visit to CO and meeting with MDs

The NOIP delegation led by the undersigned and accompanied by S/Shri. Phadke, VP, Mapara, Org Secr,

Hadas, Asst Treasurer & Edlabadkar, Spl Invitee to the Secretariat visited Central Office and met the top

officials.

1) The team met Shri. M. Jagannath ji, MD and greeted him with a bouquet on his elevation as MD.

He was so humble to say that he does not feel it proper to be honoured by seniors like us and

thanked the undersigned for all the support/guidance rendered when he reported at Dharwad

as a direct recruit officer. He wholeheartedly assured that he would give his helping hand in

serving the cause of pensioners.

2) Then we met Shri. R. Doraiswamy ji, MD and greeted him with a bouquet on his elevation as

MD. We gave a letter requesting grant of GIS (Group Insurance Scheme) to all the pensioners

who are less than age 75, irrespective of date of retirement. We also told that our Vice President

Shri.U.C.Mohanty had met the Chairperson at Bhubaneshwar for the same issue and got the

assurance of reviewing the matter by the latter. Shri. Doraiswamy was considerate and assured

to look into the matter after our emphasizing the fact that the entire premium is borne by the

members of the scheme.

3) Then we moved to the chamber of Smt. Manju Bagga, ED (P&GS), honoured her with a bouquet

on her elevation as ED. We gave the copy of letter addressed to MD, Shri. R.Doraiswamy

regarding GIS to all and narrated our discussion held with the latter. And requested her to put

up the matter with positive note without taking the alibi that the average premium may go up, if

all retirees are offered the cover.

4) Lastly, we went to the chamber of MD, Shri. Sat Pal Bhanoo ji at the appointed time of 2 PM. We

greeted him with the bouquet on his elevation as MD and sat for discussing the issues.

• OMOP to the left-over Ex-Servicemen and directly recruited superintending engineers- We

quoted NOIP’s Bhubaneshwar unit’s meeting with the Chairperson at Bhubaneshwar where

this issue was raised. We requested the MD to re-refer to the DFS so that we can follow up

at DFS.

• OROP with every wage revision- We referred to the conciliation proceedings signed by

NOIP Bhubaneshwar unit with LIC in the presence of Dy Central Labour Commissioner,

Bhubaneshwar and enquired whether LIC has forwarded our charter of demands to DFS,

and if not, requested the MD to send the same to DFS. We also referred to the developments in the banking sector indicating that IBA is inclined to discuss with UFBU

(United Forum of Bank Unions) the issue of updation of pension, in view of high-level

committee formed by the finance minister. On our pointed query whether LIC has referred

updation issue to DFS, he said no, but quipped to say that let LIC wait for what happens in

banking sector, so that LIC also can take steps in this regard.

• Increased pension to 80+ pensioners, double the family pension up to 67 age, 50% of last

pay as pension- We said, presumably all these issues are referred to DFS by LIC and

requested for follow up by LIC. Regarding 50% of last pay as pension, we discussed in detail

about this anomaly and he noted the same. He did not negate any of these demands and

was positive.

• Full pension for 20 years’ service- We discussed in detail how this is affecting those

recruited as Dev Officers/SC/ST/OBC employees at higher age, ex-servicemen, directly

recruited SEs etc, who cannot complete 33 years of service and getting proportionately very

less pension. The benefit of full pension for 20 years’ service, has been given to RBI

pensioners in 2013 itself taking cue from the Central Pay Commission. We insisted the MD

to refer this to DFS, if not referred already. He did not commit anything but did not deny

too.

• One more pension option to those who have resigned- He was against giving any benefits

to the resigned employees saying, they could have supported the LIC by continuing. When

we pointed out that IBA in their latest round of wage revision talks, have agreed to consider

a similar demand by bank unions, he did not agree to commit anything on this issue.

However, we continue to follow up this issue. Regarding our demand of one more

Mediclaim option to VRS optees, he emphatically said no.

• 100% DR neutralization to pre 8/1997 retirees- We submitted the chart prepared by Shri. C

T Joshi ji, showing a huge loss of more than Rs.15000 per month at ED level who are almost

85+ now. We pointed out that IBA already signed the agreement with UFBU for those who

retired prior to 11/2002, despite many court cases pending. Even the DR arrears were paid

by all the Banks with October pension. We requested the MD to follow the suit in LIC in

respect of pre 8/97 retirees, without taking the alibi of the matter being sub-judice. Though

he was convinced about the issue, he did not commit anything.

• GIS (Group Insurance Scheme) to all- We insisted to grant GIS to all those less than 75

years of age irrespective of date of retirement, since the entire premium is borne by the

pensioner. Chairperson in Bhubaneshwar has indicated to our delegation about the review

of the same. MD has noted our demand.

• ADOs’ training period- We insisted to count ADO’s period of development officers for the

calculation of gratuity and pension, saying that for the direct recruit AAOs of batch Nos 6 to

14, apprentice period of AAOs was considered for gratuity. And also in one case of a

different establishment, the Karnataka H C has given a verdict, saying, if an apprentice is

absorbed in regular service, without break in service after the apprentice period is over; ,

apprentice period is to be counted for all terminal benefits. MD was, however non￾committal. We have to further follow up and take recourse to other remedies.

Cut off dates while giving benefits to retirees- We fight for the benefits to retirees and in

some cases LIC granted the benefits, but from prospective date or with a cutoff date; thus,

denying the benefit to the existing retirees, for whom we fought. This is the travesty of

justice. We also gave him the copy of our earlier letter dtd 19-02-2023 written to the

Chairperson and requested to note this sensitive matter in granting any future benefits to

the retirees.

• Disciplinary Matters- We expressed our concern regarding the increasing number of cases

of disciplinary actions after retirement. We quoted some cases where the chargesheet was

issued on the date of retirement. We requested the MD to avoid issue of chargesheet on the

last day of service since the retiree gets depressed. Another case we quoted where

chargesheet was issued after 4 years of the cause of action in violation of Pension Rule 48(1)

last proviso. He assured that this point would be kept in mind. We also requested a lenient

view in respect of disciplinary actions. He concurred and said that they try to keep the

punishment to the minimum, except in cases of intentional frauds of serious nature.

• Pension credit on due date- This was discussed in all details and we repeated our demand

of crediting the pension on the day salary is credited to the in-service employees or on bank

pattern. He assured that all the efforts would be made to credit the pension on the first date

of next month irrespective it being a holiday/Saturday/Sunday.

Shri. Bhanoo ji, MD, throughout the half an hour discussion, gave a patient listening in a cordial

and congenial atmosphere, keeping us feel comfortable all through. He candidly admitted that

LIC has grown because of the hard work done by the retirees. He requested/wished us to

maintain a good health in the service of pensioners, saying he too would join the fraternity in a

near future.

We assure that, we would continuously follow up the pending issues till a logical conclusion is

reached.

Disciplinary Matters and a brief note prepared by Shri. C T Joshiji & team 

(S/Shri. Wateji and Hemannaji)

Of late, many disciplinary actions are initiated after retirement of employees, more so in respect 

of Officers. If initiated before the retirement, then in lot of cases the Terminal Benefits are 

withheld. There are clearcut instructions from Central Office in the form of Circulars, Staff 

Rules, 1960 and LIC(E) Pension Rules, 1995 in this regard. However, our Divisional Office 

Bearers may NOT be aware of this. Hence, raise an issue of non-settlement of Terminal benefits 

with NOIP. The Divisional Office Bearers also should be aware of who are the Competent 

Authority (CA) for each cadre of Employee/Officers. A list is appended here below for the 

information of our OBs.

A) In this regard it is felt necessary to issue clear guidelines to our Divisional Office Bearers, 

which need to be followed scrupulously.

1. When DA (Disciplinary Authority) issues letter to a retired employee/officer calling for 

explanation for irregularity purported to have been done by him while in service : the 

Pensioner should first draft his reply, since he will be aware of the facts of the case. He 

should send the draft to Divisional Unit Office Bearer of NOIP for modifications/ 

deletions/corrections, if any. Only then the Pensioner should submit his corrected reply to 

the Office within the time specified.

2. When the reply goes to the Office, either of the TWO things may happen: a) a Charge 

Sheet may be issued and enquiry proceedings may commence b) the Pensioner may be 

issued a warning letter, recover the loss suffered by LIC and let the issue go at that.

In case of a) above the OB should help the Pensioner in drafting suitably to the Charge Sheet and 

assist in the proceedings.

In case of b) above, ask the Pensioner to remit the Amount and avoid further tension.

3. At DO, the OBs should meet the CA (Competent Authority) and insist for early 

completion of the proceedings. If necessary, the Divisional Unit can submit letter and 

reminders for the purpose. (Letters and reminders from the CSE (Charge Sheeted 

Employee) also necessary).

4. Without exhausting the avenues at DO OB's level, the cases should not be referred 

to Central Leadership.

5. When the Proceedings complete, the report is submitted. Then the DA will take a 

decision and convey the same to the CSE. Here again either of the two things can happen:

a) the CSE may be found guilty of the irregularity, and hence penalty is proposed to be imposed. This letter is called as Show Cause Notice (SCN). b) the CSE may be found

NOT guilty and the case is closed.

In case of (a) above, study the Show Cause Notice properly. The Penalties under Rule 39 of Staff

Rules are now divided into Minor and Major. Make sure under which the penalty proposed falls.

The CSE (Pensioner) cannot submit an appeal to the 1st Appellate Authority against the proposed

Penalty in the Show Cause Notice (SCN). However, he can submit his/her SAY to the DA

requesting to modify/reduce Penalty proposed. The DA then makes a Final Order imposing the

Penalty (which may be less than the proposed one) If an appeal is to be preferred under Rule 40

of Staff Rules, 1960, against the Penalty imposed by DA, help the CSE in drafting the Appeal to

the Appellate Authority (AA) as shown in the Chart below, within THREE months.

Staff Rules 41, 42, 43, 44, 45 & 46 are important and one has to go through them.

6. At this stage, the help of NOIP HQ ie Disciplinary Committee should be taken by

submitting all papers and giving brief history of the case.

B) The following points may please be noted carefully.

1. NO issue can be raked up by Office after FOUR years from the date the cause of

action arose. To give an example, if a wrong has been done by an Officer while in

service on 10-04-2019, then NO charges can be framed after 10-04-2023.

This is very important aspect, if any explanation is called for or if any Charge Sheet is issued

after 10-04-2023 in this example, then the first point in our reply should be that raising the issue

after 4 years is against the rules. Only then other explanation should be given.

2. Ours is a Pensioners’ Union and hence TWO types of cases may come to us. One is, a

case already going on while the employee was in service and before its completion, he

retires. The proceedings will continue even after his retirement. Secondly, he might have

retired without any blemish and subsequently Office finds out fault with the employee's

working and starts proceedings now.

In the first case, Office may withhold the Terminal Benefits like Gratuity and PLE (P L

Encashment). But the employee is entitled to receive Provisional Pension in which case

Commutation is not allowed. If provisional pension is not granted, the affected pensioner should

give a letter to the SDM demanding the same.

In the second case, the employee might have received all terminal benefits including CV

(Commuted Value). In such case, Office can NEITHER ask him to refund the Terminal Benefits

already paid, NOR stop payment of Pension.

3. Our reply as far as possible should be in a polite language. Because when and if the case

goes to the Court, the tone & language of reply matters, very much.

4. The effect on Terminal Benefits, if the employee is found guilty of the charges & penalty

5. Settlement of Terminal Benefits, where Disciplinary proceedings are contemplated:

a) Gratuity: to be withheld and released only after the proceedings are over and after recovery of

financial loss to the Corporation, if any.

b) PF (own) & APF: Since these are his own contribution to be settled with interest earned on

it.

c) GSLI & GTIS: Cannot be withheld, since employee also pays premium for these benefits.

d) PLE: Can be withheld at the discretion of the CA, keeping in view the financial loss, if

any, suffered by the Corporation.

e) Addl Gratuity/Free Insurance: To be withheld as these are ex-gratia in nature.

6. The GOI vide Gazette Notification dtd. 19-10-2020 amended Rule 39 of the Staff Rules,

Notwithstanding the provisions contained in this Schedule, immediate superior Class 1

Officer shall have authority to impose the penalty of Censure under clause(a) of sub-rule(1)

of rule 39 and an appeal against the imposition of such penalty shall lie to an Officer one

step higher

7. Where any Major penalty under Rule 39 (1) (f) to (j) is to be imposed and if the DA is

lower in rank to the Appointing Authority, then all the papers should be forwarded to

Appointing Authority along with its decision. The Appointing Authority shall impose

such penalty, as it considers appropriate.

8. Where 2 or more employees are involved in a case, the authority competent to impose a

major penalty to all such employees may make an order directing the departmental

enquiry against all of them may be taken in common proceedings.

9. An employee whose appeal under these Rules has been rejected by AA (Appellate

Authority) subordinate to the Chairperson (CEO) or in case the AA has enhanced

the penalty imposed by DA or under Rules 40 or 48(2), may address a Memorial to

the Chairperson (CEO) in respect of that matter within a period of SIX months

from the date of receipt of order of the AA.

All our Office Bearers should note the above provisions and take necessary action at their end

first by helping the CSE. Only at the second stage it is to be referred to NOIP Disciplinary

Committee.

NOIP delegation meets the LIC’s Chairperson

One more excellent activity done today by our most vibrant, proactive unit of Bhubaneshwar, under the 

leadership of Shri. U C Mohanty, Vice President, NOIP. Shri. S Mohanty, LIC’s Chairperson is in 

Bhubaneshwar to review the LIC’s business and to address the marketing officials of 2 Zones. Shri. U C 

Mohanty, VP, NOIP, used his good offices and managed to meet our Chairperson in the hotel May Fair

Lagoon, Bhubaneshwar at 9-30 am today, along with President and Joint Secretary of our Bhubaneshwar 

unit, S/Shri. Bikash Ranjan Ray and Bhakta Charan Dash respectively. The gist of talks is as follows-

• NOIP was the first union to get the opportunity to talk to the Chairperson.

• Shri. U C Mohanty handed over our letter dtd.5-10-2023 addressed to the Chairperson, 

requesting for appointment. The latter clarified that after the LIC became a Company, unions 

are not allowed to meet the Chairperson. Hence Shri. U C Mohanty, VP, NOIP requested for 

permission to discuss pensioners’ issues, his request was accepted.

• Regarding OMOP (one more pension option) to the left over Ex-Servicemen and directly 

recruited SEs, Chairperson informed that the DFS (Dept of Financial Services) has returned the 

file without approval and asked NOIP to take up the matter at DFS.

• Regarding other pension related issues, Chairperson informed that they are pending at DFS and 

that LIC has provided all the clarifications sought by the DFS.

• Shri. U C Mohanty gave the copy of the agreement reached in conciliation proceedings in the 

presence of the Dy Central Labour Commissioner (Central), Bhubaneshwar regarding the dispute 

raised by NOIP and Charter of Demands submitted by NOIP to LIC.

• The Chairperson handed over NOIP’s letter, to Shri. Satpal Bhanoo, MD and introduced Bhanooji

to the NOIP’s delegation.

• Regarding the GIS (Group Insurance Scheme) to all those retired prior to 1-4-2018, the 

Chairperson assured to review the position after his returning to the HQs and indicated that, the 

possibility of revised cut off date may be thought of. Our Bhubaneshwar unit’s President Shri. 

Bikash Ranjan Ray said that he is also affected, since he retired on 31-03-2018. We feel that, 

NOIP has been successful in achieving a major breakthrough regrading this long pending 

demand of ours. We will further follow up the issue with the chairperson for its logical 

conclusion.

Regarding consideration of ADO period of development officers, for the purpose of calculation

of gratuity and pension, the Chairperson said that, as per the appointment letter to ADOs, there

is a clear mention of apprentice period.

• After the detailed discussion with the Chairperson, our delegation felt that, more pressure has

to be exerted on the DFS through BMS, for the necessary resolution of issues referred to the DFS

by LIC.

NOIP assures that further follow up at the DFS through BMS would be accelerated to get the desired

results.

Re : Minimum Family Pension.

At the outset we thank you for Revision of Family Pension. But we feel honestly, that the 

existing Family Pensioners have been robbed of their rightful arrears, at least from 1/4/2021 

onwards.

Administrative Instructions were issued by E&OS department of Central Office, on 21-09-2023. 

In this circular, a Chart of Minimum Pension has been given, which resembles earlier 

APPENDIX V of our Pension Rules. The Notification has deleted the APPENDIX V of our 

Pension Rules wef 11-09-2023.

We find that the Notification states that the Family Pension should not be less than the Minimum 

family pension as determined by the Board from time to time. And the above referred circular in 

its chart gives Minimum Pension for Category 1, 2 & 3 Pensioners.

However, increase in Family Pension to 30% without corresponding increase in the Minimum 

Pension, does not seem to be technically correct. The following Chart will bring home the point 

that the Minimum Pension also needs an upper revision. Else, the Minimum Pension as per CO 

circular 21-09-2023 is redundant and loses its sheen.
